SUBJECT: 2015 CDBG SIDEWALK PROGRAM
(CONTRACT AWARD NOT TO EXCEED $200,000.00)
Background
This year's Community Development Block Grant (CDBG) Sidewalk Program involves the
replacement of existing sidewalk that does not comply with the standards for the Americans with
Disability Act (ADA) at eligible locations in the Village. Staff has identified the following
locations for this year's program: Busse Road south of Golf Road and Golf Road east of Busse
Road.
Bid Results
A Notice to Bidders was published in a local newspaper as required and invitations were sent to
contractors familiar with this program. Sealed bids were received on June 29, 2015.
Five (5) contractors submitted bids for this project. The bids ranged from a low of $187,982.00
by Schroeder & Schroeder, Inc. to a high of $259,900.00 by Path Construction Company. The
engineer's estimate for the project was $198,900.00
All bidders submitted a bid bond in the amount of 10% of the total bid as required in the bid
proposal packet. All bids were checked for their accuracy. No errors were found. All bidders
correctly signed their bids and bid bonds. Below is a summary of the bids:

Discussion
The low bidder, Schroeder & Schroeder, Inc., is qualified to complete the work involved with this
project and meets the requirements of the contract documents. Schroeder & Schroeder, Inc.
has worked on previous Village sidewalk projects and their work was completed to the
satisfaction of the Village.

Since the contractor's bid is based on estimated quantities, I recommend the contract be
awarded to the available budget amount of $200,000.00 to allow for contingency in the contract
quantities.
Recommendation
I recommend the low bidder, Schroeder & Schroeder, Inc., of Skokie, IL, be awarded the
contract for the 2015 CDBG Sidewalk Program in the amount not to exceed $200,000.00.
There are sufficient funds in the 2015 Budget to cover this proposed contract.
Please include this item on the July 7th Village Board Meeting Agenda.

SUBJ: BID RESULTS FOR HIGH -SERVICE PUMP REHABILITATION
(NOT TO EXCEED $55,286)
Background
The Village of Mount Prospect operates a water distribution system that uses high -service
booster pumps to circulate water to and from the various water reservoirs to customers. Each
year, staff performs testing and preventive maintenance on these high -service pumps and
motors. As part of this annual check-up, certain pumps and motor assemblies are identified as
needing further rehabilitation.
This year, two (2) pumps were identified as needing further work. The two (2) pump and motor
assemblies needing work include a 50HP pump #2 at Booster Station 5 and a 100HP pump #2
at Booster Station 17.
Staff prepared bid specifications for the repair of the pumps and the replacement of the electric
motors for these assemblies.
Bid Results
Bid documents were sent to seventeen (17) area firms and a bid notice was published in a local
paper. Three (3) additional firms picked up packets, making the total twenty firms with bid
packets. Bids were received on June 1, 2015, opened and read aloud as required.

Discussion
All bids were checked to ensure that the supplier was providing the necessary equipment in
accordance with the specifications. All bids were submitted with proper bid security or bid
bonds and appropriately signed documents.
All of the bids received contained mathematical errors. Peerless Midwest and Industrial Water
Services did not extend prices correctly and Illinois Pump did not total prices correctly.
Pursuant to the advice of the village attorney, the lowest responsible bidder was established by
the written -out total project cost.
The lowest responsible bidder for the items is Illinois Pump, Inc. of Rolling Meadows, Illinois.
The firm provided a number of relevant references including Wheeling, Wilmette, and Lake
Forest, all of which indicated the contractor performed quality work on time and within budget.
Illinois Pump has confirmed that they can complete the requisite work at a total project cost not
to exceed their written -out bid price ($55,286).
Recommendation:
I recommend that the Village Board accept the lowest, responsible bid for the rehabilitation of
two (2) pump and motor assemblies as submitted by Illinois Pump, Inc. of Rolling Meadows,
Illinois in an amount not to exceed $55,286. Sufficient funds for this work exist in the current
budget.

SUBJECT: LINCOLN STREET BRIDGE REHABILITATION
(REJECT ALL BIDS)
Background
In 2014 an inspection of the Lincoln Street Bridge was completed by Ciorba Group, Consulting
Engineers and the subsequent report identified necessary repairs. Based on this report, plans
and specifications were prepared for the recommended bridge rehabilitation.
Bid Results
A Notice to Bidders was published in a local newspaper as required. Sealed bids were received
on June 8, 2015.
Three (3) contractors submitted bids for this project. The bids ranged from a low of $195,621.00
by Rausch Infrastructure L.L.C., to a high of $238,754.50 by Alliance Contractors, Inc. The
engineer's estimate for the project was $103,113.00
All bidders submitted a bid bond in the amount of 10% of the total bid as required in the bid
proposal packet. All bids were checked for their accuracy. No errors were found. All bidders
correctly signed their bids and bid bonds. Below is a summary of the bids:

Discussion
The low bid is 90% above the Engineer's Estimate, and well above the available budget for this
work. Although the Engineer's Estimate took into account the size and nature of the Lincoln
Street Bridge Project, an analysis of the submitted bids revealed that four bid items; concrete
removal, mobilization, bridge deck scarification and deck slab repair and the high unit prices
associated with them contributed to the overall high bids submitted by all three bidders.
Escalating unit prices are indicative of the current construction climate with the number of
ongoing construction projects in Northeast Illinois by IDOT, the Tollway and CDOT.
Since the low bid for this project was substantially more than the Engineer's Estimate and more
than what was budgeted for this project, it is staff's opinion that the scope of the project could be

reduced in order to provide the essential repairs to the bridge within the Village's budget. Our
recommended scope of work for these repairs is:
• Beam repair
• Close the longitudinal joint
Using the low bidder's unit prices, this work would fit within the Village's budget, even
considering that the unit cost may rise with the limited scope of work for the re -bid. This work
would complete all necessary work to limit more extensive repairs in the future if the
maintenance is delayed. The remainder of the work could be scheduled in future years.
Recommendation
recommend that all bids submitted on June 8, 2015 be rejected and the project be re -bid with a
reduced scope of work.
Please include this item on the July 7th Village Board Meeting Agenda.
