Central Road, Mount Prospect, Illinois B005B-2229 Phone B47/B70-5640 Fax B47/253-9377 TOO B47/392-1235 MINUTES OF THE MOUNT PROSPECT SAFETY COMMISSION CALL TO ORDER The Regular Meeting of the Mount Prospect Safety Commission was called to order at 7:30 P.M. on Monday, October 14, 1996. II. ROLL CALL Upon roll call, each Safety Commission Member introduced themselves to the audience. Commissioner Andy Mitchell said that section VI of the September Safety Commission Minutes should read 8:40 P.M. instead of 7:40 P.M. Commissioner Andy Mitchell, seconded by Commissioner Arlene Juracek, moved to approve the Minutes of the Regular Meeting of the Safety Commission held on September 9, 1996. The Minutes were approved by a vote of 8-0. IV. CITIZENS TO BE HEARD No citizens came forth at this time to discuss any topics that were not on the current agenda. 1 Recycled Paper - Printed with Soy Ink V. BUSINESS A) 3 -WAY STOP SIGN REQUEST at BUSSE AVE & CAN-DOTA AVE a) Background Information Resident Observations: 1) Speeding on Busse Avenue. 2) It is difficult for drivers on Can -Dots Ave to see oncoming traffic on Busse Ave due to the configuration of the intersection. 3) It is difficult to back out of driveways for residents on Busse Ave due to speeding. 2. Staff Observations: The Engineering Staff sent out surveys per the Notification Policy to all residents to collect their opinions and notified all affected residents about the October Safety Commission Meeting schedule. The Engineering Staff performed a stop sign study. The findings are as follows: 1) Accidents There was only one accident (in 1993) for the last five years. The accident record does not meet the stop sign warrant (minimum of five accidents per year) for the Multi -Way Stop Warrants. 2) Speeding A traffic counter which can monitor the speed and number of cars was installed on Busse Ave west of Can -Dots Avenue on Wednesday, September 4 and removed on Friday, September 6, 1996. The speed of cars on Busse Ave was collected during that time. Day (Date) Direction Time 85th % Speed (mph) Wed (9/4) Westbound 1:23 to 6:00 P.M. 30-31 Thu (9/5) Westbound 12:00 to 7:00 P.M. 30-31 Wed (9/4) Eastbound 1:23 to 6:00 P.M. 32-33 Thu (9/5) Eastbound 12:00 to 7:00 P.M. 30-31 Based on the data collected, it is concluded that, while random speeding does occur, the speed on Busse Ave was within the speed range of the speed limit (30 mph). E 3) Traffic Volume Due to vandalism, the traffic volume of the west leg of the intersection could not be collected. Therefore, it is projected that the number of cars on the west leg of the intersection is the same as those on the east leg of the intersection. The minimum traffic volume for the multi -way stop sign warrant is 500 vehicles/hour for eight hour periods (500 x 8 = 4000 cars/8 hrs). The traffic volume at this intersection (1095 cars/8 hrs) is approximately 27% of the stop sign warrant. 4) Sight Obstruction A number of parkway trees are located at the intersection. However, these parkway trees do not present sight obstruction problems. The west leg of Busse Ave is slightly curved (approximately 15) at the intersection. If the drivers slow down at the intersection, they have a good sight angle. 5) Survey Results A total of 19 surveys were sent out in May, 1996 to collect and analyze the resident's opinion. 12 surveys were returned to the Village. 10 residents favored and 2 residents were against the 3 -way stop sign. The intersection of Busse Ave/Can-Dots Ave does not meet the multi - way stop sign warrants. However, the Village Traffic Engineer recommends a Yield Sign on Can-Dota Ave due to the configuration of the intersection. b) Discussion Mr. Vaughn Engquist of 101 South Can-Dota Ave said the following: 1. He was concerned about the speed of cars on Busse Ave. These cars are using Busse Ave to avoid the traffic signal at Central Rd and Northwest Hwy. Most of the eastbound traffic in the morning is commuter traffic. He said that cars on Busse Ave are speeding because there are no cross streets between Cathy Ln and Wa-Pella Ave making it is difficult to back out of his driveway. 2. He said that the west leg of Busse Ave is slightly curved and slightly uphill at the intersection and there are school bus stops at the corner of Busse Ave and Can -Dots Ave. Sometimes, it is difficult for school bus drivers to make a left turn at the intersection due to speeding. A large number of students who cross Busse Ave in the morning walk and ride their bikes to Lincoln Junior High School. 3 3. He was also concerned about the volume of traffic. Even saturdays, there are a large number of speeding cars on Busse Ave. Due to speeding, he requested 3 -way stop sign at the intersection. Mr. Vaughn Engquist asked Sean Won which counter (out of 3 counters at the intersection) was a speed counter. Sean Won said that the counter installed at the west leg of Busse Ave was a speed counter. Mr. Greg Engquist of 309 South We -Go Tr asked how many accidents are needed to install stop signs at this intersection. Sean Won said that the minimum requirement is five accidents per year to meet the stop sign warrant. Mr. Greg Engquist said that stop signs would slow down the traffic. Chairman Lee Beening said that stop signs do not slow down traffic and unwarranted stop signs are more dangerous to children who cross Busse Ave. Commissioner Chuck Bencic said that the drivers who drive under the speed limit would stop at the stop sign, but the drivers who drive over the speed limit would not stop at the stop sign. Commissioner Arlene Juracek said that stop signs will not solve the speeding problem. Commissioner Andy Mitchell said that unwarranted stop signs are illegal. Commissioner Arlene Juracek recommended to lower the speed limit of entire Busse Ave from 30 mph to 25 mph. Chairman Lee Beening said that this recommendation needed to be processed by Sean Won. Sean Won needs to send surveys to affected residents to collect their opinion. Commissioner Arlene Juracek, seconded by Commissioner Chuck Bencic, moved to lower the speed limit from 30 mph to 25 mph for the entire length of Busse Ave. The motion was approved by a vote of 8-0. The Village Traffic Engineer will send out surveys to all affected residents for their opinions about the speed limit change and bring this issue back at the next Safety Commission meeting. Note that the only portion affected is Busse Ave between We -Go Tr and Main St. Other portions of Busse Ave already have speed limits of 20 mph or 25 mph. Commissioner Arlene Juracek, seconded by Commissioner Andy Mitchell, moved to approve a Yield Sign on Can-Dota Ave at Busse Ave. The motion was approved by a vote of 8-0. B) 3 -WAY STOP SIGN REQUEST at COUNCIL TR & MARINA ST a) Background Information Resident Observations: 1) Speeding at this intersection 2) High amount of cut through traffic 3) There are many little children living around this intersection. 2. The Engineering Staff performed a stop sign study. The findings are as follows: 1) Special Condition/Speeding Problem. As shown on the attached map, two legs of this 3 -way intersection is within the Village of Mount Prospect. The third leg of the intersection is within the City of Des Plaines. Currently, there is one stop sign on eastbound Council Trail at Marina Street. Due to resident's complaint about speeding on Marina Street, the City of Des Plaines performed a speed and a volume study between July 25 and July 26, 1996. The 85th percentile speeds of Marina Street were 29.4 mph for the northbound traffic and 22.7 mph for the southbound traffic. Based on the speed and volume, the City of Des Plaines decided not to lower the speed limit (30 mph) of Marina Street. It is projected that the 85th percentile speed for Council Trail is the same as that of Marina Street. Therefore, random speeding does occur on Council Trail. Note that the posted speed limit of Council Trail is 20 mph. 2) Accidents Mt. The traffic volume at this intersection (759 cars/8 hrs) is approximately 19% of the stop sign warrant. 4) Sight Obstruction A number of parkway trees are located at the intersection. However, these parkway trees do not present sight obstruction problems. 5) Survey Results A total of 25 surveys were sent out in August, 1996 to collect and analyze the resident's opinion. 20 surveys were returned to the Village. 19 residents favored and 1 resident was against the 3 -way stop sign at Marina Street and Council Trail. b) Discussion Mr. Peter Gilbertson of 621 South Albert St and Mr. & Mrs. Hajduk of 513 South Albert St said the following: 1. There is a high amount of cut through traffic using this intersection. 2. There are speeding problems on Council Tr. 3. There are many small children living around this intersection. They can not let children cross Council Tr by themselves due to speeding on Council Tr. 4. Mrs. Hajduk said that sometimes when she slowed down to make a left turn to her driveway on Council Tr, some drivers tried to pass her. She said that this is really dangerous. 5. After they read the October Safety Commission Agenda, they learned that this intersection does not meet the stop sign warrant. 6. They wanted to know where do they go from here because now they know stop signs are not the solution. Commissioner Arlene Juracek asked Sean Won to contact the City of Des Plaines to lower the speed limit on Marina St from 30 mph to 25/20 mph. George Steiner said that the police department can not enforce the 20 mph speed limit for the westbound traffic on Council Tr between Marina St and George St because the police start to enforce the speed limit at 500 ft location from the speed limit change. George Steiner said that the police department does not have any problem enforcing the 20 mph speed limit for the eastbound traffic. The majority of the speeding problem is due to the westbound traffic. Sean Won said that the City of Des Plaines already completed the speed counts and decided not to lower the speed limit on Marina St. Commissioner Chuck Bencic said that if the city of Des Plaines changes the speed limit to 25 mph from the current 30 mph on Marina St, that might reduce the speed of traffic on, Council Tr. Chairman Lee Beening inquired about selected enforcement. George Steiner said that last week, the police department already issued two warning tickets to speeders. George Steiner added that the speeding problem is not limited to Council Tr. 0 Chairman Lee Beening asked Sean Won to send a letter to the City of Des Plaines asking to lower the speed limit from 30 mph to 20 mph or, as a maximum, 25 mph. Chairman Lee Beening asked Sean Won to bring this issue back to the next Safety Commission meeting. Ms. Sara Yarbrough of 605 South Albert St asked what the local traffic only sign (at Morgan O'Brien St on Mount Prospect Rd) meant. George Steiner said that it is difficult to determine which traffic is local and which traffic is not local. Note that this sign was installed by the City of Des Plaines. VI. ADJOURNMENT With no further business to discuss, the Safety Commission voted 8-0 to adjourn at 8:30 P.M., upon the motion of Commissioner Chuck Bencic. Commissioner Andy Mitchell seconded the motion.
