Village Manager's Report 02/17/2015Mount Prospect Public Works Department INTEROFFICE MEMORANDUM TO: ACTING VILLAGE MANAGER DAVID STRAHL FROM: VILLAGE ENGINEER DATE: FEBRUARY 12, 2015 SUBJECT: NORTHWEST HIGHWAY STREETSCAPE CONSTRUCTION BID CONCURRENCE (VILLAGE COST NOT TO EXCEED $650,045) Background In 2013 the Village of Mount Prospect received $678,000 in Illinois Transportation Enhancement (ITEP) Funds for the construction of Streetscape Improvements along Northwest Highway. The project included the sections of Northwest Highway between Forest Avenue and Fairview Avenue, Maple Street and Louis Street, and George Street to Albert Street. In May of 2014, the Village signed a Local Agency Agreement with the Illinois Department of Transportation (IDOT) establishing the division of cost for the project. The agreement also established that the project construction contract would be awarded by IDOT through their competitive bidding process. IDOT will pay the contractor directly and the Village will reimburse IDOT for our share of the construction cost. Bid Results IDOT opened bids on January 30, 2015. 8 contractors bid on the project and Path Construction Co. of Arlington Heights was the low bidder with a bid of $1,268,950. The complete bid results are: Path Construction Co., Inc. $1,268,950.00 Alliance Contractors, Inc. $1,274,985.90 A Lamp Concrete Contractors, Inc. $1,282,348.75 Lorusso Cement Contractors, Inc. $1,302,653.12 Martam Construction, Inc. $1,364,023.00 Landmark Construction, Inc. $1,390,118.50 Kovilic Construction Co., Inc. $1,485,195.50 Engineer's Estimate of Cost $1,115,120.50 The low bid is $113,829.50 above the project estimate of cost. The increase is mainly due to significant increases in concrete prices that are occurring on all 2015 construction projects. The maximum federal participation is capped at $678,000, so the Village would be responsible for the remaining cost of $590,950. IDOT is seeking the Village's concurrence to award the contract to the as -read low bidder in the amount of $1,268,950. To allow for contingency in contract quantities, 10 % should be added bringing the Village's share to a not to exceed amount of $650,045. Dorsey cc: Village Clerk Lisa Angell H:\Engineering\Agencies\ITEP\ NW Hwy Streetscape\Bid Concur Mm.docx Mount Prospect Mount Prospect Public Works Department INTEROFFICE MEMORANDUM TO: ACTING VILLAGE MANAGER DAVID STRAHL FROM: WATER/SEWER SUPERINTENDENT DATE: FEBRUARY 12, 2015 SUBJ: BID RESULTS FOR INSTALLATION OF EMERGENCY STAND-BY GENERATOR AT BOOSTER STATION 11 ($422,000) Background The Village Board has sanctioned a multi-year capital improvement plan to equip each of the deep well pumping stations with emergency generators to power deep wells and booster pumps in the event power from Commonwealth Edison is disrupted. Three (3) generators were previously acquired and installed at Stations 5, 16 and 17. Last year the Village Board authorized the purchase of the fourth, and final, generator which is to be installed at Booster Station 11 located on the Mount Prospect Park District Golf Course. The generator has been manufactured and is awaiting delivery to the Village. Prior to delivery, the site must be improved to accept and utilize the generator. This work includes the provision of the concrete pads for the generator and a 4,000 gallon diesel fuel tank, on-site electrical connections, utility relocation work, as well as wiring and conduit installation. The work will also include the startup of the generator and coordination with the generator vendor, Patten Power Systems of Elmhurst, Illinois to ensure the successful operation of the generator system. Staff worked with the Mount Prospect Park District to ensure that the generator installation would not adversely affect the current golf course renovation. Both projects are to be completed in the late spring of 2015. The park district asked that a line item be added to the bid which would allow the new generator to provide emergency backup power to both of the park district buildings located near the site. The existing generator is sized to handle all loads; the deep well (400 HP motor), the high service pumps (100 HP maximum) and the booster station normal electric and lighting loads. The additional load for the park district's two maintenance buildings is minimal and can be accommodated without upsizing the generator. If the Mount Prospect Park District elects to perform this work, they will reimburse the Village for the additional cost ($14,000). With the completion of this project, four (4) of the Village's five (5) water wells/booster pumping stations (Station 5, 16, 17 and this latest at Station 11) will have the capability of running Page 2 of 2 Bid Results for Installation of Emergency Stand-by Generator at Booster Station 11 ($422,000) February 12, 2015 independently of the Commonwealth Edison electrical power grid. Booster Station 4 cannot be configured with an emergency generator due to site space restrictions. Bid Results Burns & McDonnell Consulting Engineers of Downers Grove, Illinois prepared the bid specifications for the installation of the generator and diesel fuel tank. The bid was advertised in the local paper for opening on February 2, 2015. The bid opening was delayed one week due to the blizzard. There was a mandatory pre-bid meeting with five (5) local contractors in attendance. The bids were received, opened and read aloud on February 9, 2015. The following three (3) bids were received: 1. Argon Electric Co., Buffalo Grove IL $422,000 2. Courtesy Electric Inc., Chicago IL $520,500 3. Fitzgerald's Electrical Contracting, Big Rock IL $670,000 Discussion All bids received were properly submitted and include necessary bid sureties. All bid forms were properly signed. There were no discrepancies or irregularities in any of the bid documents. The two (2) addenda were acknowledged by all bidders. The apparent lowest cost bid was submitted by Argon Electric, Company of Buffalo Grove, Illinois. The Village has worked with Argon Electric previously for the 2010 Sanitary Sewer Relief Station Emergency Backup Power and the 2014 Standby Emergency Generator installation at Booster Station 17 projects. The firm was responsive, on-time and on budget with both projects. Argon Electric has performed generator work for commercial and institutional clients and their references have been very favorable. Staff is not recommending a contingency allowance for this project. It is the opinion of staff that the scope of work and bid quantities are sufficiently defined to negate the need for a contingency allowance on this project. It is staff's goal to commence work in March and reach final completion, including site restoration, prior to the mid -summer re -opening of the Mount Prospect Golf Course. Recommendation Staff recommends that the Board accept the lowest cost bid for the installation of an emergency, stand-by generator at Booster Station 11 as submitted by Argon Electric, Inc. of Buffalo Grove, Illinois in an amouni not to exceed $422,000. Sufficient funds exist in the water/sewer enterprise fund. These standby units are designed to provide all of the electrical power sufficient to run the village's deep wells and booster pumps at each site. Over the past several years, the village installed emergency generators at three (3) deep well/booster pumping stations including station 5, 16 and 17. For each project, an electrical engineer was needed to prepare the plans and specifications for both the generator purchase and its subsequent installation. DISCUSSION For the first two sites; staff used the services of the Farnsworth Group of Bloomington, Illinois and for the third unit, Burns & McDonnell Engineers of Downers Grove, Illinois. Burns & McDonnell assisted with the review and purchase of the fourth generator unit which was purchased in 2014 under a joint purchase agreement from Patten Power Systems of Wheaton, Illinois. Staff is recommending the continued use of consulting engineer, Burns & McDonnell Engineers to complete the installation of the fourth unit at Station 11. At staff's request, Burns submitted a proposal to supply specified engineering assistance after contract award that includes oversight of the project and contract administration. Their fee to assist the Village with this project for 2015 is $25,700 based on an estimated four to six weeks of part-time assistance. Engineering services for this type of work usually range between 8-10% of the overall project costs. When the engineering fee is compared to the installation bid award being considered by the Board, this engineering fee proposal is below that percentage range and is considered reasonable by staff. Page 2 of 2 Construction Engineering for Generator Installation at BPS 11 ($25,700) February 12, 2015 Staff has worked well with Burns & McDonnell on several projects over the past few years, including the acquisition and installation of standby generators for the sanitary sewer relief stations, the replacement of George Street North and South sanitary sewer relief stations, and the acquisition and installation of the standby, emergency generator for Booster Pumping Station 17. RECOMMENDATION I recommend that the Village Board authorize a professional services agreement with Burns & McDonnell Engineers of Downers Grove, Illinois, for construction engineering services associated with the installation of a standby emergency generator at Station 11 for an amount not to exceed $25,700. Sufficient funds for this proposed contract exist in the water/sewer enterprise fund. Matt Overeem S P. TREE CM USA SUBJECT: BID RESULTS FOR PARKWAY TREE FURNISHING AND PLANTING CONTRACT ($280,363) BACKGROUND Bids were recently opened for the provision and installation of parkway trees. Bid prices were sought for a wide variety of tree species, in sizes ranging from 1-1/2" to 5" in trunk diameter. Bidders submitted a cost per tree to furnish, install and guarantee each tree. Bid prices will be good through December 2015. BID RESULTS Twenty-three invitational bid packets containing the specifications were mailed. A separate "Bid Notice" was published in a local newspaper. Six sealed bids were opened on February 9, 2015. Three No bid letters were received. Bid results are attached. DISCUSSION At this time, we do not know how many trees we will need to order this year. Based on last year's parkways tree removals, we estimate we may need about 800-900 trees for the Tree Replacement/Furnishing project. We received bids from six contractors: Huffman Landscape, KGI Landscaping, Acres Group, Arthur Weiler, Inc, Apex Landscaping, Inc, and Brancato Landscaping, Inc. No one contractor provided prices on all sizes and species listed on our bid sheet, nor were any of the bidders low on every species they quoted. Huffman Landscape, KGI Landscaping, Acres Group and Arthur Weiler, Inc. have successfully planted many trees for us in the past. Apex Landscaping, Inc. and Brancato Landscaping, Inc. have not worked for us before. However, each of the six contractors, including the new bidders, submitted bids with adequate references to complete an order of tree furnishing and planting. BID RECOMMENDATIONS There is a total of $280,363 in various tree planting accounts in the 2015 Village budget. For the Parkway Tree Furnishing and Planting project, I recommend that we split the order among Huffman Landscape, KGI Landscaping, Acres Group, Arthur Weiler, Inc., Apex Landscaping, Inc. and Brancato Landscaping, Inc. Each tree will be ordered from the lowest bidder for that size and species. If not available from that bidder, it will be ordered from the next lowest bidder, etc. The total of all expendit:—sev for the contract wi not exceed $280,363. MAIN STREET The Village is currently pursuing the demolition of the Central Plaza Shopping Center located at 2-40 N. Main Street to eliminate existing property maintenance issues that have not been addressed. The Village has had to pursue the demolition order because no person or entity has come forward to claim ownership of the property and therefore responsibility for addressing these issues. In order to fully evaluate the current condition of the property and to strategize our next steps in possibly acquiring the property, the Village is pursuing a Phase II Environmental Assessment. PROPOSALS A Request for Proposals (RFP) was sent out on January 23, 2015 to environmental contractors who specialize in environmental assessments. Six (6) firms were solicited for this work and five (5) responded by the February 6, 2015 deadline. The following proposals were received: DISCUSSION The lowest cost proposal was from Environmental Consulting Group, Inc. (ECG) in the amount of $9,970. Unfortunately this proposal did not fully address all of the components of the RFP and provided for a more limited scope of work on key components of the RFP. The next lowest cost proposal which was submitted by Tetra Tech addressed all components of the RFP. Tetra Tech also demonstrated that they have extensive experience with similar projects throughout the area. Therefore, staff is recommending that the Village award the contract to the lowest, responsive proposal, Tetra Tech. The work will be scheduled to begin in the next few weeks with a final report completed by mid-March.. RECOMMENDATION The following two recommendations are being made: 1. That the Village Board reject the proposal submitted by ECG as non-responsive to the RFP documents. 2. That the Village Board award the environmental site assessment services contract to the lowest, responsive proposal, Tetra Tech in an amount not to exceed $24,774. Mount Prospect Public Works Department INTEROFFICE MEMORANDUM TO: ACTING VILLAGE MANAGER DAVE STRAHL FROM: FORESTRY/GROUNDS SUPERINTENDENT DATE: FEBRUARY 11, 2015 SUBJECT: BID RESULTS — TURF MOWING — $50,000 BACKGROUND Bids were recently opened for turf mowing of publicly owned sites throughout Mount Prospect. Bidders submitted a weekly cost to mow each individual site. Contractors were also asked to include a price quote to mow 100 square feet, in order for the Village to add areas during the course of the contract. Finally, a provision was included which will allow us to extend the contract for a second and third year at the same bid prices, if both the contractor and Village agree. BID RESULTS Nineteen invitational bids were mailed and a notice was published in a local newspaper. Five bids and one "no bid" letter were received. We also have the ability to add or remove sites from the contractor's assignment list if we wish. It is feasible we may increase the number of mowing sites or size of the sites. Therefore, staff requests that the bid award include a small contingency, in the amount of $3,392.95, in the event that additional mowing sites are needed. Bid Results —Turf Mowing February 11, 2015 Page 2 of 2 The lowest bidder, Herrera Landscape, Inc. has not worked for us before. However, they submitted four satisfied references for municipal or housing authority mowing contracts of a similar size and nature. BID RECOMMENDATION I recommend award of contract to the lowest qualified bidder, Herrera Landscape, Inc. in an amount not to exceed $50,000 ($46,607.05 base bid + $3,392.95 contingency = $50,000) in 2015. Funds are available for this contract in the current budget. I also recommend that the Village Board authorize staff to execute up to two (2) one year contract extensions provided the work is performed satisfactorily and the contractor agrees to hold prices.
