Real Estate Transfer Tax Discussion: A separate memorandum from Finance Director Dave Erb is included with the agenda outlining the option to change the transfer tax responsibility to the seller instead of the buyer as it is currently levied. The proposal to change the responsibility will significantly reduce the complexity of the collection of this tax and increase efficiency by reducing the number, of processing steps to issue the transfer. 2. 2015 COW Topics: Attached is a proposed schedule for COW topics that have been placed on the calendar for the upcoming year along with the back-up of the topics that were suggested by staff and elected officials. A couple of topics were not placed on the schedule and additional direction is requested as to specifics of the topic. Staff would also request additional information on several topics to ensure proper research and analysis can be undertaken. Staff is also requesting consensus on topics to ensure placement upon the annual calendar. 3. Village Board Strategic Goal Update: The Village Strategic Goals were approved in the spring of 2014. Since that plan has been approved staff has included the goals in the 2015 budget as part of the individual department goals and objectives. As future budgets are created additional departmental activities will be tracked through utilization of the strategic goals and objectives. Staff has linked the Committee of the Whole topics and discussions to strategic goals with each agenda presented. Department directors have provided a list of departmental objectives utilizing strategic goals with measureable success factors to monitor adherence and achievement to the strategic goals to Village Administration. Staff plans to continue to utilize strategic goals for departmental objectives for future staff evaluations as a measure of performance.
