Commissioner Beattie made a motion, seconded by Commissioner Kueter to approve the minutes of the October 23, 2014 Planning and Zoning Commission Meeting; the minutes were approved 5-0. Commissioner Younquist introduced Case PZ -35- 14 900 Business Center Drive. Ms. Andrade stated the Petitioner for PZ -35-14 is seeking Conditional Use approval to operate a sports training and teaching establishment at 900 Business Center Drive. Ms. Andrade stated the Subject Property is located on the north side of Business Center Drive, in the Kensington Business Center, and includes a 43,840 square foot office and warehouse building with related improvements. The existing building includes two (2) tenant spaces. The west half of the building is currently occupied by BladeRoom. The east half is vacant. The Subject Property is zoned Il Limited Industrial and borders the I1 Limited Industrial District on all sides. Ms. Andrade stated the Petitioner currently operates a sports training and teaching establishment at 604 W. Central and would like to open up a second location at the Subject Property. The Petitioner would like to remodel the east half of the building to operate a sports training and teaching establishment. The floor plan indicates nine (9) batting cages, restrooms, and a viewing room. The sports training and teaching Planning and Zoning Commission Meeting- November 13, 2014 PZ -35-14 Keith Youngquist-Vice Chair Page 1 of 4 establishment would offer baseball and softball training to athletes of all ages and is anticipated to operate Monday through Friday from 3 PM to 10 PM and Saturdays and Sundays from 8:00 am to 6:00 pm. Ms. Andrade stated the proposed sports training and teaching establishment will require thirty-one (3 1) parking spaces. The existing tenant's parking requirement is twenty five (25). Therefore, the overall parking requirement for the Subject Property would be fifty-six (56), which would not be an issue as the property provides sixty (60) parking spaces. Ms. Andrade summarized the Standards for a Conditional Use as the following: The Conditional Use will not have a detrimental impact on the public health, safety, morals, comfort or general welfare; The Conditional Use will not be injurious to the use, enjoyment, or value of other properties in the vicinity or impede the orderly development of those properties; There is adequate provision for utilities, drainage, and design of access and egress to minimize congestion on Village streets Ms. Andrade stated that the Petitioner indicates the building located on the Subject Property would work great for a sport's training and teaching establishment. The building consists of high ceilings and over 13,000 square feet of available space. The Petitioner states the proposed facility would not affect the adjacent property as the majority of the classes would take place after 5:00 pm during the week and on the weekends when other businesses will not be in operation. Ms. Andrade stated that Staff has reviewed the Petitioner's request and is supportive. Staff does not feel the proposed sports training and teaching establishment would have an adverse impact on the public or adjacent properties. Ms. Andrade further explained the Subject Property consists of existing utilities and access and egress drives. Further, the proposed sports and teaching establishment would be consistent with similar uses in the area. Conditional uses for similar uses have been approved for properties in the Kensington Business Center including 520 and 550 Business Center Drive, and 600 Wheeling Road. Ms. Andrade stated Staff finds the proposed sports training and teaching establishment meets the Conditional Use standards and recommends that the Planning & Zoning Commission adopt staff findings as the findings of the Planning and Zoning Commission and recommend approval of the following motion: "To approve: A Conditional Use for a sports training and teaching establishment at 900 Business Center Drive, subject to the following condition: 1) Compliance with all applicable Village Code requirements, including, but not limited to, fire code, lighting regulations, sign code regulations, and building regulations." Ms. Andrade stated the Village Board's decision is final for this case. Commissioner Youngquist asked if the space is currently vacant. Ms. Andrade confirmed the space is vacant. Ms. Andrade stated Bladeroom was a manufacturer of data centers. Their space is divided up into office space and a showroom. Commissioner Youngquist swore in Ken Strickland 2015 E. Freemont Court, Arlington Heights; and Ron Caccini 16 E. Campbell Arlington Heights. Mr. Caccini gave a brief history regarding their business and success at the 604 W. Central location. He further explained that they have become so busy they need to expand in order to accommodate the growth of their business. Mr. Caccini stated they choose the Subject Property because it's a great space that doesn't require a lot of work. Mr. Strickland stated that he has met with the fire and building departments at the Subject Property to get the requirements needed in order to comply with code should the Conditional Use get approved. Commissioner Beattie asked if they are closing the location on Central. Mr. Caccini stated they are not closing the Central location and have hopes to expand there as well in the next few years. He further explained that customers come from a number of the outlying suburbs to train at the facility. Mr. Caccini gave a brief description of the business development opportunities the training facility has coming up in the near future. He explained the Subject Property would be perfect for the new training classes because of its high ceilings and space. Mr. Caccini stated that they will have to remove some office spaces within the Subject Property because they are not needed. Commissioner Beattie asked how many coaches and students would be using the facility on average. Mr. Strickland stated they expect up to four (4) staff members and about twenty-eight (28) students at any given time. He further explained teams will come in for about ninety (90) minute sessions and individuals for thirty (30) minute sessions. Commissioner Youngquist commented that the Kensington Business center has recently become a popular place for similar businesses and thinks that it works well for training facilities. Commissioner Youngquist, hearing no citizens to be heard, closed the public portion of the meeting and brought discussion back to the board. Commissioner Beattie made a motion seconded by Commissioner Kueter to approve the following motion: A Conditional Use or a sports training and teaching establishment at 900 Business Center Drive, subject to the following condition: 1) Compliance with all applicable Village Code requirements, including, but not limited to, fire code, lighting regulations, sign code regulations, and building regulations." Commissioner Beattie made a motion seconded by Commissioner Kueter to adjourn at 8:15 pm. The motion was approved by avoice vote and the meeting was adjourned.
