Crestwood Thomas Tezky North School Mayor Juracek welcomed everyone to the meeting and talked to the attendees about the last Village Board meeting Code, which would allow permanent residents to be appointed to the position of police officer. Mayor Juracek explained that the ordinance failed for lack of a motion. She asked that if anyone is to speak on the topic, to keep in the spirit of an open and civil debate. John Elenberger, S. Redwood Drive Mr. Elenberger brought , as these calls are a scam. He also wished to thank Sara and other employees from Public Works for responding quickly to his call regarding potholes on South Robert, as it was taken care of the next day. Mr. Ellenberger also brought to their attention a Lions Club issue where a woman selling purses was told there were no available spaces at the Lions Club and he noticed spaces were available. Staff will contact Nick about the issue. Polit suggested contacting the manufacturer. Mal Holec, Quince Lane Mr. Holec asked about people coming to his door saying they can give him better electric rates. Staff advised him he could obtain service from one of the alternate providers, but not to show them his bill, as the practice of slamming can occur after the account number is disclosed. Staff suggested contacting ComEd or an alternate retail electric supplier direct. Mayor Juracek explained the Aggregation Program and advised many have switched back to ComEd with no penalty. The only restriction is a resident may not return to Homefield Energy for six (6) months. Mr. Holec also asked if he could get a breakdown on take home cars and staff provided an explanation. There was also a brief discussion on the Levee and pump stations. Additionally, Mr. Holec asked if the new owners of Randhurst would be responsible for putting in new lighting; Mayor Juracek responded, yes. Coffee with Council Minutes Page 1 of 4 07/11/15 Kathleen Schalk, Maple Court Street/Highland Avenue in the Maple Crest Subdivision. The streetlight on Highland extending over Rand after dark is dangerous because you cannot see the street. Ms. Schalk asked if the Village could do something. Mayor Juracek advised it is a state road and they will have Public Works look into it. Siddi Shah, E. Highland Lynn Pergande, Maple Ct. Linda Kaplan, N. Maple Ct. Patricia Dekirmenjiar, N. Maple Ct. Ms. Schalk was the spokesperson for the homeowners listed above asking for help with the Maple Crest Homeowners Association. Several people from the Village, including Lisa Angell and Bill Cooney have been doing their best to help them. In 2014, a new board took over the homeowners association and they are not following the association rules. They are digging up gardens and extending parking with no permits. The Vice President of the Homeowners Association went to the permit department for information on what to do to add to parking, but never applied for a permit. There are photos, a log, and a lack of permit activity. Another issue is blocking fire lanes and they called the police department, but received no help. Chief Janowick th advised them to call 9-1-1 for help and he will look into their phone call from July 4. Ms. Shah asked if there was any recourse since this board does not have meetings, elections or a budget. Mayor Juracek advised if there is a stop order, they should call 9-1-1 for any illegal activity, and staff advised them to retain an attorney. Ken Koeppen, S. Lineman Road Mr. Koeppens concern was with the possible increase in Cook County sales tax to 10.25%. Trustee Polit said he believes they are backing down a percent and there was a brief discussion this issue. Mr. Koeppen also advised the Board of a hole cut in the street at Linneman and Eva, which is sinking, and staff will look at it. There was a discussion about getting rid of ground hogs on your property and Mr. Schein advised there is a nuisance animal license you get to catch and release. Jim Chylik, Locust Lane Mr. Chylik had no issues. Jim Chylik, Farmington, MO Mr. Chylik attended Coffee with Council with his father and complimented the Village on the meeting format. . Chris Rogers, Laurel th Mrs. Rogers expressed her thanks for the fun at the 4 of July parade. Carol Tortorello, S. Elmhurst Aveue Ms.Tortorello would like to see the candy distribution stopped for the parade. Barbara & Steve Van Arsdale, Can Dota Avenue nothing to discuss. Jerry Boldt, N. School Street Mr. Boldt asked about the Isabella & School Street sewer project by his house. His concern is Public Works spray painted sidewalk squares for possible replacement during the project that are not as bad as other sidewalk squares. Trustee Zadel advised him they are replacing some areas because of the project and not necessarily because of damage. Trustee Saccotelli added they might need to do more work in those areas. Mr. Boldt also discussed a water pooling problem in front of his house by the street and staff advised him to contact Public Works. Louis Goodman, N. School Street Mr. Goodman had comments regarding the last Village Board meeting and the topic of permanent residents. He feels this should not be reconsidered, as resident reaction will be worse. The next issue Mr. Goodman is concerned with is the list of expenses approved at the Village Board Meetings. Mr. Goodman has questions and he would like to see a list of bills prior to the meetings. Acting Village Manager Strahl told him he would be happy to meet with him to review anything he has a question on and the bills are included with each posted agenda packet. He added that the expenses go through an approval process at many levels. There was a brief discussion on posting agendas and one idea was to have a dedicated call in number for the agenda. Coffee with Council Minutes Page 2 of 4 07/11/15 Dennis Oeara, Cathy ed to express his displeasure regarding the proposal to amend the ordinance to include recas well as saying if amended, the amendment should be for both Fire and Police, not just the police. The Mayor briefly explained that it was discussed at the Committee of the Whole Meeting and then at the Village Board Meeting where the crowd was not receptive to the idea. Trustee Hoefert said it failed and is considered defeated at that meeting for lack of a motion. Dan Sullivan, S. Crestwood Mr. Sullivan attended to discuss his concern with the traffic at Central and Martin, as it is a racetrack on Crestwood and he would like to see more traffic monitoring. He is also concerned with solicitors dropped off in his neighborhood, as they still come to the door even though a sign is posted. Staff advised him to call the police. Mr. Sullivan reported a driveway at Golf and Busse that should be condemned and staff will send Public Works to inspect. Linda Brady, S. I-Oka sed nothing to report. Maureen Falcon, S. School Street Ms. Falcon attended Coffee with Council to express her concerns and fears with the proposed amendment for permanent residents. She was very distressed that no one was allowed to speak at the meeting and had many issues with the proposal. Mayor Juracek responded stating the Board heard their views and decided more information was needed. Carolyn Hajost, W. Rand Road Ms. Hajost asked for advice on getting a final okay for her fence, as there has been an ongoing issue with the neighbor behind her having a problem with her fence on the lot line. The neighbor started to tear down the fence and she called the police. Trustee Hoefert asked the Chief to find out what happened. Acting Village Manager Strahl will check with the inspectors and advised her if there is still a problem, the Village has a mediation process for which she would need to contact Lisa Angell, the Village Clerk. Ed Hajost, W. Rand Road Mr. Hajost attended to asked if there was an ordinance regarding piling things against a neighbors fence, which impedes the flow of water. This is the same fence discussed above and Mayor Juracek asked Acting Village Manager Strahl to have someone look at it. Louis Bowers, Boxwood Mr. Bowers attended Coffee with Council to ask the Police Chief why the Police Academy and the Citizen Emergency Response Team are on the same dates. Chief Janowick responded it fell that way and the police rotate to a new day of the week every year in an effort to accommodate various schedules each year. There was also a brief discussion on recycling. Pam Mueller, S. I-Oka Ms. Mueller said she was very disturbed by the comments on the police issue, she feels there is a need for diversity and would like to see a better explanation if it is reconsidered. Ms. Mueller also asked about the Walgreens going in by I-Oka, as she will lose her home. She would like to know what else they could do to develop the corner. Mayor Juracek responded there is nothing they can do until it comes before the Village Board if it is anything besides the current use. Mayor Juracek also noted the property has a unique covenant requiring a 51% approval from residents in the adjacent subdivision for development of the property. There was a discussion as to what the market wants and what the Village wants. William Millar, W. Central Road Mr. Millar expressed his disappointment in not being able to voice his concerns at the Village Board meeting regarding the driveway for the school district. At the last Board meeting, the Village Board discussed the curb cut and IDOT has asked for more information before making a determination. There was a discussion regarding the curb cut for the driveway, as the school district owns the park. If it is a curb cut, it needs IDOT approval. Mayor Juracek said they would have inspectors look at any drainage issues. Coffee with Council Minutes Page 3 of 4 07/11/15 Angela Volpe, N. Bridgeport Ms. Volpe had nothing to discuss. David Schein, Na Wa Ta Avenue Mr. Schein had nothing to discuss. Angela Campos, Verde Drive Ms. Campos asked if they could check the timing of the lights on Busse and Lonnquist, as lights change for cars as soon as a pedestrian pushes the button. Staff will have Public Works check. Ms. Campos also asked if the Village would consider registration for solicitation. Chief Janowick responded that the courts no longer allow it. If residents post they can call 9-1-1 to have the police investigate. Additionally, there is an issue with landscapers doing other lawns and blowing leaves on their property, as well as driveways being sealed and tar blown on adjacent properties. Would the Village consider having contractors register so the Village can intercede? After discussion, the Police Chief said it is a civil matter and Mayor Juracek suggested calling the building department and asking them to contact the contractor. Acting Village Manager Strahl said registering landscapers would not necessarily solve all the problems. After much discussion, the Village Board suggested including this subject for discussion at a future Committee of the Whole. Thomas Tezky, N. School Mr. Tezky had nothing to discuss.
