MONTHLY FINANCIAL REPORT AND APPROVE BILLS
Mayor Juracek stated the next item on the agenda, "MONTHLY FINANCIAL REPORT AND APPROVE
BILLS" was noted by an asterisk and unless there was a request to remove an item(s), all items further
listed in that manner would be considered with one (1) vote as business item "IX. CONSENT AGENDA."
MAYOR'S REPORT
Mayor Juracek welcomed Boy Scout Jacob Siefke, Troop 155; he is working on his Communications
merit badge.
ACCOLADES
A. Certificate of Recognition: Police Officer Joseph Ziolkowski
Alliance Against Intoxicated Motorists (AAIM)
Police Chief Timothy Janowick and Ms. Rita Kreslin, Executive Director - Alliance Against Intoxicated
Motorists (AAIM) recognized Officer Joseph Ziolkowski for his focused efforts to identify and arrest
intoxicated motorists.

On May 13, 2015 Officer Ziolkowski made his 3001h arrest of an impaired driver. This career milestone
illustrates Officer Ziolokowski's dedication to the removal of impaired drivers on Mount Prospect
roadways.
Noting Officer Ziolkowski's 27 year career with the Mount Prospect Police Department, Police Chief
Janowick highlighted Officer Ziolkowski's ability to successfully remove intoxicated motorists from the
roadway; leading to safer passage for all Mount Prospect residents and visitors in our community.
Ms. Kreslin presented Officer Ziolkowski with a certificate from AAIM and a pin from IDOT; both in
recognition of his 300th DUI arrest. As a leading advocate for the removal of impaired drivers from our
roads, Ms. Kreslin thanked Officer Ziolkowski, Chief Janowick, the Mount Prospect Police Department
and the Village Board for prioritizing this important safety issue.
B. Proclamation Acknowledging the DUI Enforcement Efforts of Police Officer Joseph Ziolkowski
Mayor Juracek presented the "Proclamation Acknowledging the DUI Enforcement Efforts of Officer
Joseph Ziolkowski." On behalf of the Village Board and community Mayor Juracek thanked Officer
Ziolkowski for his outstanding service to the community.

COMMUNICATIONS AND PETITIONS — CITIZENS TO BE HEARD
Mr. Art Ellingsen
Arlington Heights
Mr. Ellingsen commented on an item on the Village's web site: Metropolitan Alliance of Police Annual
Telephone Solicitation Process. He noted the solicitors are paid for their work; not volunteers. He
believes the soliciting organization should reveal what percentage of the donations go to the Metropolitan
Alliance of Police.
Acting Village Manager Dave Strahl stated information on the web site clearly indicates, solicitations
made on behalf of the Metropolitan Alliance of Police are made by employees of professional fund raising
enterprises and not Mount Prospect police officers or sergeants. No Mount Prospect police officers or
sergeants are involved in the practice of soliciting money from residents or businesses over the telephone
for any purpose.
Mr. Ellingsen also commended Officer Ziolkowski and the Mount Prospect Police Department for their
efforts to keep impaired drivers off the road.

NEW BUSINESS
PZ -12-15 101 and 103 South Busse Road and 1420 and 1421 West Central Road, Mount Prospect
School District 57
Mayor Juracek presented for a first (I") reading An Ordinance Approving a Map Amendment (Rezoning)
to the Village of Mount Prospect Zoning Code for the Property Located at 101 and 103 South Busse Road
and 1420 and 1421 West Central Road. This ordinance rezones 101 and 103 South Busse Road from RX
Single -Family Residence to R-1 Single -Family Residence and 1420 and 1421 West Central Road from
CR Conservation Recreation to R-1 Single -Family Residence. The Planning and Zoning Commission
recommended approval of this request by a vote of 7-0.
Community Development Director Bill Cooney provided background information stating the Petitioner is
seeking to rezone two (2) parcels: (1) 101 and 103 South Busse Road from RX Single Residence and to
R-1 Single -Family Residence and (2) 1420 and 1421 West Central Road from CR Conservation
Recreation to R-1 Single -Family Residence. The two (2) parcels are a part of the overall seven (7)
parcelsarea occupied by Westbrook School and related improvements. The Petitioner would like to
consolidate the parcels into a lot of record and expand the existing parking with related improvements;
access drive that would connect to Central Road. Mr. Cooney stated the proposed project meets Village
Code; Illinois Department of Transportation has jurisdiction of curb cut on Central Road.
In response to questions from the Village Board, Mr. Cooney provided the following:
■ If CR district not rezoned cannot consolidate into one (1) lot of record; two (2) lots.
• Access drive meets Village Code — allowed.
■ Access drive — alleviate traffic on Busse Road.
• Village Engineer review of design — indicated design appeared safe and would be approved by IDOT.
■ Not aware of any conflict with pedestrian crossing other side of open field.
Mr. Dale Falk, Assistant Superintendent, Mount Prospect School District 57 and Mr. Nick Papanicholas,
Construction Project Manager were in attendance to provide additional information and respond to
questions from the Village Board.
• School district acquired 19 South Busse Road to alleviate safety concerns; expand the parking lot
and add another exit away from Busse Road. Anticipate this will reduce the amount of traffic on
Busse Road.
• District is changing drop-off procedures — parents must park and walk-in.
• Two (2) traffic studies were conducted; have done due diligence.
• Project will continue regardless of rezoning.
• Applied for IDOT permit- waiting for approval. IDOT determines curb -cut.
Buses will enter off of Busse Road — exit on Central Road.
Parents can enter/exist via Central Road.
• Easing congestion on Busse will enhance pedestrian safety; pedestrian walkway extended.
• Consulted with Mount Prospect Traffic Engineer.
0 One (1) baseball field impacted by roadway; will work with Park District if need to add field.
IN Significant traffic issue on Busse Road; need another exit point.
Village Board Comments
• Concerns with roadway — doesn't see benefit to Central Road traffic.
• Preservation of green space with CR designation — ensure future use for recreational purposes.
M; Zoning case is narrow but need better idea of what will happen with proposed project.

• Traffic safety concern — cars turning right onto Central Road may not see cars turning right onto
Central from Busse Road.
• Sympathetic to remaining homeowners — project creates an island for remaining homeowners.
• Project — all permitting requirements apply.
• Road can be done without rezoning of CR parcel.
• Number of traffic safety concerns with proposed road.
• Fencing already in place as if project ready to go; sends wrong message to residents.
• Trusts school district's objective associated with project but favors preserving CR zoning.
Public Comment

Mr. Millar and Ms. Boyle addressed the Village Board regarding their concerns with the proposed project.
• Traffic on Central Road is fierce; put road by Weller Creek.
• Opposes road for a number of safety reasons; including cut -through traffic.
• Recognize number of traffic issues on Busse Road with few alternatives.
• Seek ways to reduce the volume of traffic at drop-off (1) increase amount of time for drop-off; reduce
the number of students arriving at the same time (2) provide safe pathways to increase the number of
students walking to school.
• Opposes rezoning of CR district — detrimental effect on neighborhood if rezoned.
• School District may decide to expand — not in line with Comprehensive Plan for area.
■ Unsafe to add roadway exit onto Central Road.
Mayor Juracek provided a summary of the issues related to the Petitioner's request; staff to obtain
additional information regarding CR zoning, IDOT permitting and traffic safety from Public Works Traffic
Engineer . Mayor Juracek stated the ordinance would be held for a second (2nd) reading at the July 7,
2015 Village Board meeting.
B. 1St reading of An Ordinance Amending Chapter 23, "Offenses and Miscellaneous Regulations" of the
Village Code of Mount Prospect.
Mayor Juracek presented for a first (1S) reading An Ordinance Amending Chapter 23, "Offenses and
Miscellaneous Regulations" of the Village Code of Mount Prospect. This ordinance amends Article V
"Gambling," Section 23.502 "Gaming Devices" of Chapter 23, "Offenses and Miscellaneous Regulations"
of the Village Code to comply with state regulations under the Illinois Charitable Games Act.
Acting Village Manager Dave Strahl presented background information stating the amendment is a
housekeeping issue, unrelated to the Village's recent discussion on video gaming. As allowed under
Illinois State Statutes, the following activities would not be not considered gambling within the Village of
Mount Prospect: 1) Bingo — Bingo License and Tax Act; 2) Raffles — Raffles and Poker Runs Act and 3)
Charitable games — Charitable Games Act.
Police Chief Timothy Janowick addressed the Village Board and responded to questions.
■ This ordinance makes the charitable games as funding raising activities legal.
• The State of Illinois regulates and limits the number of gaming licenses.

ordinance:

AN ORDINANCE AMENDING CHAPTER 23 "OFFENSES AND MISCELLANEOUS
REGULATIONS" OF THE VILLAGE CODE OF MOUNT PROSPECT, ILLINOIS

C. 1St reading of An Ordinance Amending Chapter 20, "Animals" Articles I and IV of the Village Code of
Mount Prospect
Mayor Juracek presented for a first (1S) reading An Ordinance Amending Chapter 20, "Animals" Articles I
and IV of the Village Code of Mount Prospect.
This ordinance amends Article I "Definitions" Section 20.101 "Definitions", Article IV "Dangerous Animals",
Section 20.401 "Possession Unlawful' and Section 20.402 "Declaration as a Dangerous Animal' by
deleting the term and definition of vicious animal.
Acting Village Manager Dave Strahl provided background information stating this ordinance provides
clarification to previous revisions of the Village Code pertaining to the definitions and classifications of
"dangerous" animals and "vicious" animals.
The Mayor and Village Board questioned the word "shall' in Section 3 of the proposed ordinance:
A "dangerous animal' declaration "shall' be made for any animal which is known to have inflicted a bite
or has otherwise attacked a person or other domestic animal.
• Dogs trained to protect home/family should not be declared dangerous when acting upon unwelcome
strangers entering a home.
• Dogs protecting owner from attack from a human or another animal should not be declared
dangerous.
Police Chief Janowick stated the word "shall' should be removed and the word "may" inserted to correctly
reflect the intent of the ordinance.
The Village Board concurred with the revision, removal of the word "shall' and insertion of the word "may"
to the proposed ordinance would accurately reflect the intent of the ordinance; dogs acting in defense of
their owners would not be subject.

AN ORDINANCE AMENDING CHAPTER 20 "ANIMALS" ARTICLES I AND IV OF THE
VILLAGE CODE OF MOUNT PROSPECT, ILLINOIS

D. 1st reading of An Ordinance Amending Chapter 4 "Appointive Village Officers"
Mayor Juracek presented for a first (1') reading An Ordinance Amending Chapter 4 "Appointive Village
Officers." This ordinance amends Article VIII "Police Department", Section 4.801 "Creation of
Department; Appointment" of Chapter 4 "Appointive Village Officers" of the Village Code of Mount
Prospect. The proposed modifications to Chapter 4 would allow permanent residents to be appointed to
the position of sworn police officer.
Acting Village Manager Dave Strahl provided background information stating the proposed change to the
current hiring requirements for recruitment of police officers would include U. S. citizens or permanent
residents. (The Village Code currently states: No person shall be appointed to the position of sworn
police officers unless that person is a Citizen of the United States of America.) The proposed change has
been previously discussed with the Board of Fire and Police Commission and at the June 9, 2015
Committee of the Whole meeting.
The purpose of the request is twofold: 1) expand the recruit applicant pool for the Police Department in an
effort to meet changing demographics within the Mount Prospect community and 2) expand the Police
Department's outreach to these cultural communities.
To effectuate the proposed change, the amendment to Chapter 4 would need to be adopted.
Villa e Board Comments
+ Number of applicants for police officers has declined; harder to become a police officer.
Extensive research both locally and nationally was conducted regarding recruitment and changing
demographics.
No preference given to non -citizens; added to pool of applicants to be considered.
Mayor Juracek opened the meeting to Public Comment. A number of individuals were in attendance to
address the Village Board. The following is a list of those individuals and their collective comments.

• Village did not give adequate time or information to allow for consideration by populous.
• Non -citizens taking jobs from citizens
Invest in recruitment of veterans.
First time non -citizen police officers taking oath to defend constitution seems ridiculous.
Keep Village Code as is; Mount Prospect Police Officers should be U.S. Citizens
Plenty of American citizens available to do the job.
■ Invest in U.S. citizen police officers — send to school for 2"d language and cultural skills.
• This is a jobs issue — U.S. citizens need jobs.
■ Hire military veterans.
• Wrong to have non -citizens policing citizens.
• Problem finding qualified police is our own fault.
• Police Union was not asked for input nor does Union support proposal.
Police Chief Timothy Janowick responded to questions and provided additional information regarding the
wide reaching recruitment process which includes: job fairs, websites, college campuses, and other social
media resources.
• Non -citizens can purchase and sell firearms and obtain conceal -carry permit(s).
• Conceal -carry permit application does not ask if you are a U.S. citizen.
• Research of other local municipalities indicated other municipalities do not exclude permanent
residents from the recruitment process.
Board of Fire and Police Commission (BOFPC) Chair Michaele Skowron addressed the Village Board.
Chair Skowron stated discussion on this matter was in response to a Commission member's inquiry as to
whether the Village's recruitment policy was in compliance with the Federal Government hiring practices.
The Village Attorney indicated the existing language requiring U.S. Citizenship was within state and
federal laws. Although, the Village Code did not need to be changed, the BOFPC and Police
Administration conducted several discussions at BOFPC meetings, regarding the recruitment
requirements and the ability to expand the applicant pool by accepting applications from non -citizens.
The objective of the BOFPC is to recruit and hire the most qualified candidates to serve the residents of
Mount Prospect. The BOFPC recognizes veterans are an important resource and want to hire veterans,
however, it is not automatic for veterans to become police officers. The extensive hiring process
includes written test, oral interviews, psychological evaluation, physical exam and polygraph test. The
BOFPC remains committed to fielding the very best candidates for Mount Prospect.
Village Board Comments

issue, encourage public discussion.
MPolice Chief Janowick and BOFPC provided evidence of numerous Illinois municipalities and other
states that allow permanent residents (non -citizens) to serve as police officers; no exclusion.

When first (1 st) presented did consider request with great pause.
■ Police recruitment process — extensive background check of applicants.
Individuals seeking citizenship the right way should not be penalized.
■ Good policemen protect the Constitution.
■ Military not true comparison to police officers.
■ Proposed change does not create class to give permanent residents higher priority.
Request staff to provide additional information regarding process/requirement to become permanent
resident.
Have heard and appreciate public comments.
Greater understanding and tremendous respect for the work and responsibility of a police officer.
Mayor Juracek recognized and thanked the Board of Fire and Police Commissioners for their dedication
and hard work on all matters related to the recruitment of public safety personnel.
Mayor Juracek thanked the individuals who attended and/or participated in the discussion. Mayor
Juracek stated the ordinance would be held for a second (2"d) reading at the July 7, 2015 Village Board
meeting. (Staff to provide additional information on requirements to become a permanent resident.)
VILLAGE MANAGER'S REPORT
A. Motion to accept proposal for website hosting, re -design, development and implementation from
Vision Internet in an amount not to exceed $70,265.
Public Information Officer Marianthi Thanopoulos provided background information including an overview
of the current website and its deficiencies, the Request for Proposal (RFP) process/cost, and staff
recommendation. The Village currently hosts its website and sub -site (Experience Mount Prospect) on
its own web server and the content management system (CMS) is Vision Internet. To lower the risk of
Village servers being compromised through CMS, staff recommend moving hosting to an external web
server. As part of this project there is an opportunity to refresh the Village's website and add a sub -site
for Economic Development News and Events. The advanced technology now available will enhance the
website's search functions and navigation as well website design and layout since it was last re -designed
in 2009.
Nine (9) RFP's were sent out, the Village received three (3) proposals; CivicLive, Vision Internet and
American Eagle. The RFP criteria included user-friendly options, CMS tools, web features (calendars, e -
newsletters, e-commerce), project examples and qualifications. Based on criteria assessment and
references, staff recommend the contract for website hosting, re -design, development and
implementation services be awarded to the second (2"d) lowest proposal submitted by Vision Internet in
an amount not to exceed $70,265.
Ms. Thanopoulos provided additional information in response to questions from the Village Board
including:
10 Re -design of the website - will provide easier/intuitive search capabilities.
• Using the Village's current provider (Vision Internet) aesthetics can be tweaked; have an enhanced
design template.
Website searches - with training new system will make website searches much easier.

Believes new Village Manager should have voice in decision related to website — does not support
taking action at this time.

■ Current search engine is outdated and cumbersome.
• Question recommendation when you pass on lowest proposal and go with current provider; need to
try again to obtain references of vendor with lowest proposal.

• Thanked the Village Board for interaction —Village Board most open to public comment.

Appears Village may be going overboard with revamp of website; but doesn't have enough
information to criticize.
To allow staff additional time to follow-up with references for the low bidder CivicLive and determine how
long the cost proposals are effective, Mayor Juracek requested deferral of this item until the July 7, 2015
Village Board meeting.
Trustee Polit, seconded by Trustee Rogers, moved to defer request to accept proposal for website
hosting, re -design, development and implementation from Vision Internet in an amount not to exceed
$70,265 until the July 7, 2015 Village Board meeting.

Acting Village Manager Dave Strahl stated this information was available on the Village's website;
included with Village Board meeting agenda packet. Mr. Strahl indicated he would walk Mr. Goodman
through the process if he needed assistance.
