A PROCLAMATION RECOGNIZING THE
MANY CONTRIBUTIONS OF ARLENE PRCHAL
TO THE CREATION AND MAINTENANCE OF THE
MOEHLING PARK BUTTERFLY GARDEN
WHEREASArlene Prchal,
,has devoted her time, experience and knowledge as a dedicated member of the Garden
Club of Mount Prospect, serving as a member with distinction for twenty (20) years; and
WHEREAS, Arlene Prchal
as a long time and valued member of the Garden ClubMount Prospect, served as club
of
treasurer and chair of the Garden Club’s Butterfly Garden Special Project Committee; and
WHEREASArlene Prchal
, throughout her years with the Garden Club ofMount Prospect, has lent her hand to many
projects including the Mount Prospect Historical Society museum campus gardens and the creation of the Moehling
Park Butterfly Garden; and
WHEREAS, Arlene Prchal,
enthusiastically supported the Garden Club’s participation and contribution to the
Arlene Prchal
Village of Mount Prospect’s annual Arbor Day Ceremony – with shovel in hand, assisted in the
ceremonial planting of numerous trees; and
WHEREAS, Arlene and Paul Prchal
have raised more than 3,000 monarch and other butterflies over the past ten
(10) summers; and
WHEREAS, Arlene Prchal,
fondly referred to as “the butterfly lady,” has graciously shared her love and knowledge
of butterflies with her fellow Garden Club members as well as numerous youth and adult groups, encouraging them to
share in the joy and beauty of raising butterflies; and
WHEREASArlene Prchal
, under the tutelage of , members of the Garden Club participated in a 2014 summer project
to grow butterflies in their own backyards; and
WHEREAS,Arlene Prchal
took particular pride in the Moehling Park Butterfly Garden and demonstrated great
concern for its care; and
WHEREASArlene Prchal
, since the September 3, 2002 dedication of Moehling Park, 10 South Pine, has been
instrumental in the maintenance of the Moehling Park Butterfly Garden, one of the Village’s most popular and
aesthetic summer sites; and
WHEREASArlene Prchal
, through her work on the Moehling Park Butterfly Garden, has created a lasting imprint
that will be long enjoyed by a grateful community; and
WHEREAS
, on behalf of all the residents of the Village, the Mayor and Board of Trustees of the Village of Mount
Arlene Prchal
Prospect express their sincere gratitude to for her many contributions to the Garden Club of Mount
Prospect and the community.

WHEREAS,
during National African American History Month, we honor the
achievements and celebrate the rich heritage of African Americans; and
WHEREAS,
in 1926 Carter G. Woodson initiated Negro History Week, which, in
1976, was expanded to the entire month of February to recognize and celebrate
contributions of African-
WHEREAS
, t walks of life
have offered their talents to the betterment of American Society. Through their
extraordinary accomplishments, these leaders helped bring our Nation closer to
fulfilling its founding ideas; and
WHEREAS,
from the beginning of our Republic, free people of African descent have
seen themselves as citizens, members of society, and therefore due equal rights. To
honor the efforts of those who have fought for social justice in our nation the 2015
Black History Month theme is Frederick Douglass,
W.E.B. Du Bois, Martin Luther King, Jr., and Fanny Lou Hamer are all associated
with the struggle for civil rights; and
WHEREAS, History Month
throughout ,we celebrate the many contributions
African Americans have made to our Nation, and we are reminded of their courage in
their struggle to change the hearts and minds of our citizens.
NOW, THEREFORE
, I, Arlene A. Juracek, Mayor of the Village of Mount Prospect,
do hereby proclaim February, 2015 as
and I encourage all individuals to take advantage of opportunities to educate
themselves and raise awareness and appreciation of the history and contributions of
African-Americans to our great nation, while striving to eliminate even the most
minute evidence of discrimination towards all individuals.

EMERSON’S ALE HOUSE

REQUEST FOR CLASS “F-3” LIQUOR LICENSE
On Wednesday January 21, 2015 the Acting Village Manager and Administrative Assistant to the Village
Manager met with prospective owners Messrs. George Tselos and Nicholas Lynkouretzos regarding a
request for the creation of a new Class “F-3” liquor license for the above-referenced restaurant. The
current owner is selling and the purchase of the business is contingent upon approval of the liquor
license. The Class “F-3” license provides for the full service of alcohol in a restaurant with lounge.
Mr. Tselos previously owned, operated and held a liquor license in Franklin Park, Illinois at Crystal
Fountain Cafe which was in good standing with the municipality. Mr. Lynkouretzos currently manages the
family owned Crystal Sky Banquets in McCook, Illinois. Both intend to make this venture their full-time
endeavor and will be on the site as the management team.
The business will continue to operate under the name Emerson’s Ale House. Mr. Tselos indicated he
anticipates the existing wait and support staff will remain with the restaurant and has created an
employee handbook with policies and procedures to review with all employees. With regard to the décor
and operation of the establishment, the applicants plan no substantive changes other than increased
indoor lighting and the hiring of former “Ditka’s” restaurant Chef Baker to upgrade the menu featuring
American Grill entrees. Lunch and dinner will be served seven days a week and hours of operation will
remain the same.
TheActing Village Manager discussed at length the Village’s particular sensitivity to the sale of alcohol to
minors or clearly intoxicated persons. The requirements of the Village’s Fight Ordinance were also
discussed. The Acting Village Manager made it veryclear to all present that the restaurant managers
were responsible for the actions of all restaurant employees with regard to the service of alcohol. Also
discussed was the need for all employees involved in the delivery of alcohol to complete a certified liquor
servers training course.
A completed application as well as all other required documentation is on file. Both Messrs. Tselos and
Lynkouretzos have completed background checks, fingerprinting and Basset certification in association
with the Emerson Ale House application. As required by the Village Code additional managers and
individuals involved with the sale and service of alcohol must complete a certified liquors training course.
If the Village Board views this application favorably, an Ordinance creating a new Class “F-3” License is
recommended for adoption.

BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOISACTING IN THE EXERCISE OF THEIR HOME RULE
POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village
Code of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor
Licenses available in each Classification and shall establish a list specifying the number of Liquor
increasing the number of Class “F-3”Liquor
Licenses authorized. Said list is hereby amended
