IV.VIDEO GAMING TERMINAL DISCUSSION:
The Village Board has discussed the video gaming terminals regulations during two
previous opportunities, in 2009 when the law first was approved by the General
Assembly at which time the Village Board decided to wait until the State Gaming Board
had established the rules of operation, and again in 2012 after the rules were
established and the Village Board decided to prohibit the installation of video gaming
terminals within the community. The discussion this evening was the result of a request
of several Village Board members wanting to revisit the topic now that the rules have
been well established and several communities in the area have had a few years of
operation under their collective belt to get a better picture of the impact. Administrative
Analyst Alex Bertolucci has put considerable effort in reviewing the regulations,
compilingthe on-line survey results, reviewing receipts from surrounding communities,
reviewing state receipts of revenue per establishment and terminal, estimating revenue
impact, and creating an extensive frequently asked questions (FAQ)list so that as much
comprehensive information could be provided as possible and is included for your
information.
Staff will be present to facilitate discussion on this topic. Staff is requesting direction as
to whether the Village Board wants to modify the existing video gaming ordinance.

V.SPECIALITY LIQUOR LICENSE DISCUSSION
The popularity of brewery related establishments has been growing within the Chicago
Metropolitan area.Over the past year the Village has received inquiries for a location in
Mount Prospect to host a brewery related establishment.The Village’s liquor code
(Chapter 13) does not currently provide for a license category permitting the
manufacturing, distribution and sales of beer.The creation of a new specialty liquor
classification would be necessary to process any future request for such a license.
Appropriate staff will be on hand to answer questions and facilitate discussion on the
presented draft of a Craft Breweryordinance.

VI.CONSIDERATION OF REVISING THE RECRUITMENT RULES FOR POLICE
OFFICERS TO ALLOW PERMANENT RESIDENTS (NON-U.S. CITIZENS)
The Police Chief and the Board of Fire and Police Commissioners (BOFPC) have
discussed this topic over the series of numerous meetings duringthe past several
months. The Police Chief has recommended this change in order to broaden the
potential pool of police officer candidates and to diversify the police officer corps to be
more reflective of the diversity within the community. The Police Chief has provided
extensive research into this topic and the BOFPC has approved the change in
recruitment status. However, in order to implement the change the Village Board will
need to modify an existing ordinance that requires all police officers and firefighters to be
U.S. citizens. Permanent residents that have a legal authority to work in the US can work
in virtually all other non-prohibited positions including most other state and local
government positions.
The BOFPC Chairperson Michaele Skowron and Police Chief Tim Janowick will be
present to facilitate discussion on this topic. Staff is requesting direction asto whether
the ordinance that requires only U.S. citizens to become police officersshould be
modified.
