REQUEST FOR A CLASS "S1' LICENSE
On Thursday June 11, 2015, the Acting Village Manager and Administrative Assistant to the Village
Manager met with Mr. Sheldon Stein, new owner of Randhurst Hampton Inn, General Manager
Melissa Breland and Director of Sales Alisha Sumpter. The purpose of the meeting was to discuss
Mr. Stein's request for the creation of a Class "S-1" liquor license and a management entity
certification for their Mount Prospect location. The Class "S-1" license provides for the full service of
alcohol in a hotel and private banquet facility.
Mr. Stein recently purchased the Hampton Inn Hotel in March 2015 and currently owns several
hotels nationwide. Randhurst Hampton Inn was originally opened in May of 2012 with 120 guest
rooms and 1500 square feet of conference/banquet facility rooms. Mr. Stein is seeking to increase
the hospitality marketing options by offering the service of alcoholic beverages at private events
along with individual sales at the front desk kiosk. Mr. Stein indicated there will be no room service of
alcoholic beverages.
Crescent Hotels & Resorts LLC is an independent management company hired by Randhurst
Hampton Inn in 2012 to manage the hotel hospitality operations including food and beverage
service. Ms. Breland has submitted a management certification application on behalf of Crescent
Hotels and Resorts which will allow the entity to operate and manage the service of alcoholic
beverages on the licensed premise.
Staff discussed at length the Village's particular sensitivity to the sale of alcohol to minors or clearly
intoxicated persons. It was made very clear to all present that the managers were responsible for the
actions of all wait staff with regard to the service of alcohol. The requirements of the Village's Fight
ordinance were discussed along with the need for all employees involved in the sale or service of
alcohol to complete a certified liquor servers training course.
The required applications are complete and on file along with the payment of appropriate fees and
other documentation. Mr. Stein and Ms. Breland have submitted to background checks and
fingerprints in conjunction with the Hampton Inn liquor license. The license would be issued
contingent upon successful completion of a certified liquor server's course by all managers.
If the Village Board favorably considers this request, adoption of an ordinance creating a new Class
"S-1" liquor licenses would be in order.

VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE MAYORAND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOISACTING IN THE EXERCISE OF THEIR HOME RULE
POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village
Code of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor
Licenses available in each Classification and shall establish a list specifying the number of Liquor
increasing the number of Class “S-1”Liquor
Licenses authorized. Said list is hereby amended
