SERVICES FOR PUBLIC WORKS ADMINSTRATIVE ROOF REPLACEMENT

Background
The Public Works Facility is approaching 28 years old and still has the original single ply roof installed.
The roof has been inspected by two (2) separate roofing consultants at different times within the last five
years. Both roofing consultants identified degradation of the roofing system and recommended complete
replacement of the roof membrane, insulation, flashing and other associated roofing components.
The roofing consultants identified significant shrinkage of the single ply membrane, which is causing the
membrane to pull away from the parapet walls causing undue pressure on the structural walls. In addition
the roof has experienced a number of leaks at increasing frequency as the roof continues to age. Average
leaks experienced over the life of the roof have been two (2) — five (5) a year, but in the last few years the
leaks have increased to eight 8) — 10 annually.
Lastly, the single ply membrane continues to degrade with age and no longer adequately supports foot
traffic. The roof is frequently accessed to check mechanicals located on the roof and the foot traffic is
directly contributing to the increased leaks. The life expectancy of the installed single ply roof was 20
years.
This is the first year of a two year program to replace the Public Works facility roof. In the current
Capital Improvement Plan is the replacement of the roof over the Public Works main garage and vehicle
maintenance garage scheduled for 2016.
Unfortunately staff lacks the resources and expertise to prepare satisfactory plans, specifications and
bidding documents necessary to complete this project. Staff prepared a request for proposal and solicited
proposals from four (4) firms qualified to perform this work. The firms were asked to submit proposals to
complete the following: developing specifications, conducting a pre-bid walkthrough, reviewing the bids
and overseeing the construction of the project per design.

Proposal
We sent out (4) four proposals for professional services and received proposals from (3) three out of the
(4) four firms. The fourth firm replied by email that they were too busy to take on any new work.
Discussion
The proposals were reviewed and rated (with a maximum score of 100 points possible) according to these
categories: Background of firm, capacity to perform work, project understanding, related project
experience, and project schedule. The compiled ratings are noted in the table below:

Staff has reviewed all three proposals and determined that Ehlke Lonigro Architects has shown a good
understanding of the project and have allotted adequate and qualified resources to design and oversee the
construction of the requested improvements.
Staff contacted the firm's references and all indicated that they performed satisfactory work and they
would recommend using Ehlke Lonigro Architects Design for future projects.
In addition, Ehlke Lonigro Architects has performed other design work for private business in the Village
of Mount Prospect and the Community Development Department has provided positive feedback about
their work.
Typically, we expect design and construction engineering fees for roof replacement work to cost
approximately $5-$8 per square foot. Ehlke Lonigro's fee is $2.05 per square foot; well below recent
costs incurred performing similar work. Staff also met with one of the firm's principals, Sean Ehlke, and
is confident the firm has sufficient knowledge and experience to perform this work at the proposed price.
Recommendation
I recommend that the Village Board accept the proposal from Ehlke Lonigro Architects to include field
investigation, design, construction documentation preparation, bidding and construction administration
services for the Public Works Administrative Roof Replacement for a fee not to exceed $22,500.
Sufficient funds for the proposed expenditure are available int 20 5 budget.
