March 2, 2015

Chairperson Skowron called the meeting to order at 3:01 p.m.
Roll Call: Michaele Skowron, Chairperson
Mark Busse, Commissioner
Jackie Hinaber, Commissioner
Absent: Charles Bennett, Commissioner
James Powers, Commissioner
Also Present: John Malcolm, Fire Chief
Timothy Janowick, Police Chief
Henry Dawson, Deputy Fire Chief
Brian Lambel, Battalion Chief
APPROVAL OF MINUTES
Chairperson Skowron asked for a motion to approve the Open Session Minutes of February 2, 2015.
A motion was made by Commissioner Hinaber and seconded by Commissioner Busse.
Roll Call: Ayes: Busse, Hinaber, Skowron Nays: None Abstain: None Motion Carried
Chairperson Skowron asked for a motion to approve the Open Session Minutes of February 3, 2015.
A motion was made by Commissioner Busse and seconded by Commissioner Hinaber.
Roll Call: Ayes: Busse, Hinaber, Skowron Nays: None Abstain: None Motion Carried
CITIZENS TO BE HEARD
Colleen Saccotelli, candidate for Village Trustee, attended the meeting to learn about the duties of the
Board of Fire and Police Commissioners. The Fire Department briefly explained the hiring process and
training to Ms. Saccotelli.
FIRE DEPARTMENT UPDATE
Chief Malcom provided a brief update on staffing and advised the Board that the Lieutenants Eligibility
List still has two on the list. Additionally, a candidate is requesting to defer his oral interview due to
military orders precluding him from attending the March 2nd or 3rd interviews. After a brief discussion, the
Board agreed to grant the request.
A motion was made by Commissioner Busse and seconded by Commissioner Hinaber to grant the candidate's
request to defer the interview due to military orders on 3/2 and 3/3.

POLICE DEPARTMENT UPDATE
Chief Janowick reported Officer Follmer retired on February 24, 2015. Chief Janowick also invited the
members of the Board to attend Officer Keiss' graduation from the academy on March 27th. Additionally,
he asked the Board to consider setting dates for oral interviews sometime in May or June.

Chairperson Skowron asked for a motion to go into closed session.
CLOSED SESSION
A motion was made by Commissioner Hinaber and seconded by Commissioner Busse to go into Closed
Session at 3:24 p.m. under Personnel 5 ILCS 120/2 (c) (1)-The appointment, employment, compensation,
discipline, performance, or dismissal of specific employees of the public body, including hearing testimony
on a complaint lodged against an employee to determine its validity, to approve closed session minutes
and to conduct Fire Department background oral interviews.
Roll Call: Ayes: Busse, Hinaber, Skowron Nays: None Motion Carried
The Board returned to open session at 8:39 p.m. with everyone present from the previous session, except
Fire Chief Malcolm and Chief Janowick.
With no further business, a motion was made by Commissioner Busse and seconded by Commissioner
Hinaber to adjourn the meeting at 8:40 p.m.
