MINUTES
July 6, 2015

Chairperson Skowron called the meeting to order at 5:46 p.m.

APPROVAL OF MINUTES
Chairperson Skowron asked for a motion to approve the Open Session Minutes of June 1, 2015.
A motion was made by Commissioner Busse and seconded by Commissioner Powers.
Roll Call: Ayes: Busse, Hinaber, Powers Nays: None Abstain: Skowron Motion Carried

FIRE DEPARTMENT UPDATE
Chief Malcolm reported Lieutenant Flory is retiring and with his retirement, Richard Christianson will be
promoted to the rank of Lieutenant. Chief Malcolm also reported on the progress of the probationary
firefighters. Additionally, Chief Malcom presented Certificates of Appointment documents for the
Chairperson's signature formally acknowledging Michael Romano, Timothy Skalon, and Matthew Takoy
have completed probation. Chief Malcolm discussed the SAFER Grant for the 2014 awards and he will
keep the Board posted.
POLICE DEPARTMENT UPDATE
Chief Janowick reported Officer Garrity was sworn in on June 29, 2015. The dates for the recruit testing
process are as follows: applications are due at noon on September 11, 2015, orientation will be held on
September 21, 2015, and the written examination will be conducted on September 27, 2015. Chief
Janowick would like the Board to set the oral interview dates to include in the packet of information to
candidates. In the past, we have used NIPSTA for the POWER (Peace Officer Wellness Evaluation
Report) Test and he would like to add two more testing companies, Joliet Junior College and Triton
College.
Chairperson Skowron asked for a motion to accept the two additional vendors for the POWER Test, Joliet
Junior College and Triton College as well as NIPSTA.
A motion was made by Commissioner Powers and seconded by Commissioner Hinaber.

Chairperson Skowron asked for a motion to go into Closed Session.
CLOSED SESSION
A motion was made by Commissioner Hinaber and seconded by Commissioner Busse to go into Closed
Session at 5:47 p.m. under Personnel 5 ILCS 120/2 (c) (1) -The appointment, employment, compensation,
discipline, performance, or dismissal of specific employees of the public body, including hearing testimony
on a complaint lodged against an employee to determine its validity, to approve Closed Session Minutes,
and to Review Questions for Police Department Oral Interviews.
Roll Call: Ayes: Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried
The Board returned to Open Session at 6:37 p.m. with everyone from the previous session present.
OTHER BUSINESS
The Board discussed the change to the ordinance for permanent residents. Upon conclusion of the
discussion, the Board agreed to support the Village Board's action. Chairperson Skowron asked for a
motion to support the actions of the Village Board with regard to permanent residents as applicants for
police positions.
A motion was made by Commissioner Powers and seconded by Commissioner Hinaber.

The Board discussed police oral interview dates and agreed to October 28, 29, and 30, 2015.
With no further business, a motion was made by Commissioner Powers and seconded by Commissioner
Hinaber to adjourn the meeting at 7:09 p.m.
