OLD BUSINESS A. 2nd reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC CODE) OF THE VILLAGE CODE This Ordinance allows school buses to turn dght off Rand Road onto Prospect Manor between the hours of 6:00 AM and 10 AM. (Exhibit A) B. 1st reading of AN ORDINANCE AMENDING ORDINANCE NO. 4501 BY EXTENDING THE EFFECTIVE DATE This Ordinance extends the effective date of Ordinance No. 4501, granting a variation for an addition at 1901 Cholo Lane, for one additional year. (Exhibit B) C. 1st reading of AN ORDINANCE ESTABLISHING SPECIAL SERVICE AREA NO. 7 (Exhibit C) D. ZBA 78-V-93, 523 We Go Trail 1st reading of AN ORDINANCE GRANTING A VARIATION FOR PROPERTY COMMONLY KNOWN AS 523 WE GO TRAIL This Ordinance grants a variation to allow a 72" wide service walk to encroach onto the required sideyard setback, rather than the permitted 36". The Zoning Board of Appeals recommended granting this.request by a vote of 6-0. (Exhibi~ D) E. ZBA 80-Z-93 and ZBA 81-SU-93, Lake Center Corporate Park (Elmhurst and Algonquin Roads) 1. 1st reading of AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF THE VILLAGE This Ordinance rezones a portion of the subject property currently zoned 1-1 (Light Industrial) to B-3 (Community Shopping District) and a portion presently zoned O/R (Office Research) to B-3 (Community Shopping District) to allow for a Target Department Store. The Zoning Board of Appeals recommended granting this request by a vote of 6:0. (Exhibit E) 2. 1st reading of AN ORDINANCE AMENDING ORDINANCE NO. 3831, GRANTING A SPECIAL USE IN THE NATURE OF A PLANNED UNIT DEVELOPMENT, FOR THE PROPERTY LOCATED WITHIN THE LAKE CENTER PLAZA SUBDIVISION This Ordinance amends Ordinance No, 3831 to allow for a Target Department Store within the Lake Center Plaza Subdivision. The Zoning Board of Appeals recommended granting this request by a vote of 6-0. (Exhibit F) 3. 1st reading of AN ORDINANCE AMENDING THE OFFICIAL COMPREHENSIVE PLAN OF THE VILLAGE AS IT PERTAINS TO THE LAKE CENTER PLAZA This Ordinance amends the Official Comprehensive Plan to reflect a C°mmunity Commedcal District rather than the Industrial Office District for the proposed site of the Target Store. (Exhibit G) 4. Lake Center Plaza Resubdivision No. 3 This subdivision creates one lot of record within the Lake Center Plaza for the proposed Target Store. F. Elmhurst Place Plat of Subdivision, 1000 N. Elmhurst Road 1. This Plat creates the 6 lot single family subdivision. The Plan Commission recommended approving this subdivision by a vote of 5-2. 2. 1st reading of AN ORDINANCE AMENDING (REPEALING) ORDINANCE NO. 4576 The odginal plan for this single family development, approved in Ordinance No. 4576, consisted of 7 lots and has since been reduced to 6 lots. Also, the modifications from the Development Code granted in Ordinance No. 4576 have changed, based on the new configuration of the development, therefore, the odginal Ordinance should be repealed and a new Ordinance adopted to reflect all the appropriate changes. (Exhibit H) 3. 1st reading of AN ORDINANCE GRANTING MODIFICATIONS FROM THE DEVELOPMENT CODE FOR PROPERTY COMMONLY KNOWN AS THE ELMHURST PLACE SUBDIVISION (1000 NORTH ELMHURST ROAD) This Ordinance sets forth the new legal desctJpfion and includes modifications from the Development based on the new configuration of the 6 lots, as recommended by the Plan Commission. (Exhibit J) 4. A RESOLUTION AMENDING RESOLUTION NO. 32-93 AUTHORIZING EXECUTION .OF A'RESTRICTIVE COVENANT FOR PROPERTY COMMONLY KNOWN AS THE ELMHURST PLACE SUBDIVISION This Resolution amends the legal description for the Elmhurst Place Subdivision, reducing the 7 lot single family development to 6 lots. (Exhibit K) G. 2nd reading of AN ORDINANCE VACATING A PUBLIC WALKVVAY This Ordinance authorizes the vacation of a 20 feet wide walkway located between 1011 and 1013 South Lancaster Street, as well as authorizing the Mayor to sign and Clerk to attest his signature on the Plat of Vacation. (Exhibit L) X. NEW BUSINESS A. A RESOLUTION AUTHORIZING AN EASEMENT AGREEMENT BETWEEN THE VILLAGE AND PROPERTY OWNERS AT 1450 WEST LINCOLN STREET This Easement Agreement establishes an easement for public utilities across the property at 1450 West Lincoln Street in conjunction with the flood control project. (Exhibit M) B. A RESOLUTION DETERMINING WHETHER MINUTES OF EXECUTIVE SESSIONS CAN BE RELEASED (Exhibit N) C. Accept improvements installed in conjunction with the Orchard Field (Blue Jay Court) townhouse development. Xl. VILLAGE MANAGERS REPORT A. Bid results: 1. Northwest Highway 11 South Pine Street 5 South Emerson 17 South Wille Street B. Recommendation regarding Preferred Developer for the Pine/Wille re-development project. C. 1st reading of AN ORDINANCE CREATING ARTICLE XIV OF CHAPTER 8 ENTITLED "PROPERTY TAX RELIEF" This Ordinance establishes Article XIV of Chapter 8 providing for property tax relief for qualifying residents of the Village. (Exhibit O) D. 1st reading of AN ORDINANCE TO ABATE A PART OF THE TAXES LEVIED FOR CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT, ILLINOIS FOR THE FISCAL YEAR BEGINNING MAY 1, 1993 AND ENDING APRIL 30, 1994 (Exhibit P) E. 1st reading of AN ORDINANCE TO ABATE A.
