SUBJECT: BID RESULTS FOR THE 2015 WATER MAIN IMPROVEMENTS
(CONTRACT AWARD NOT TO EXCEED $1,458,542)
Background
In 2008, a comprehensive hydraulic analysis of the Village -owned potable water distribution
system was performed. A major outcome of this analysis was a recommendation to increase
the size (diameter) of the pipes at or near the base of the elevated tank.
The existing pipes are primarily 6" and 12" in diameter. The hydraulic analysis indicated that
these pipes tend to be constrictive in nature and contribute to both low pressure and high
pressure problems in the distribution system. Specifically, the existing pipes tend to retard the
flow of water into and out of the elevated tank thereby limiting the tank's ability to drain and fill.
Water distribution system pressure is maintained utilizing elevated tank drain and fill cycles as
triggers. As the tank level lowers, booster pumps are turned on to increase pressure. As the
tank fills, pumps are turned off and reservoir fill valves are opened to reduce pressure.
However, due to the hydraulic lag caused by undersized piping at the base of the elevated tank,
booster pumps sometimes stay on too long causing intermittent high pressure and fill valves
remain open too long creating intermittent low pressure problems.
To correct this problem, staff proposes to replace the existing undersized water mains along
Evergreen Avenue and a portion of Maple Street near the elevated tank with larger, 24" and 16"
diameter pipes.
Bid Results
Plans and bid documents for this project were prepared by Burns & McDonnell, consulting
engineers of Downers Grove, Illinois and a public notice was placed in the newspaper. Thirteen
(13) construction firms picked up bid documents and twelve (12) attended a mandatory pre-bid
meeting on April 27, 2015. Bids were opened and read aloud on May 4, 2015. Six (6) bids
were received.
Each of the bidders submitted a bid bond in the amount of 10% of the total bid as required in the
bid proposal packet. All bids were checked for accuracy. No errors were found. All bidders
correctly signed their bids and bid bonds. Below is a summary of the bids:

Discussion
The low bidder, Martam Construction, Inc., is prequalified by the Illinois Department of
Transportation for construction projects and meets the requirements of the contract documents.
Martam Construction, Inc. has completed many projects for the Village in previous years,
including the installation of water main. All work has been completed to the Village's
satisfaction.
Staff recommends including a 10% contingency in the project award to allow for quantity
variances and unanticipated underground conflicts. In this instance, a 10% contingency added
to the lowest cost bid would result in a total contract award of $1,458,542 (Base Bid: $1,325,947
+ Contingency: $132,595 = Total Recommended Award: $1,458,542).
Recommendation
recommend the low bidder, Martam Construction, Inc. of Elgin, IL, be awarded the contract for
the 2015 Water Main Improvements in the amount not to exceed $1,458,542.
Please include this item on the May 19t" Village Board Meeting Agenda.
