CALL TO ORDER – ROLL CALL The meeting was called to order at 7:00 p.m. in the Village Board Room of the Village Hall, 50 South Emerson Street, by Mayor Arlene Juracek. Trustees present included Paul Hoefert, John Matuszak, Steven Polit, Richard Rogers, Colleen Saccotelli and Michael Zadel. Staff present included Acting Village Manager David Strahl, Administrative Assistant Doreen Jarosz and Administrative Analyst Alexander Bertolucci. II. APPROVAL OF COMMITTEE OF THE WHOLE MINUTES FOR JUNE 9, 2015 Motion made by Trustee Hoefert seconded by Trustee Polit. Minutes were approved. APPROVAL OF JOINT WORKSHOP MINUTES FOR JULY 14, 2015 Motion made by Trustee Polit seconded by Trustee Rogers. Minutes were approved. APPROVAL OF JOINT WORKSHOP MINUTES FOR AUGUST 11, 2015 Motion made by Trustee Hoefert seconded by Trustee Saccotelli. Trustee Zadel, Trustee Rogers and Trustee Polit abstained. Minutes were approved. III. CITIZENS TO BE HEARD None. IV. CRAFT BREWERY AND BREW PUB LIQUOR LICENSE CLASSIFICATIONS Mayor Juracek stated the Village Board initially discussed craft brewery and brew pub liquor license classifications at the June 9 Committee of the Whole meeting. She stated staff has modified the original ordinance to address concerns raised during the June 9 meeting. Acting Village Manager Strahl stated modifications to the proposed ordinance included increasing sample size from forty-eight (48) to fifty-two (52) ounces of beer and adding a brew pub classification. He stated the restrictions are clear and enforceable. Administrative Assistant Doreen Jarosz explained a craft brewery or brew pub business would also be required to comply with the Village’s zoning regulations. She stated a business that focuses on production of beer (craft brewery) is restricted to the Limited Industrial (I-1) zoning classification, while a restaurant with production as an axillary service (brew pub) would not have the same restriction. There was general consensus to move forward with the modified craft brewery and brew pub ordinances as presented. 09/08/15 Committee of the Whole Page 1 of 3 V. CHAPTER 13 “HAPPY HOUR” DISCUSSION Mayor Juracek stated Mount Prospect’s prohibition on “Happy Hour” predates the State’s legislation that prohibited “Happy Hour”. She stated many municipalities never established local prohibitions on “Happy Hour” in part due to the state prohibiting “Happy Hour” in the late 1980’s. Acting Village Manager Strahl stated the Police Department noted general awareness in regards to the consumption and effects of alcoholic beverages has improved from when the State implemented its “Happy Hour” prohibition. He stated the Police Department would support reinstituting “Happy Hour” promotions at liquor establishments within the Village and would monitor reports to determine if further review would be necessary. Administrative Assistant Doreen Jarosz provided a list of neighboring municipalities that do not restrict “Happy Hour” promotions. She stated Park Ridge previously prohibited “Happy Hour” through the exercise of their home rule power like Mount Prospect. However, they have recently modified their City code to allow “Happy Hour”. Mayor Juracek summarized the Village’s liquor code enforcement tools to prevent inappropriate service. General comments from the Village Board members included the following items: 1) There was a question regarding the Village’s day time population and Metra traffic. 2) There was general discussion on alcoholic beverage sale specials currently allowed and additional sale specials allowed through the State’s “Happy Hour” legislation. 3) There was a discussion regarding Beverage Alcohol Sellers and Servers Education and Training (BASSET) and the requirement to renew certifications every three years. Mayor Juracek provided an opportunity for the members of the audience to present their comments and concerns. Andrian Ramirez, Buffalo Wild Wings, 301 E. Euclid Ave said. By allowing “Happy Hour” in Mount Prospect we would be able to promote the same specials across all 9 store locations in the northwest suburbs. Spiro Kondos, Draft Picks, 912 S Busse Rd stated he supports allowing “Happy Hour”. He said it is a marketing tool and if other communities allow “Happy Hour” we should too. James Pappas, Paps Bar and Grill, 1904 S ElmhurstRd stated “Happy Hour” is a helpful tool for restaurants to keep their customer base. Steve Heitman, BlackFinn, 157 Randhurst Village Rd stated a “Happy Hour” special is a better marketing tool than an all-day special. It provides more flexibility and opportunities to make more competitive offers. Rafael Manjarres, Crave Pizza, 106 W. Northwest Hwy said “Happy Hour” would be a tool to attract new customers. 09/08/15 Committee of the Whole Page 2 of 3 There was general consensus to move forward with modifying the Village Code to allow “Happy Hour” per the State’s legislation and restrictions. VI. MANAGER’S REPORT Acting Village Manager Strahl provided an update on upcoming events: Coffee with Council is scheduled for Saturday, September 12 from 9:00 a.m. to 11:00 a.m. at the Village Hall. çis – A Farmer’s Market with a French Twist is scheduled Mount Prospect Marché Fran for Sunday, September 13 from 8 a.m. to 1 p.m. at the Metra Commuter Parking Lot (Northwest Hwy. & Rte. 83) Fire Department Open House is scheduled for Saturday, September 26 from 10 a.m. to 2 p.m. at the Public Safety Building VII.
