SUBJECT:WAIVER OF FEES AND PERMITS FOR NON-PROFIT AND GOVERNMENTAL
AGENCIES
The Village has offered relief from various permitfees for numerous non-profit and
governmental agencies historically as an unwritten policy. Requests are submitted for
consideration in written form to the Village Manager.The Village Manager has granted the
majority of these requests in the past administratively. The justification for such relief has been
that the projects are funded by agencies that are either community based or supported by
Village taxpayers.The typical requester is a non-profit (501 (3) (c)) organization, religious
institution,or governmental agency(consisting of other taxing bodies).
Public Works Related Fees, Guarantees & Deposits:
There are a number of fees, guarantees, and deposits the Village collects to ensure
Developments and Site Improvements (as defined in Sections 15.401 and 15.501 of the Village
Code) are completed in accordance with Village standards.
Development and Site Improvement Guarantees & Deposits:
A typical Development or Site Improvement project may require a public improvement
guarantee, a maintenance guarantee, and a construction nuisance abatement deposit, all of
which are based on the cost of site construction. For larger projects, these guarantees and
deposits can be quite expensive, but are ultimately refundable, provided the Village does not
have to draw on any of the funds during the course of the project. These guarantees and
depositsare often waived for nonprofit and governmental agencies based on historical
cooperation.Staff would recommend that these guarantees and deposits be considered to be
eligible to be waived, subject to the continuing cooperation of the nonprofit or governmental
agency.
Development andSite Improvement Fees:
A typical Development or Site Improvement project may require several different fees. Of these
fees, only the Development Review Fees and Village Donation are based upon the cost of
construction; the rest are set amountslisted in the Appendix (Division II) of the Code. All are
designed to cover Village expenses. For example, the Development Review Fee is intended to
cover the expense of staff time spent in plan review and construction inspection. Although
Development and Site Improvement fees have been waived sporadically in the past, staff would
recommend a policy in which these fees are captured so that the Village does not incur staff
time expenses related to permit review and inspection.
Fire Inspection/Review Fees:
Staff recommends fees associated with fire inspectionsbe waived depending on thestaff time
necessary for the project. Staff would recommend that fire alarm and sprinkler fees continueto
be levied for new buildings constructed by nonprofit, religious, or governmental agencies since
there is considerable staff time necessary for plan review and inspections. However, staff would
recommend waiving these fees if the agency were expanding an existing building since such
expansion is encouraged for fire protection benefits and this waiver would be considered an
inducement for that work to be completed.A typical fire alarm permit fee and review expense is
about $320 and a typical fire sprinkler permit fee and review expense is about $350. Depending
on the extent of the improvements the entity may or may not incur both expenses.
Building Permit Fees:
The Village charges a $50 permit fee for projects that are valued under $5,000 and increases
the fee by $10 for each $1,000 of additional value above the first $5,000. The permit fee
includes the initial inspection of each component of a project. Building re-inspection fees start
at $50 for the first re-inspection and increase by $25 for each additional re-inspection of failed
items.Therefore,the cost of each permit will vary depending upon the scope and value of the
work that is being performed. The permit fees cover both the day to day expenses to operate
the building division and direct payments made to TPI for inspectional services.The Village
pays its inspection contractor (TPI) $35 per inspection
The following scenarios provide an overview of what the permit fees would be for projects that
not-for-profit and or other governmental agencies may undertake:
1)Removal and replacement of a roof ($150,000 project cost) –total permit cost of
$1,625 ($1,500 permit fee + $125 inspection deposit); Estimated TPI inspection cost
of $35;
2)A 10,000 square foot remodel with no exterior work ($1.6 million construction cost) –
total permit cost of $17,000 ($16,000 permit fee + $1,000 inspection deposit);
Estimated TPI inspection cost of $1,000;
3)A project consisting of exterior work including sidewalk, parking lot work ($120,000
construction cost) –total permit cost of $1,325 ($1,200 permit fee + $125 inspection
deposit), No TPI inspection costs; though would require inspection from engineering
and fire to complete.
These projects are significant investments in the facilities and in the community;however,a full
waiver of fees could be significant in terms of forfeited revenue and out of pocket direct
expenses to the Village.
Staff would recommend the building permit fees be capped at no more than $250 for a non-
profit or religious institution plusany direct costs associated with building inspectionsand plan
reviews paid to TPI or other outsidecontractors.
Recommendations:
Staff would recommend apolicy as follows:
1.Consider a fee/permit waiver upon written request for non-profit eligible agencies (501
(3) (c)), religious institutions, and other governmental agencies, but limit the waiver
options so that the Village staff and out of pocket expenses are not singly incurred by the
Village.
2.Public Works relatedfees that could be eligible for waiver are limited to refundable
guarantees and deposits. Fees designed to cover Village expenses, both material and
staff time, would not be eligible for waiver.
3.Fire inspection and review fees that could be eligible for waiver are limited to fees
related to retrofitting an existing structure.
4.Limit building permit fees to $250.00 plus any direct costs associated with building
inspections and plan review fees.
Attached are two surveys and ordinance/policy statements from other surrounding communities
on the subject of waiving fees for non-profits, religious institutions, or governmental taxing
bodies. Appropriate staff will be present to participate in the discussion.

PERMIT FEE SCENARIOS; BUILDING ONLY
Below is the code section that outlines the permit fee and reinspection fee requirements. All inspection
deposits are refundable if there is a no failed inspection. If any inspections fail, then reinspections
would apply for each type of inspection (e.g. final roof, final parking lot, etc...)
Section 21.303: BUILDING PERMIT FEES:
Minimum permit fee shall be $50.00.
Cost of the work authorized by said permit does not exceed $5,000.00: $50.00.
Cost of the work exceeds $5,000.00: $50.00 for the first $5,000.00 of cost, plus $10.00 for each
additional $1,000.00 of cost or fraction thereof.

PUBLIC WORKS RELATED PERMIT FEES
Public Improvement Guarantee (Section 15.802.A)
Amount = 10% of the construction cost for public improvements, refundable
The Public Improvement Guarantee (PIG) is required to guarantee that all public improvements
associated with any Development or Site Improvement (water main, curb & gutter, sidewalk,
etc.) are completed, even if the construction on private property is abandoned. The PIG may be
submitted as either a cash deposit or letter of credit.
Maintenance Guarantee (Section 15.802.13)
Amount = 10% of the Public Improvement Guarantee, refundable
The Maintenance Guarantee is established following construction and acceptance of the public
improvements by the Village Board. This guarantee insures that any defects in materials and
workmanship will be corrected during the first two (2) years following Village Board approval of
the project. The Maintenance Guarantee will be returned upon final acceptance of the project
after the maintenance period.
Construction Nuisance Abatement Deposit (Section 15.802.C)
Amount = 10% of the construction cost for all site improvements, refundable
The Construction Nuisance Abatement Deposit (CNAD) is a cash escrow held by the Village to
assure that construction "nuisances" that may arise during the course of construction of any
Development or Site Improvement can be resolved. Such "nuisance" items include, but are not
limited to, keeping all streets, sidewalks, and driveways free of construction debris, and
providing proper maintenance of traffic on streets affected by the construction traffic. The
Village may use the funds established in the CNAD to correct any nuisance items not addressed
by the contractor. If the Village draws on funds from the CNAD, all work on the project will be
stopped until the CNAD is replenished.
Development Review Fees (Section 15.802.D)
Amount = 3% of the construction cost for all site improvements
The Development Review Fees are collected to cover the cost of Village staff reviewing plans
submitted for permit and inspecting construction any Development or Site Improvement. The
approximate breakdown is 1/3 of this fee is for plan review and permit processing; 2/3 for
construction inspection.
R.O.W. Tree Fees (Section 15.808)
Amount = varies yearly based upon the cost of the trees, typically $300 - $400 per tree
A fee is required for the planting of trees in the parkway along any Development or Site
Improvement, as determined by the Forestry Division. The Forestry Division will determine the
number of planting sites, and then hire a contractor to plant the trees with the fees collected.

Street Name Sign Fees
Amount = $125 per sign
A fee is charged if a Development (typically a subdivision) creates a new public street for which
the Village would have to provide a street sign. This fee is very rarely charged; that last time
this fee was charged was for Celtic Glen.
Village Donation (aka Village Impact Fees) (Section 15.807)
Amount = $1,450 per detached single-family home created in a new subdivision
1,350 per attached single-family, townhouses, row houses, etc.

The Code reads: "Any residential development or subdivision shall be required to donate fees
to the village on the basis of the type of dwelling unit in the development. Such donation shall
assist the village in serving the immediate and future needs of the residents of the development
and to ensure adequate provision of public services to persons who are expected to reside
within the subdivision or development."
Fee in Lieu of Stormwater Detention (Section 16.606)
Amount = $0.50/ft2 of impervious surface on single family residential properties
2.00/ft2 of impervious surface for all other developments and site improvements
For developments too small to provide any meaningful stormwater detention, at the discretion of
the Village Engineer, a fee may be paid in lieu of installing stormwater detention.
Water Connection Fee (Section 15.806.A)

A Water Connection Fee is charged for any new connection to a Village water main.
Chlorination Fee (Section 15.806.6)
Amount = $75 for each water main and service including up to 2 tests. For the 3`d and
subsequent tests, an additional $75 is charged.

A Chlorination Fee is charged for each new water main and fire main system. In speaking with
the Building Division it appears that this fee has not been charged.
Meter Rental Fee (Section 15.806.C)
Amount = varies based upon the cost of the meter. For 2015, the meter rental fees are:

A one-time rental fee is charged for meters to be installed on new water services. If the meter
ever needs to be replaced, the Village will replace it at no cost.
Sewer Connection Fee (Section 15.806.D)
Amount = $175 for each separate building connection which contains not more than 10 water
outlets or floor drains discharging to the sanitary sewer system. For each additional outlet or
floor drain in excess of 10, an additional $25 is charged.
A Sewer Connection Fee is charged for each connection to the sanitary sewer system.
Curb Cut Fee (Section 15.803)
Amount = $25
The Code reads: "A lump sum fee shall be levied for cutting the curb and gutter on dedicated
village streets as established in section 9.304 of this code, and set forth in appendix A, division
II of this code." In speaking with the Building Division it appears that this fee has not been
charged.
TV Inspections of Sewers (Section 15.804)
Amount = $2.50/ft of sewer (sanitary and/or storm)
This fee used to be charged so the Village could have newly installed sewers televised to verify
the installation was adequate. In lieu of requiring this fee, we have been requiring the
contractor/developer to provide a recording of the televised sewer.
Street Opening Permit Fee (Section 15.805)
Amount = $100
The Code reads: "A lump sum fee shall be levied for opening a dedicated street, sidewalk,
parkway or alley for the purpose of making connection to sewer, water, gas and electric lines, as
required by subsection 9.302F of this code, and as set forth in appendix A, division II of this
code." In speaking with the Building Division it appears that this fee has typically only been
charged for sanitary sewer repairs.

5-3-1 FEES FOR PERMITS: The fee for a building permit to construct, alter or repair
any building or other structure or its service equipment in the Village shall be
as established in the Comprehensive Fee Schedule set forth in Chapter 15 of
Title 1 of this Code. (Ord. Amd. 96-1467-51 eff. 12/9/96)
A. Applicants for a building permit shall submit the estimated construction cost of
the proposed improvements. The building official shall use the most recent
copy of the International Building Code building valuation data report on file for
verifying any estimates. The building official may request a verified statement
of actual costs upon completion of the work. In the event the actual cost
exceeds the estimate, an additional fee based upon such actual costs in
accordance with this Section shall be paid.
5-3-2: REIMBURSEMENT OF PROFESSIONAL REVIEW FEES: Except as
otherwise provided for in this Chapter, Applicants for a building permit shall be
required to remain in compliance with Title 1, Chapter 8, Article D, as a
condition of receiving a building permit.(Amd. Ord. 07-2981-09, eff. 4/23/07)
5-3-2A: NOT FOR PROFIT FEES (Ord. 94-1345-29 eff. 7/11/94)
A. Any charitable organization may file an application with the Village for a waiver
of fees imposed by the Village. The application for waiver of fees shall be in
writing and shall contain all the information necessary to determine the
applicants eligibility under this Ordinance and identify the fees and amounts
which the applicant is requesting to be waived. The Board of Trustees shall
review the application and satisfy itself of the sufficiency of the application and
eligibility of the applicant at a Committee -of -the Whole meeting, and shall then

formally approve or disapprove the application at scheduled regular meeting of
the Village Board of Trustees. The application shall be filed with the Village
Clerk at least five (5) days before the date of the Committee -of -the -Whole
meeting at which the application is to be considered initially.
There shall be no waiver of fees in excess of $5,000 per development or
project.
B. DEFINITIONS
CHARITABLE
ORGANIZATION
Shall mean any not for profit corporation, association or
foundation organized and operated exclusively for religious
purposes, charitable purposes, or for the prevention of
cruelty to children or animals.(Amd. Ord. 98-1543-05, eff.

FEES
Shall mean those fees that would otherwise be required for, or
incurred in connection with, planning, zoning and building
permits in regard to construction, restoration, replacement,
renovation, remodeling, addition or repair of a structure, but
not including sewer and water connection fees and fees or
char es recovering direct out-of-pocket Village expenses.
OUT-OF-POCKET
Shall mean any costs incurred by the Village for outside

services of independent contractors related to the processing

of any petitions or permits, including, but not limited to,
postage, legal fees, costs of legal notices and the cost of any
inspections or analysis required by the Village from outside
consultants.
5-3-3: ADDITIONAL FEES:
A. Lake County Sanitary Sewer Fee: Applicants for connection to, or modification
of, the Village sanitary sewer system shall pay connection fees as required
by the County of Lake. The Building Official shall collect such fee on behalf of
the County and transfer such funds to the County on a schedule in accordance
with the requirements of the County.
B. Outside Agency & Consultant Fees: Applicants for Building Permits shall
reimburse the Village for all costs incurred by contracted or specialized
reviewers necessary to ensure that the application, design, plans and
specifications meet the requirements of the Village. The Village reserves the
right to request a specialized review for any project submitted. In the event
that such a review is required, the Village shall make every effort to inform the
applicant of the need for a specialized review that might not typically be
required, prior to securing the Consultant / Agency for said review.

25. Waiver of Burrdrrr�Per if Fees Building permit fees associated with projects
undertaken by governmental entitles, including, but not limited to, Park Districts, School Districts,
Townships, Rolling Meadows Library, Cook County, and the State of illiaois ar organizations
that are chartered as not-for-profit organizations or entities that have been determined by the
Internal Revenue Service to be exempt from taxation pursuant to Section 501 (c) (3) or 501 (c)
(6) of the Internal Revenue Code (hereinafter "Exempt Entity") may be eligible for waiver of
building permit fees as follows:
a) The Building and Zoning Officer is authorized to waive building permit fees that
do notexceed ve hundred dollars ($500.00) for an Exempt Entity, Any denial of
_
a waiver of fees by the Building and Zoning Officer is subject to appeal to the
Rolling Meadows City Council; and
b) The RoIIing Meadows City Council may approve a waiver of building permit fees
for an Exempt Entity that exceeds five hundred dollars ($S00.00). Under this
Program, an Exempt Entity crust submit to the Building and Zoning Officer a letter
requesting a waiver_ The matter will be submitted to the City Council on the
Consent Agenda segment of the Council meeting. Adoption of the Consent
Agenda, which contains the request for waiver of building permit fees, shall be
approval of the building permit fee waiver. If the Council members wish to debate
the merits of the request, the request shall be removed from. the Consent Agenda
and considered by the Council under the new business portion of the Council
meeting. If the waiver of some or all of the building pen -nit fees is approved by the
City Council, the following would occur:
1. The Exempt Entity would deposit with the City an amount equivalent to
fifty percent (50%) of the building permit fees and pay for all direct out-of-
pocket expenses incurred by or due to the City as a result of the project
(e.g. use of outside pian reviewers, engineering costs, water meter
purchases, utility tap -nn chiraf-0;
2. The Building Department would track actual hours worked by the
inspectors on the project;
3. The City hourly wage and benefit expense of the individual Building
Department inspectors associated with inspections of the project would be
charged against the escrowed building permit deposit and paid to the City;
and
d• At the end of the project, the escrow account would be reconciled. If there
is a balance Ieft over after all charges are made, then the Exempt Entity
would receive the remainder cif its deposit. If the actual expenses exceed
the escrow amount, then the Exempt Entity would be billed for the excess
balance by the. City which would then be promptly paid to tyre City by the
Exempt Entity. The maximum amount that the Exempt Entity would pay

Sec. 6-7. Public Buildings; Permit Fees; Exemptions; Charges:
No building, plumbing or miscellaneous permit fees shall be charged for the issuance of
permits for the construction of any public or parochial school, or any building used by a
township, county, library board, park district of any other taxing body, any church or
building used for religious purposes or any governmentally assisted senior citizen
housing project as that term is defined in the zoning ordinance. In lieu of the fees set
forth in this chapter, any permit applicant of sixty five (65) years of age or more shall
pay a fee of one dollar ($1.00) in the event the project cost does not exceed ten
thousand dollars ($10,000.00). In lieu of the fees set forth in this chapter, the fee
schedule contained in this chapter shall be reduced by fifty percent (50%) for permits
issued for construction of any building owned by a nonprofit corporation and used for a
continuing care retirement community as that term is defined in the zoning ordinance.
Except as modified hereby, the fee schedule contained in this chapter shall remain in
force and effect.
The applicant for such permit shall pay the village for meters, materials and labor
furnished by the village in connection with the issuance of such permits. (Ord. 0-09-06,

Sec. 2-91. Director Of Community Development; Appointment; Control
And Supervision:
There is hereby established the position of director of community development who
shall be appointed by the village manager. The director of community development shall
have control and supervision over all employees assigned to the department of
community development, subject to the approval of the village manager, and be
responsible for all matters related to land use planning, zoning and building code

10 2-1: BASIS OF BUILDINC PERMIT FEES: For the purpose of
determining a basis for computing building permit fees, the
estimated cost of construction shall be determined by the director of
community and economic development and/or code official, as follows:

PUBLIC ENTITIES:
A. Nonprofit Organizations: Nonprofit fnanizations shall be required to
pay full fees for plumbing, electrical and mechanical work. However,
nonprofit organizations shall be required to pay only ten percent
(10%) of the normal fee for any building permit fees.
B. Local Public Entities: All permit fees shall be waived for "local public
entities" defined as: county, township, municipality, municipal
corporation, school district, school board, forest preserve district,
park district, fire protection district, sanitary district, library systems
and all other local government bodies; provided, however, an hourly
rate of thirty three dollars ($33.00) per hour shall be charged to
cover the cost of the inspector. Said hourly rate shall be reviewed
every two (2) years.
The refundable bond or certificate of occupancy shall not be waived. Said
bond shall be a cash bond in order to assure payment of the costs incurred.

5-3-1 FEES FOR PERMITS: The fee for a building permit to construct, alter or
repair any building or other structure or its service equipment in the Village shall be as
described in the Comprehensive Fee Schedule set forth in Chapter 15 of Title 1 of this Code. (Ord.

A. Applicants for a building permit shall submit the estimated construction cost of the proposed
improvements. The building official shall use the most recent copy of the International
Building Code building valuation data report on file for verifying any estimates. The
building official may request a verified statement of actual costs upon completion of the
work. In the event the actual cost exceeds the estimate, an additional fee based upon such
actual costs in accordance with this Section shall be paid.
5-3-2: REIMBURSEMENT OF PROFESSIONAL REVIEW FEES: Except as otherwise
provided for in this Chapter, Applicants for a building permit shall be required to remain in
compliance with Title 1, Chapter 8, Article D, as a condition of receiving a building permit.(Amd.

($1,000,000.00). Thereafter, the fee shall be eight dollars fifty cents
($8.50) for each one thousand dollars ($1,000.00) of valuation or
fraction thereof for valuation in excess of one million dollars
($1,000,000.00) and less than five million dollars ($5,000,000.00).
Thereafter, the fee shall be six dollars seventy five cents ($6.75) for
each one thousand dollars ($1,000.00) of valuation or fraction
thereof for valuation in excess of five million dollars ($5,000,000.00).
2. Demolition: Demolition permits for industrial and commercial
buildings and accessory structures shall be five hundred dollars
($500.00).
C Not For Profit Organization Fees: Fees for not for profit organizations
that are approved and registered pursuant to applicable state and
federal statutes shall be sufficient to cover the city's out of pocket
costs only. Out of pocket costs relate to payments to service
providers necessary for project review, inspection and completion.
D. Valuation: An applicant for a commercial or remodeling building
permit shall give the estimated cost of the proposed improvement,
but for purposes of establishing the valuation, the building
department shall use the most recent copy of the "Means Square
Foot Costs" on file in the building department. (Ord. 0-03-09,

E. Outside Consultant: In the event the city is required to utilize
consulting, engineering, inspection or legal services in the review of
any building plans or construction drawings, or in any phase of a
permitted project, the applicant shall be required to reimburse the
city for the actual costs incurred by the city for those review
services. This provision shall be read as a fee in addition to other
fees charged pursuant to a permit issued under this code. (Ord.

F. Engineering Plan Review: The city engineer will determine if
construction within the city limits will require an engineering plan
review. Said review will cost five hundred dollars ($500.00) per acre.
Refer to section 4-5-13 of this chapter for additional review and
inspection fees that may be applicable.
G. Penalty For Building Projects Without An Approved Building aPermit:
The penalty for building without a permit is set to a minimum of fifty
dollars ($50.00) or the cost of the permit, up to five hundred dollars
($500.00), whichever is greater. This subsection requires the violator
to: pay the permit cost, the penalty, and stop work until the building

Village Board Waivers:
From time to time, public, nonprofit, and/or private organizations are subject to various
village of Schaumburg fees and charges to implement a program, project or when
requesting permission to hold special events. When appropriate, these fees and
charges may be waived by the village board.
Requests for fee and charge waivers shall be provided by separate letter on the
organization's letterhead, submitted to the village manager in order to make a formal
request for fee waiver to the village board. The village manager, or designee, will
provide a recommendation to the village board for approval/denial.
Administrative Waivers:
When appropriate, the village manager, or designee, may waive fees and charges
related to nonprofit organizations' special event permits, construction permits, zoning
fees, or CDBG funded projects for amounts of two thousand five hundred dollars
($2,500.00) or less. Requests for fee and charge waivers shall be provided by
separate letter on the organization's letterhead, submitted to the village manager, in
order to make a formal request for fee or charge waivers. The village manager, or
designee, will review the request and provide notice as to the approval/denial of the
req uest.

OF THE VILLAGE OF STREAMWOOD
WHEREAS, the Residents of the Village of Streamwood are fortunate to be the recipients
of many fine charitable acts from the wealth of Not -For -Profit Charitable Organizations who
service our community; and
WHEREAS, the organizations occasionally find themselves requiring various Village
permits, licenses, etc.; and
WHEREAS, the costs of the Village fees accompanying these permits, fees, etc., might
be better spent on charitable acts by improving the quality of life in Streamwood.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the
Village of Streamwood, Cook County, Illinois, that a policy is adopted that Village fees for
license permits, etc., as they apply to Charitable Not -For -Profit Corporations may be waived
upon review by the Board if said fees are merely incidental and do not exceed $150.
