MINUTES OF THE MOUNT PROSPECT
SAFETY COMMISSION
CALL TO ORDER
The Regular Meeting of the Mount Prospect Safety Commission was called to order at 7:30 P.M.
on Monday, February 10, 1997.

Commissioner Andy Mitchell, seconded by Commissioner Chuck Bencic, moved to approve the
Minutes of the Regular Meeting of the Safety Commission held on December 9, 1996. The
Minutes were approved by a vote of 8-0.

IV. CITIZENS TO BE HEARD
Mr. Emil Bahnmaier of 1822 Pheasant Trail said the following about the one-way street
designation requested by the John Jay School P.T.O.:
The John Jay School P.T.O. withdrew their request because the majority of the affected
residents were against the one-way street designation.
Any school traffic problems should be resolved by the school. Residents should not be
inconvenienced.
He does not want to waste his time for this type of request. He asked Sean Won to filter
the requests. Sean Won said that his job is to process any request from a resident by 1)
surveying the opinions of other residents, 2) collecting necessary traffic data and 3)
presenting the results of the survey and his recommendations to the Safety Commission.
V. OLD BUSINESS
A) - 3 -WAY STOP SIGN REQUEST at MARINA ST & COUNCIL TR
a) Background Information
This item was discussed at the October and December 1996 Safety Commission
Meetings. The following is a summary of the previous Safety Commission
discussions:
October 1996 Meeting
The Village Traffic Engineer summarized the following:
1. A stop sign study was performed for this intersection. The intersection
did not meet the stop sign warrants based on the number of accidents,
traffic volumes, and the speed study.
2. To install a stop sign on Marina St at Council Trail for the northbound
traffic, the Village of Mount Prospect needs approval from the City of
Des Plaines. The City of Des Plaines concurred with our conclusion that
this intersection does not meet stop sign warrants.
3. There is a stop sign on Council Trail at Marina=St for the eastbound
traffic that is within the Village of Mount Prospect.
4. The speed limit of Marina Street (in Des Plaines) is 30 mph. The speed
limit of Council Trail (in Mount Prospect) is 20 mph. It was
recommended that a speed reduction request on Marina Street from 30
mph to 20/25 mph be made to the City of Des Plaines.
December 1996 Meeting
Results of the speed reduction request to Des Plaines were presented. The
Village Traffic Engineer sent a letter to the City of Des Plaines requesting that
the speed limit of Marina Street be reduced from 30 mph to 20/25 mph on
October 17, 1996 as instructed by the Safety Commission.
The City of Des Plaines sent a response to the Village on November 25, 1996.
According to this response, the City of Des Plaines states:
1. The posted speed limit of 30 mph is appropriate for Marina Street.
Therefore, the City of Des Plaines believes the 30 mph speed limit is a
safe and reasonable speed limit.
2. To artificially lower the speed limit would only result in additional speed
limit violations rather than control vehicle speed.
Therefore, the speed limit of Marina Street can not be reduced from 30 mph to
20/25 mph.
b) Discussion
Chairman Lee Beening said that this intersection does not meet stop sign
warrants and the speed limit of Marina Street could not be changed because
Marina Street is under the jurisdiction of the City of Des Plaines.
Commissioner Chuck Bencic, seconded by Commissioner Nancy Babikewicz,
moved to deny 3 -way stop signs at Marina Street and Council Trail.
The motion was approved by a vote of 8-0.
VI. NEW BUSINESS
A) SPEED LIMIT CHANGE REQUEST from 20 mph to 25 mph on BUSSE AVE between
WE -GO TR and WELLER LN
a) Background Information
Trustee Arlene Juracek requested this speed limit change because this portion of
Busse Ave is no longer used by the Westbrook School children. A total of 32
surveys were sent out in January, 1997 to collect and analyze the resident's
opinion. 24 surveys were returned to the Village. 7 residents favored and 17
residents were against the proposed speed limit change. Residents on Busse
Ave said that the current 20 mph speed limit is better for the residents and
children.
The 20 mph speed limit is an existing condition and there was significant
resident support for retaining that speed limit.
Therefore, the Village Traffic Engineer recommends:
The speed limit on Busse Ave between We -Go Trail and Weller Lane not be
raised from 20 mph to 25 mph.
b) Discussion
Sean Wan explained that Trustee Juracek requested this speed increase
because this portion of Busse Ave is no longer used by the Westbrook School
children. The survey results show that the majority of the residents were against
the proposed change.

Commissioner Andy Mitchell, seconded by Paul Bures, moved to deny the
speed change request.
The motion was approved by a vote of 8-0.
B) PARKING RESTRICTION ON EASTSIDE & WESTSIDE OF FOREST AVE BETWEEN
ISABELLA ST AND THAYER ST, SOUTHSIDE OF ISABELLA ST BETWEEN
FAIRVIEW AVE AND OAK ST, & NORTHSIDE OF ISABELLA ST BETWEEN
FAIRVIEW SCHOOL DRIVEWAYS
a) Background Information
Staff & School Comments:
Due to congestion on the streets surrounding the school during school hours, the
Fairview School Safety Committee requested the above parking restrictions to
improve the safety of school children. A total of 18 surveys were sent out in
September, 1996 to collect and analyze residents' opinions. 14 surveys were
returned to the Village. The responses were as follows:
Parking Restriction on the Eastside and Westside of Forest Ave between
Isabella St and Thayer St
11 residents favored and 3 residents were against the proposed parking
restriction
Parking Restriction on the Southside of Isabella St between Fairview Ave
and Oak St and on the Northside of Isabella St between Fairview School
Driveways
9 residents favored and 5 residents were against the proposed parking
restriction
The Village staff spent a considerable amount of effort during the onsite
development phase of the new school building in planning and providing for
onsite parking and student loading and unloading needs. These parking
restrictions will enhance that design. The parking restriction will improve the
traffic flow and the safety of school children. Additionally, the majority of the
residents favored the restriction.
Therefore, the Village Traffic Engineer recommends:
No Stopping, Standing, Parking between 8:00 A.M. and 4:00 P.M. on
School Days for:
1. Eastside and Westside of Forest Ave between Isabella St and
Thayer St (Locations C & D)
2. Southside of Isabella St between Fairview Ave and Oak St
(Location A)
3. Northside of Isabella St between Fairview School Driveways
(Location B)
b) Discussion
Mr. P. Anderson of 207 N. Forest Ave and Mr. Philip Alexander of 217 N. Forest
Ave. said the following:
1. Several parents park their cars on Forest Ave. Sometimes, they park
their cars in front of fire hydrants. Usually, they park their cars about 30
minutes so that they leave before the police can issue a ticket.
2. School children walk between parked cars. This creates a dangerous
situation in spring.
3. They support the proposed parking restriction.
4. There is a speeding problem on Fairview Ave and Isabella St.
(The Police Dept. is aware of this speeding problem, they will continue
to do selective speed enforcement).
Fairview School Principal Gerri DelBoccio and Ms. Allison Kelly of 801 W.
Isabella St said the following:
1. Every Friday, Fairview School sends out traffic safety notes to parents.
2. All streets surrounding any school during the school rush hour are
congested. During the inclement weather, streets are really congested.
3. Chairman Lee Beening asked Principal Gerri DelBaccio about
expanding the No Parking Zone on the northside of Isabella St.
Principal DelBaccio said that parents use the northside of Isabella St to
drop off kindergarten students. Therefore, Fairview School wants
parking restrictions as recommended by the Engineering Staff. Fairview
School does not want to expand the No Parking Zone.
Commissioner Andy Mitchell, seconded by Commissioner Chuck Bencic, moved
to approve the change recommended by the Engineering Staff.
The motion was approved by a vote of 8-0.
C) WESTBOUND ONE-WAY STREET DESIGNATION ON FROST DR BETWEEN
CYPRESS DR AND CIRCLE DR AND SOUTHBOUND ONE-WAY STREET
DESIGNATION ON CIRCLE DRIVE BETWEEN FROST DR AND COTTONWOOD DR
a) Background Information
Staff & School Comments:
Due to congestion on the streets surrounding Robert Frost School, the Principal
Linda Allison requested the above one-way restrictions to improve the safety of
children. Principal Allison noted similar one-way street designations in front of
Forest View and Lions schools to improve traffic flow and the safety of children.
A total of 24 surveys were sent out in December, 1996 to collect and analyze the
resident's opinion. 12 surveys were returned to the Village. 10 residents
favored and 2 residents were against the proposed parking restrictions and one
way street designation.
The one-way street designation will improve the traffic flow and the safety of
school children. Additionally, the majority of residents favored the one-way
street designation.
Therefore, the Village Traffic Engineer recommends:
1. Westbound One -Way Street Designation on Frost Dr between
Cypress Dr and Circle Dr
2. Southbound One -Way Street Designation on Circle Dr between
Frost Dr and Cottonwood Dr
3. No -Right Turn from Cottonwood Dr onto Circle Dr
4. No -Left Turn from Cottonwood Dr onto Circle Dr
between 8:00 A.M. and 10:00 A.M. and 2:00 P.M. and 4:00 P.M. during
schooldays.
b) Discussion
Mr. & Mrs. McLeod of 1407 Circle Dr and Ms. Esther Lake of 1408 Circle Dr said
the following:
1. They are against the one-way street designation because they will be
affected the most.
2. They have lived there for 25 years. They did not observe any accidents.
3. Parents should be responsible for their children's safety. Residents
should not be inconvenienced.
4. Part-time one-way street designation does not make sense to them. Mr.
McLeod said that he may have to move his cars if his car is parked
against the one-way designation. Sean Won said that he does not have
to move his car as long as the car is parked. Chairman Lee Beening said
that streets surrounding several schools in the Village are designated as
one-way to improve the safety of school children.
5. One-way street will not make streets safer to dhildren. Only the police
presence will make streets safer.
6. They wanted to know the results of the survey. Chairman Lee Beening
said that 11 out of 19 residents gave positive responses to the one-way
street designation in the first survey done by Mr. Kevin Hess, a member
of the Concerned Citizens Group. The Village performed another survey
in December, 1996. A total 24 surveys were sent out. 12 surveys were
returned. 10 residents favored and 2 residents were against the
proposed one-way street designation. Chairman Lee Beening said that
the majority of the residents supported the proposed one-way street
designation.
Robert Frost School Principal Linda Allison said that the following.-

Robert Frost School is to be renovated starting June 1997.
2. The Renovation Committee studied two options to improve the safety of
school children. One option was to provide a turn around in the school
property. Another option was to provide a curb cut. Neither of these
options was recommended due to the site configuration problems.
However, site improvement plans for the school are under review by the
village staff. The engineering staff will work with the school to determine
if onsite modifications can be made to provide for onsite loading and
unloading of students. If this can be accomplished then these one way
street designations may serve as only an interim solution.
3. Therefore, Robert Frost School requested the above one-way street
designation.
Commissioner Joan Bjork said that she lives near Forest View School and
Estates Dr has been designated as one-way during school hours. Commissioner
Bjork said that this one way street designation inconvenienced her but it also will
make streets safer for school children. Commissioner Phyllis Moliere said that
the time limitation could be shortened. Principal Allison agreed that the time
limitation could be shortened as follows:
from 8:00 A.M. - 10:00 A.M. & 2:00 P.M. - 4:00 P.M
to 8:30 A.M. - 9:30 A.M. & 3:00 P.M. - 4:00 P.M
First, the Safety Commission voted on the following restriction:
1. Westbound One -Way Street Designation on Frost Dr between
Cypress Dr and Circle Dr
2. Southbound One -Way Street Designation on Circle Dr between
Frost Dr and Cottonwood Dr
3. No -Right Turn from Cottonwood Dr onto Circle Dr
4. No -Left Turn from Cottonwood Dr onto Circle Dr
Commissioner Joan Bjork, seconded by Commissioner Nancy Bobikewicz,
moved to approve the Engineering Staff recommendation.
The motion was approved by a vote of 7-1. Commissiflner Andy Mitchell voted
against the motion.
Second, the Safety Commission voted on the following time limitation:
8:30 A.M. - 9:30 A.M. & 3:00 P.M. - 4:00 P.M. during School Days
Commissioner Chuck Bencic, seconded by Commissioner Andy Mitchell, moved
to approve the above time limitation.
The motion was approved by a vote of 8-0.
D) PARKING RESTRICTION ON THE WESTSIDE OF MAPLE STREET BETWEEN
CENTRAL ROAD AND 100 FT SOUTH OF CENTRAL ROAD
a) Background Information
Police & Staff Comments:
Mount Prospect police department requested a parking restriction change on the
Westside of Maple Street between Central Road and 100 ft south of Central
Road to provide an unobstructed view for the northbound drivers (especially
drivers of fire engines, ambulances and police patrol cars).
This parking restriction change affects only two houses 1 South and 2 South
Maple Street. Therefore, two surveys were sent out in December, 1996 to
collect and analyze the resident's opinion. Only one survey was returned to the
Village and was against the proposed change.
This parking restriction will provide an unobstructed view for the northbound
drivers and make this intersection safer.
Therefore, the Village Traffic Engineer recommends the following change:
From 2 Hour Parking Limit
To No Parking Any Time
on the westside of Maple Street from Central Road to 100 ft south of
Central Road
b) Discussion
Chairman Lee Beening explained the proposed parking restriction. Ted
Adamczyk said that parked cars on the westside of Maple Street are sight
obstructions for the northbound drivers.
Ted Adamczyk, seconded by Commissioner Andy Mitchell, moved to approve
the change recommended by the Engineering Staff.
The motion was approved by a vote of 8-0.
E) 3 -WAY STOP SIGN REQUEST at MEADOW/STRATFORD &
WEDGEWOOD/STRATFORD
a) Background Information
Resident Comments:
Vehicles are speeding through these intersections because sidewalks do
not exist on Meadow and Wedgewood Lanes, pedestrians walk on or
along the street.
Staff Comments:
1) Accidents
A search of the accident reports indicated:
Meadow Lane and Stratford Place
No Accidents at this intersection in the last 5 years.
Wedgewood Lane and Stratford Place
Only one accident at this intersection in the last five years.
The above accident records do not meet the stop sign warrant (minimum
five accidents per year) for the Multi -Way Stop Warrants.
2) Speeding Problem
Speed studies were performed on Meadow Lane and Wedgewood Lane
between Monday, August 12, 1996 and Wednesday, August 14, 1996.
The 85th percentile speed of Meadow Lane was 25 mph and that of
Wedgewood Lane was 33 mph while the speed limits of these streets
are 20 mph.
3) Traffic Volume
The minimum traffic volume for the multi -way stop sign warrant is 500
vehicles/hour for an eight hour period (500 x 8 = 4000 cars/8 hrs). The
24 hour traffic volume at the Meadow and Stratford intersection is
approximately 240 cars which is 6% of the stop sign warrant and the 24
hour traffic volume at the Wedgewood/Stratford is approximately 420
cars which is 11 % of the stop sign warrant.
4) Sight Obstruction
A number of mature parkway trees are located at these intersections.
However, these parkway trees do not present sight obstruction problems.
5) Survey Results
A total of 29 surveys were sent out in January, 1997 to collect and
analyze the resident's opinion. 20 surveys were returned to the Village.
13 residents favored and 7 residents were against the 3 -way stop signs
at Meadow/Stratford and Wedgewood/Stratford intersections.
The intersections of Meadow/Stratford and Wedgewood/Stratford do not meet
the multi -way stop sign warrants.
Therefore, the Village Traffic Engineer recommends:
The existing one-way Yield Signs on Stratford Place at Meadow Lane and
Wedgewood Lane should not be removed and replaced with 3 -way stop
signs.
b) Discussion
Commissioner Nancy Bobikewicz said the following:
1. Trustee Hoefert instructed the Village Traffic Engineer to process this 3 -
way stop sign request.
2. This subdivision is bordered by three major streets
(Rand/Euclid/Elmhurst). This subdivision has experienced cut through
traffic and speeding.
3. Due to speeding, the speed limits of the streets were reduced to 20 mph
and children at play signs were installed last year. This did not slow
down the traffic.
4. This subdivision does not have sidewalks and streets are narrow (only
18' wide). Chairman Lee Beening said that the Village asked the
residents about installing sidewalks about ten years ago. The residents
wanted to maintain the rural atmosphere at that time. Therefore, the
Village did not install sidewalks.
5. Some residents wanted to have two-way stop signs instead of 3 -way
stop signs.
Commissioner Nancy Bobikewicz understood that this intersection does not meet
the stop sign warrants. But she said that 3 -way stop signs at these intersections
should be considered because most of the stop signs in the Village may not
meet the stop sign warrants. Chairman Lee Beening said that most of the
unwarranted stop signs were installed before the area was incorporated into the
Village.
No motion was made concerning this 3 -way stop sign request.
F) 3 -WAY STOP SIGN REQUEST at SUNSET RD & LOUIS ST
a) Background Information
Resident Observations:
1) Vehicles are speeding through this intersection
2) Sunrise Park is located adjacent to this intersection.
Staff Observations:
1) Accidents
There have been No Accidents at this intersection since 1992

The above accident records do not meet the stop sign warrant
(minimum five accidents per year) for the Multi -Way Stop
Warrants.
2) Speeding
A representative speed survey was performed on Sunset Road
west of Louis Street between Monday, January 6, 1997 and
Wednesday, January 8, 1997. The 85th percentile speed of this
intersection is 34 - 37 mph while the speed limits of Sunset Rd &
Louis St are 25 mph.
3) Traffic Volume
The minimum traffic volume for the multi -way stop sign warrant
is 500 vehicles/hour for an eight hour period (500 x 8 = 4000
cars/8 hrs). The traffic volume at this intersection (170 cars/8
hrs) is approximately 4% of the stop sign warrant.
4) Sight Obstruction
A number of parkway trees are located at the intersection.
However, these parkway trees do not present sight obstruction
problems.
5) Survey Results
A total of 10 surveys were sent out in December, 1996 to collect
and analyze the resident's opinion. 7 surveys were returned to
the Village. 5 residents favored and 2 resident were against the
3 -way stop sign at Sunset Road and Louis Street.
The intersection of Sunset Road and Louis Street does not meet the
multi -way stop sign warrants.
Therefore, the Village Traffic Engineer recommended:
3 -way stop signs at the intersection of Sunset Road and Louis
Street should not be installed.
b) Discussion
Chairman Lee Beening explained the stop sign study performed by the
Engineering Staff and said that this intersection does not meet the stop sign
warrants.
Commissioner Joan Bjork also said that this intersection does not meet stop sign
warrants. Commissioner Andy Mitchell said that there are no speed limit signs
on Sunset Road west of Louis Street for westbound traffic. Sean Won said that
he will check Sunset Road and have additional speed limit signs installed if
needed.

Commissioner Andy Mitchell, seconded by Chuck Bencic, moved to deny 3 -way
stop signs at Sunset Road and Louis Street. The motion was approved by a
vote of 8-0.
Chairman Lee Beening announced that the March Safety Commission Meeting will be held on
Saturday, March 15, 1997 at the Christian Life Church at 400 E. Gregory Street to discuss the
turn restrictions at the intersections of Rand/Isabella, Rand/Louis and Rand/Henry.
VI. ADJOURNMENT
With no further business to discuss, the Safety Commission voted B-0 to adjourn at 9:33 P.M.,
upon the motion of Commissioner Chuck Bencic. Commissioner Andy Mitchell seconded the
motion.
