JURACEK AND BOARD OF TRUSTEES FROM:ADMINISTRATIVE ANALYST ADMINISTRATIVE ASSISTANT TO THE VILLAGE MANAGER DATE:JUNE 2, 2015 SUBJECT:CRAFT BREWERYLIQUOR CLASSIFICATION Popularity of brewery related establishments continues to growwithin the Chicago Metropolitan area.Over the past year, the Village has received inquiries for a location in Mount Prospect to host a brewery related establishment. The Village’s alcoholicliquor code (Chapter 13) does not currently provide for a license category permitting the manufacturing, distribution and sales of beer. The creation of a new liquor classification would be necessary to process any future request for such a license. Some surrounding communities have been presented with the same scenario and recently Glenview and Park Ridgemodified their alcoholic liquor codes to permit brewery related establishments. Village staff along with the Village Attorney has reviewed the Illinois Liquor Control Act and breweryliquor licenses. The municipal brewery license types range in name such as, Brew Pub, Micro Brewery, Craft Breweryand vary in legislation to regulate consumption, hours of operation, samples sizes, marketing and more. The foundation of all of these license types is the Illinois Liquor Control Act. A “craft brewer”license per the Illinois LiquorControl Act allows for on-site production and storage of craft beer in quantities not to exceed nine hundred thirty thousand (930,000) gallons (or thirty thousand (30,000) barrels) per year.A craft brewer can also engage in the sale and delivery of beer to distributorsand retail licensees. The draft ordinance as presented covers the proposed specialty license Class S-8 (Craft Brewery). The ordinance is the resultproduct of incorporating the brewery parameters in the Illinois Liquor Control Act and the Village’s established alcoholic liquor regulations set forth in Chapter 13 of the Village Code. - DRAFT - ORDINANCE NO.
