INTEROFFICE MEMORANDUM
TO: MAYOR ARLENE A. JURACEK AND BOARD OF TRUSTEES
FROM- ADMINISTRSTIVE ASSISTANT TO THE VILLAGE MANAGER
DATE- MAY 12, 2015
SUBJECT: K -NAL KOREAN RESTAURANT
(CURRENTLY DAE JANG KUM KOREAN RESTAURANT)
1747 W. GOLF ROAD
REQUEST FOR "CLASS F-3" LIQUOR LICENSE
CHANGE OF OWNERSHIP
On Friday, May 8 2015, the Acting Village Manager and Administrative Assistant to the Village
Manager met with applicant Young Han Hong who is currently under contract to purchase the
assets and goodwill of Dae Jang Kum Korean restaurant. A "Class F-3" liquor license is
currently issued to the establishment which provides for full service alcohol in a restaurant with
a lounge facility.
Mr. Hong is the chief investor and 100% shareholder for K -Nal Inc. d/b/a K -Nal Korean
Restaurant. He has 30 years' experience as a chef and is currently the head chef at Dae Jang
Kum. His wife Kyoung Han has been the manager of Dae Jang Kum for the past two years.
Both will be responsible for the day -to day management of the operation.
No changes will be made to the menu, decor or theme of the restaurant -which is Korean
barbeque. The restaurant will be open seven days a week, offering a lunch and dinner menu. It
is anticipated that the wait staff will remain the same.
Discussed with the applicant were the requirements of the Village's Liquor Code including the
need to be mindful of sales to minors as well as obviously intoxicated persons. The
requirements of the Village's Fight Ordinance were also discussed. The Acting Village Manager
also emphasized the need for appropriate controls to be in place to insure that restaurant
employees do not inadvertently violate code requirements. Mr. Hong did attend the Village's
sponsored Basset classroom training and indicated he understood his obligations in this regard.
A completed application along with fees and required documentation is on file. If the Village
Board views this application favorably, an Ordinance creating a new class "F-3" license would
need to be adopted with the current "F-3" license being deleted upon completion of the sale
