Zadel Village of Mount Prospect 50 South Emerson Street, Mount Prospect, Illinois 60056 MINUTES COFFEE WITH COUNCIL Saturday, March 14, 2015 Community Center, Village Hall The meeting convened at 9:00 a.m. Village Board members present were Trustees Paul Hoefert, Steve Polit, Richard Rogers, and Michael Zadel. Representing staff was Acting Village Manager David Strahl and Director of Public Works Sean Dorsey. He explained that Mayor Juracek was unable to attend and had asked him to lead discussion this morning. A general introduction of attendees followed. Mal Holec Quince Lane congratulated Mayor Juracek on her recently announced election as chairperson of the Mr. Holec also encouraged the Village to oppose plans recently announced by one of the aircraft operators to expand the Chicago Executive Airport. Trustee Zadel responded that both owners of the airport, the City of Prospect Heights and Village of Wheeling, have already publicly opposed these plans. Acting Village Manager further commented that expansion of the airport would not be imminent, even if endorsed by the owners, due to the fact that such development would require extensive environmental studies. Thomas Tezky School Street explained a process to bind loose plastic bags from retail stores. Mr. Tezky explained that bound bags are less likely to contribute to pollution and can be easily transported to source stores s civic-mindedness and expressed support for adding plastic g program in the future. Trustee Polit concurred and noted that reduced utilization of plastic film bags decreases demand for petroleum. Discussion ensued regarding the economics of recycling plastic film and household hazardous wastes. Jim Chylik Locust Lane had nothing to report. Carol Tortorello Elmhurst Avenue congratulated Mayor Juracek on her recent election as chairperson of the invested in the municipal investment pool (Illinois Metropolitan Investment Fund (IMET)). Mr. Strahl responded that the Village lost approximately $60,000. Michael Cuddy I-Oka Avenue stated his opposition to the proposed redevelopment of the commercial lot at the northwest corner of Elmhurst Road and Golf Road. He explained the existence of a covenant across several properties in the neighborhood that would restrict the proposed development. He also related his concern that the covenant could be disregarded. Several other residents were in attendance to discuss this subject and considerable deliberation ensued. Trustee Hoefert commented that a covenant is a legally recorded public document that cannot be arbitrarily disregarded. In addition, he noted that the Village has only viewed conceptual drawings of the proposed development. No formal plans have been submitted to date. He stated that the Village Board did not seem to support the redevelopment concept as submitted. Trustee Rogers explained the Planning & Zoning Commission and Village Board review processes. Trustees Hoefert, Polit, Rogers, and Zadel all encouraged the residents in attendance to continue to be proactive. Tom Tucker Maya Lane inquired about the Ye Olde Towne Inn (YOTI) settlement. Trustee Hoefert process was protracted and involved many parties; not just the Village and the plaintiff. As a consequence, there was consid explanation and opined that peculiarities of the federal laws involved as well as direct influence of the judges and court magistrates built pressure to settle. Trustee Polit commented that court emphasized settling because the case instituted by the judge because he was wary of the long, contentious nature of the lawsuit and feared a settlement without limitations on disparaging statements would result in a quick return to court. Louis Goodman School Street asked if residents would be involved in deciding budget cuts that might be necessary if Governor Rauner succeeds in sweeping the Local Government Distributive Fund. Trustee Hoefert explained the Village budgeting process and encouraged all to participate by attending Village Board meetings. Trustee Zadel noted that he and Mayor Juracek, along with several other area municipal officials, would be traveling to Springfield next week to voice opposition s proposed plan to keep a large portion of the Local Government Distributive Fund. Mr. Strahl noted that the Village Board conducts quarterly budget reviews, discusses proposed budgets, and reviews capital improvement plans on a regular basis. Mr. Strahl stated that the village has had the position for 22 years. Mr. Boldt stated that he would like to see the position temporarily vacated until the current financial uncertainty is resolved. Trustee Polit commented that most of Mount Prospect contemporary communities have an assistant village manager position because it that many assistant village managers have extensive experience with labor negotiations and insurance; adding a breadth and depth of traits not common to chief executives. Colleen Saccotelli Wille Street reminded those in attendance that there will be two (2) Village Board of Trustees candidate debates next week. One (1) will be held March 18th at the Mount Prospect Library and the st other on March 21 at the Mount Prospect Village Hall. Walter Szymczak Eastwood Avenue stated that he did not have any matters to discuss. Jan Kent Briarwood Drive inquired about the status of the proposed Lynne Court annexation. Acting Village request to utilize I-90 as a legal boundary to facilitate the proposed annexation. Mr. Strahl also commented that the process was moving slowly but positively. Tom Manion Edward Street thanked everyone for participating in the coffee with council process. He also thanked the Public Works Department for a good job at snow removal and quickly resolving the sight obstruction process. David Brady I-Oka Avenue thanked the Village Board for supporting the coffee with council format. He also commented that he lived at the corner of I-Oka and Golf Road but had not yet been contacted by the developer of the Starck Realty property (northwest corner of Elmhurst Road and Golf Road). Barbie and Steve Van Arsdale stated that they did not have any matters to discuss. Louis Bowers Boxwood Drive asked when Public Works crews would start pothole patching. Public Works Director Dorsey responded that crews have been patching throughout the winter. He further explained that crews continually patch throughout the winter but the process is less effective due to plowing and the unavailability of hot mix asphalt. Mr. Dorsey also noted that hot mix asphalt generally is not available until manufacturing plants resume production in April. Mr. Bowers stated that informational signage appeared to be missing from the Route 83/Kensington Road intersection. Specifically, he explained that there used to be a sign advising eastbound Kensington Road drivers that oncoming (westbound) traffic had a longer green light. Mr. Dorsey responded that Public Works would look into the matter. Craig Iversen Wille Street asked if there was information available about Village Board candidates. Ms. Saccotelli responded that candidate profiles are available on the Cook County website. Trustee Zadel noted that two (2) candidate debates are slated next week. One debate will be held on Wednesday at the Mount Prospect Library and the other on Saturday at Village Hall. Pam Mueller I-Oka Avenue was not present when called. Mark Spanier I-Oka Avenue was not present when called. Joseph Lakner I-Oka Avenue asked what the plans were for redeveloping the Golf Plaza II site. Trustee Hoefert responded that, similar to the Starck Realty property (northwest corner of Elmhust Road and Golf Road), C:\\Users\\langell\\AppData\\Local\\Microsoft\\Windows\\Temporary Internet Files\\Content.Outlook\\HU2IAQE5\\CWC - 3-14-15 (2) (2).docx that featured multi-story residential units along the rear of the property and single-story retail buildings along the road frontage. Trustee Hoefert further commented that the drawings contained little detail and the developer had not yet filed for any permit or zoning applications. Barb Gonyo I-Oka Avenue was not present when called. Marni & Ramsey Finder were not present when called. JD Patterson Elmhurst Road asked how to obtain permission to park one of his cars on the street near his home. He stated that he was aware of the Village ordinance prohibiting overnight parking (between 1 AM and 5 AM) on Village streets. Trustee Hoefert discussed the overnight parking ordinance in additional detail. He also lease. David Schein Na Wa Ta Avenue asked if the Village was considering installing covered bicycle racks near the commuter station. Mr. Dorsey responded that the Village is presently pursuing Regional Transportation Authority (RTA) and Congestion Mitigation/Air Quality (CMAQ) grants to fund the work.
