MINUTES OF THE MOUNT PROSPECT SAFETY COMMISSION CALL TO ORDER The Regular Meeting of the Mount Prospect Safety Commission was called to order at 7:34 P.M. on Monday, July 14, 1997. ROLL CALL Upon roll call, each Safety Commission Member introduced themselves to the audience. APPROVAL OF MINUTES Paul Bures, seconded by Commissioner Moliere, moved to approve the Minutes of the Regular Meeting of the Safety Commission held on June 9, 1997 as submitted. The Minutes were approved by a vote of 6-0. CITIZENS TO BE HEARD No citizens came forth at this time to discuss any topics that were not on the current agenda. OLD BUSINESS Traffic signal modernization of 5 intersections on US 14/11-83, US 14/Central, US 14/Emerson, Central/IL 83 and IL 83/Prospect for better signal coordination is targeted for Fiscal Year 98 (January, 1998) IL Route 83 improvement from south of Prospect Avenue to IL Route 58 (Golf Road) and replacement of the Weller Creek bridge is scheduled for the 1 st quarter of Fiscal Year 99 (July 1998). (as reported by the Village Traffic Engineer per IDOT) V. NEW BUSINESS A) 2 -WAY YIELD SIGN REQUEST ON THAYER ST AND MARCELLA RD a) Background Information The Safety Commission instructed the Village Traffic Engineer to process their request for 2 -Way Yield signs on Thayer St and Marcella Rd due to alignment of Thayer St. Staff Observations: Thayer St is not a continuous through street at Marcella Rd., the east and west legs of the intersection are offset by approximately 180'. All vehicles approaching this intersection on Thayer must slow down to tum onto Marcella Rd. However, Marcella Rd. is a continuous through street with straight alignment. Yield signs would help to clarify responsibility for yielding the right of way at this intersection. A total of 26 surveys were sent out in May, 1997 to collect and analyze the resident's opinion. 20 surveys were returned to the Village. 15 residents favored and 5 residents were against the 2 -way Yield Signs on Thayer at Marcella. Recommendations: Because of the offset alignment of Thayer St at Marcella Rd and in light of the resident support. The Village Traffic Engineer recommends: Installing 2 -Way Yield Signs on Thayer St East and Westbound at Marcella Rd. b) Discussion Chairman Beening said that 1) there is a slight S curve at this intersection 2)the majority of the residents favored the installation of yield signs and 3) yield signs would help to designate the right of way at the intersection. Commissioner Bjork, seconded by Paul Bures, moved to approve installing 2 - way yield signs on Thayer St at Marcella Road. The motion was approved by a vote of 6-0. 2 B) 2 -WAY YIELD SIGN REQUEST ON WILLIE ST NORTH AND SOUTHBOUND AT EVERGREEN AVE a) Background Information The Safety Commission instructed the Village Traffic Engineer to process their request for 2 -Way Yield Signs on Willie St and Evergreen Ave due blind spots, high volume of traffic, children, pedestrian traffic and a church. Staff Observations: Blind Spots: A number of parkway trees are located at this intersection. Evergreen Ave has a center island and the west leg of this intersection has a downward slope of 5%. However, these parkway trees, center islands and the slope of Evergreen Ave do not present sight obstruction problems. Highway Volume of Traffic: This intersection is only a block from Main St and close to the train station. Due to the location and configuration of the intersection, the east/west traffic is heavier that the north/south traffic. Therefore, north/south yield signs are recommend6d, not east/west signs. Church/Pedestrian Traffic/Children: The St. Mark Church buildings are located at the southeast and southwest corners of the intersection. Due to the commuter traffic and the church traffic, it is necessary to clarify the traffic right-of-way at the intersection. A total of 20 surveys were sent out in June, 1997 to collect and analyze the resident's opinion. All 10 returned responses were in favor of installing Yield Signs on Willie St at Evergreen, including that from St. Maris Church. Recommendations: Because of the need to clarify the right-of-way and in light of the unanimous support of the residents, The Village Traffic Engineer recommends: Installing 2 -Way Yield Signs on Willie St North and Southbound at Evergreen Ave. b) Discussion Chairman Beening said that 1) there is a Church on the corner of this intersection, 2) and commuter traffic during rush hours/or church meeting times, 3) the majority of the residents favored the installation of yield signs, and 4) yield signs would help to designate the right of way at the intersection. Commissioner Moliere, seconded by Paul Bures, moved to approve installing 2 - way yield signs on Wille St at Evergreen Ave. The motion was approved by a vote of 6-0. C) 4 -WAY STOP SIGN AT THE INTERSECTION OF PINE/SHABONEE a) Background Information Resident Observations: Mr. George Foster, 507 S. Pine Street is concerned about the safety of children at this intersection. He states that there are a total of 18 pre- school or school age children within 6 houses in either direction of the intersection. 'Wild Flight of a Child' is Mr. Foster's main concern. . (attach) Staff Observations: 1) Accidents There have only been two accidents in the last five years which does not meet the stop sign warrant (minimum five accidents per year) for the Multi -Way Stop Warrants. 2) Speeding The speed limits of Pine St and Shabonee Tr are 25 mph. Speeds on Pine St averaged 20 to 22 mph, which are below the posted speed limits. Speeds on Shabonee Tr were 25-26 mph eastbound and 31-32 mph westbound. Including the slightly high speeds on westbound Shabonee Tr. there is not a significant speeding problem at this intersection. 3) Traffic Volume The minimum traffic volume for the Multi -way stop sign warrant is 500 vehicles/hour for an eight hour period (500 x 8 = 4000 cars/8 hrs). The traffic volume at this intersection (775 cars/8 hrs) is approximately 19% of the stop sign warrant. 4 4) Sight Obstruction A number of parkway trees are located at the intersection. However, these parkway trees do not present sight obstruction problems. 5) Survey results A total of 24 surveys were sent out in May, 1997 to collect and analyze the resident's opinion. 18 surveys were returned to the Village. 17 residents favored and one resident was against the 4 -way stop sign at Pine/Shabonee. b) Discussion Chairman Lee Beening stated that commuters were in a hurry to get through to Elmhurst.Rd on Shabonee Tr, but that the volumes did not warrant stop signs. Police Sgt. John Dahlberg mentioned that stop signs do not slow traffic down and that possibly "Caution Slow Children' signs would be more appropriate and address the real problem. Also Sgt. Dahlberg mentioned he could set up radar patrol and the "Smart Trailer" to help monitor traffic on west bound Shabonee Tr for both morning and evening rush hours. Recommendations: The intersection of Pine St and Shabonee Tr does not meet the multi - stop sign warrants. Therefore the Village Traffic Engineer recommended: The 4 -way stop signs at the intersection of Pine St and Shabonee Tr not be installed. Commissioner Bjork, seconded by Commissioner Moliere, moved to approve that the installation of 4 -way stop signs at the intersection of Pine St and Shabonee Tr not be installed, however to install two "Caution Slow Children" for east and west bound traffic on Shabonee Tr. The motion was approved by a vote of 6-0. VII. ADJOURNMENT With no further business to discuss, the Safety Commission voted 6-0 to adjourn at 8;30 P.M., upon the motion of Commissioner Bjork .
