Commissioner Mitchell requested to amend page 9 of the May 12, 1997 minutes to read:
"Commissioner Mitchell said that drivers could use the Owen/Central intersection which
has a traffic signal instead of Louis/Central intersection if they feel there is a sight
obstruction at Louis/Central. The Owen/Central intersection is only two blocks west of
the Louis/Central intersection. The four trees are too old to cut down to improve a
driver's view"

SAFETY COMMISSION

CALL TO ORDER
The Regular Meeting of the Mount Prospect Safety Commission was called to order at 7:33 P.M.
on Monday, June 9, 1997.

Commissioner Mitchell, seconded by Commissioner Bencic, moved to approve the Minutes of
the Regular Meeting of the Safety Commission held on May 12, 1997 as amended. The Minutes
were approved by a vote of 7-0.
IV. CITIZENS TO BE HEARD
No citizens came forth at this time to discuss any topics that were not on the current agenda.
V. . NEW BUSINESS
A) 2 -WAY YIELD SIGN REQUEST ON ISABELLA ST AT PINE ST
a) Background Information
The Safety Commission instructed the Village Traffic Engineer to process their
request for 2 -Way Yield Signs on Isabella St at Pine St due to sight obstructions.
Staff Observations:
Two evergreen trees at the northeast comer (301 N. Pine St) and the
southwest comer (220 N. Pine St) of this intersection are within the sight
triangle. These two trees are located on private properties.
301 N. Pine St
The Village sent two letters to 301 N. Pine St asking to trim the branches
of this evergreen to a minimum height of 6 ft above ground. One was
sent out in December 1994. The other was sent out in May 1997. As of
June 9, 1997, no trimming has been done.
220 N. Pine St
The Village sent a letter to 220 N. Pine St asking to trim the branches of
this evergreen to a minimum height of 6 ft above ground on May 14,
1997. The resident has trimmed this evergreen. Therefore, there is no
sight obstruction at the southwest comer of the intersection.
A total of 24 surveys were sent out in May, 1997 to collect and analyze
the resident's opinion. 18 surveys were returned to the Village and all
favored the 2 -way Yield Signs on Isabella at Pine.
Recommendations:
Because of the resident support and the sight obstruction at the northest
comer of the intersection
The Village Traffic Engineer recommends:
Installing 2 -Way Yield Signs on Isabella St at Pine St.

b) Discussion
Chairman Beening said that 1) there is a sight obstruction at Pine/Isabella due to
two evergreen trees on private properties, 2) Sean Won sent out letters to two
residents (301 N. Pine & 220 N. Pine) asking to trim these evergreen trees, 3) a
resident of 220 N. Pine trimmed an evergreen tree on the southwest comer of
the intersection, and 4) a resident of 301 N. Pine did not trim the evergreen tree
on the northeast comer of the intersection. Chairman Beening questioned
whether Isabella St is a collector street. Commissioner Mitchell said that
Gregory St is a collector street, not Isabella St. Sean Won said that the majority
of the residents favored the 2 -way yield signs on Isabella at Pine. Commissioner
Mitchell also said that trimming a large evergreen tree up to 6 ft is a lot of work
and expense. Commissioner Mitchell asked Sean Won whether the Village
could trim the tree for the resident. Sean Won said that 1) the Village does not
trim trees on private property and 2) he received a letter from of 301 N. Pine.
The resident at 301 N. Pine stated in her letter that she did not want to trim this
evergreen tree because this is the most beautiful pine tree in the area.
Commissioner Mitchell, seconded by Commissioner Moliere, moved to approve
installing 2 -way yield signs on Isabella St at Pine St.
The motion was approved by a vote of 7-0.
6) PARKING RESTRICTION REQUEST ON THE WESTSIDE OF MEIER RD BETWEEN
PRENDERGAST LN AND GOLF RD ON SATURDAY 5 PM TO 10 PM & ON SUNDAY 6
AM TO 12 AM
a) Background Information
Resident Observations:
Mr. Fred Haney, 214 Meier Rd, requested the above parking restriction.
During the church services, motorists park their cars on the westside of
Meier Rd between Prendergast Ln and Golf Rd. If cars are parked on
the westside of Meier Rd, southbound motorists have to cross the yellow
line. This creates a dangerous situation.
Staff Observations:
Meier Road in the vicinity of St. Cecelia's Church is 37' wide from the
west edge of pavement to the east edge of pavement. This consists of a
13.5' wide southbound drive lane, a 14.5' wide northbound drive lane
and a 9' wide parking lane. The parking lane is located along the east
side to allow proper alignment of the drive lanes with the portion of
Meier Road to the north. Southbound cars were observed crossing the
centerline in order to maneuver around cars parked along the west curb.
A total of 8 surveys were sent out in May 1997 to collect and analyze
the residents' opinions. 5 responses were received. 4 were in favor of
the requested parking restrictions, 1 (St. Cecelia's Church) was opposed.
The Church did not want to lose the parking available on the west side
of Meier Road.
Recommendations:
To maintain the proper alignment of the through lanes of Meier Road
and to eliminate the dangerous maneuver of crossing the centerline:
The Village Traffic Engineer recommends:
No Parking on the Westside of Meier Rd between Prendergast Ln
and Golf Rd on Saturday 5 PM to 10 PM & on Sunday 6 AM to 12
AM
b) Discussion
Chairman Beening said that 1) the Village Zoning Board discussed the St.
Cecelia Church parking issue a few months ago and granted their request for
additional parking spaces on their parking lot, 2) southbound Meier Road near
St. Cecelia Church is only wide enough for one lane traffic and not wide enough
for curb parking and through traffic, 3) we have a parking problem only when
there is a mass at St. Cecelia Church (Saturday & Sunday), and 4) Sean Won
recommended no parking for Saturdays and Sundays. Chairman Beening said
that this portion of Meier should be No Parking Any Time due to the width (13.5)
of the street, not Saturdays and Sundays only. Commissioner Bencic agreed
with Chairman Beening's recommendation.
Commissioner Bencic, seconded by Paul Bures, moved to approve
No Parking Any Time
on the Westside of Meier Rd between Prendergast Ln and Golf Rd.
The motion was approved by a vote of 7-0.
Commissioner Bencic said that drivers would park on the eastside of Meier Rd, if
parking on the westside of Meier Rd is restricted. Commissioner Bencic also
said that some sections of the eastside of Meier Rd between Golf Rd and Chris
Ln are not wide enough for curb parking and the northbound traffic. Chairman
Beening said that there is no real change because this portion of Meier Rd has
striped parking stalls and striped no -parking zones. Chairman Beening said that,
to enforce striped no -parking zones, the ordinance should be revised to reflect
the existing parking restriction condition.
Commissioner Bencic, seconded by Commissioner Mitchell, moved Sean Won
to process the following parking restriction and bring back to the Safety
Commission at a future meeting:
No Parking Any Time
on the Eastside of Meier Rd between Chris Ln and Golf Rd
except in the designated parking stalls
The motion was approved by a vote of 7-0.
Sean Won will process this recommendation.
C) SPEED LIMIT REDUCTION REQUEST FROM 30 MPH TO 25 MPH ON THE ENTIRE
LENGTH OF BOBBY LN
a) Background Information
Resident Observations:
Ms. Martha Saurwein, 122 Bobby Ln, requested this speed limit
reduction because there are a number of young children in the area and
drivers tend to travel over the current speed limit of 30 mph.
Staff Observations:
Bobby Lane is a typical residential street. The 85th percentile speeds
determined by a speed study performed from April 21 to April 23, 1997
were 35 - 36 mph for the southbound traffic and 33 - 34 mph for the
northbound traffic. This speed study showed that there is a speeding
problem on Bobby Lane.
A total of 63 surveys were sent out in April, 1997 to collect and analyze
the residents' opinions. 46 surveys were returned to the Village. 42
residents favored and 4 residents were against the speed reduction from
30 mph to 25 mph.
Recommendations:
Because of the resident support and the current speed motorists are
attaining on Bobby Ln
The Village Traffic Engineer recommends:
Speed Limit Reduction from 30 mph to 25 mph on the entire length
of Bobby Ln
b) Discussion
Ms. Martha Saurwein, 122 Bobby Ln, said that 1) even though she does not
have a child, most of the families moving in are young families, 2) there is a
speeding problem, and 3) some children are in-line skating or playing hockey on
Bobby Ln. Chairman Beening asked whether police received any complaints.
Ted Adamczyk said that police received a complaint last summer and issued a
speeding ticket to a driver that drove over 40 mph.
Commissioner Mitchell, seconded by Commissioner Bobikewicz, moved to
approve Speed Limit Reduction from 30 mph to 25 mph on the entire length
of Bobby Ln
The motion was approved by a vote of 7-0.
V. OTHER BUSINESS
Chairman Beening explained the recent revision to the 625 ILCS 5/18o-7401. Chairman
Beening said that this revision gave the Illinois Commerce Commission jurisdiction over traffic
signals interconnected with railroad crossing warning devices. The Village's responsibility is
limited to normal signal maintenance. Commissioner Mitchell recommended that the Village
send maintenance responsibilities of traffic signals interconnected with railroad crossing warning
devices back to IDOT. Commissioner Mitchell said that the Village is still responsible for any
accidents even though the Village has maintenance responsibilities only. ,Chairman Beening
recommended that this be discussed with the Village Attorney.
Sean Won will investigate the possibility of transfering maintenance responsibility of these traffic
signals to IDOT.
Commissioner Mitchell asked Sean Won about the schedule for the traffic signal modernization
of Elmhurst/Northwest Highway and the Elmhurst Road improvement. Sean Won said that he
would contact IDOT and provide the schedule to the Safety Commission.
VII. ADJOURNMENT
With no further business to discuss, the Safety Commission voted 7-0 to adjourn at 8:05 P.M.,
upon the motion of Commissioner Mitchell. Commissioner Bencic seconded the motion.
