FINANCIAL REPORT/BUDGET REPORT
FINANCIAL REPORT Trustee Hoefert, seconded by Trustee Clowes, moved to accept
the financial report dated May 1, 1995 through December 31,
1995, subject to audit.

MAYOR'S REPORT
APPOINTMENTS No appointments were presented.
COMMUNICATIONS AND PETITIONS, CITIZENS TO BE HEARD

OLD BUSINESS
ZBA 16-CU-95 ZBA 16-CU-95, 209 South Pine Street
209 S. PINE ST. An Ordinance was presented for first reading that would grant a
Conditional Use to allow a circular driveway in the front yard.
The Zoning Board of Appeals recommended granting this request
by a vote of 7-0.
Trustee Wilks, seconded by Trustee Clowes, moved to waive the
rule requiring two readings of an Ordinance.

ORD.NO. 4772 Trustee Wilks, seconded by Trustee Clowes, moved for passage
of Ordinance No. 4772
AN ORDINANCE GRANTING A VARIATION FOR
PROPERTY COMMONLY KNOWN AS
209 SOUTH PINE STREET

ZBA 18-V-95 ZBA 18-V-95, 524 East Northwest Highway
524 E. NORTHWEST An Ordinance was presented for first reading that would grant a
HIGHWAY variation to reduce the number of off-street parking spaces from
the required 9 spaces to 3 spaces. The Zoning Board of Appeals
recommended granting this request by a vote of 7-0. -.
It was noted that the proposed Ordinance contained the condition
that the variation was granted to Dr. Dolly Thomas as long as only
two examining rooms were provided in this building.

Trustee VVilks asked that this area be monitored in an effort
to prevent parking problems in the residential neighborhood.
Trustee Hoefert, seconded by Trustee clowes, moved to waive
the rule requiring two readings of an Ordinance.

AN ORDINANCE GRANTING A VARIATION FOR

The Safety Commission had recommended a change in the parking SAFETY
and loading regulations on Weller Lane around the foot bridge to COMMISSION:

It was noted that the School District wants to keep the existing
parking, which provides for a 90 foot area for dropping off students.
The Safety Commission wanted to restrict parking for a distance
approximately 80 feet on each side of the foot bridge.
It was noted that parents are used to the existing regulations and
since that school will only be open for another 4-1/2 months, it
would be best to leave the regulations as presently exist.
Trustee Clowes, seconded by Skowron, moved to concur with the
recommendation of the Safety Commission to prohibit parking
approximately 80 feet on each side of the foot bridge.

Motion failed.
An Ordinance will be presented at the next meeting of the Village
~'"' Board reflecting any parking restrictions, if necessary.
PUBLIC HEARING PUBLIC
Mayor Farley celled a Public Hearing to order at 8:P.M., noting HEARING:
that the Public Hearing was celled pursuant to proper legal VACATE
notice having been published in the Mount Prospect Herald on
January 1, 1996 for the purpose of considering vacating the
unimproved portions of Ojibwa Trail and Go Wando Avenue.

It was noted that this subdivision was originally built in Cook
County and the roadways originally dedicated for Ojibwa Trail and
Go Wando Avenue Were not improved as roadways along the east
and southern boundaries of the subdivision, instead, Ojibwa Trail
was paved on the west side of the homes. Since the unimproved
roadway still exist on paper, it would be appropriate to vacate
these areas and dedicate the actual roadway.
An Ordinance vacating the subject property was presented for first
reading.
Mayor Farley closed the Public Hearing at 8:06 P.M.
Trustee Wilks, seconded by Trustee Hoefert, moved to waive the
rule requiring two readings of an Ordinance.

ORD.NO. 4774 Trustee VVilks, seconded by Trustee Hoefert, moved for passage
of Ordinance No. 4774
AN ORDINANCE VACATING AN UNIMPROVED
ROADWAY (OJIBWA TRAIL & GO WANDO AVENUE)

Motion carried.
PLAT OF VACATION Trustee Clowes, seconded by Trustee Wilks, moved to authorize
the Mayor to sign and Clerk to attest his signature on the Plat of
Vacation for unimproved Ojibwa Trail and Go Wando Avenue.

Skowron, Wilks

PLAT OF DEDICATION Trustee Clowes, seconded by Trustee VVilks, moved to authorize
the Mayor to sign and Clerk to attest his signature on the Plat of
Dedication for Ojibwa Trail.

ACCEPT A request was presented to accept the public and private
IMPROVEMENTS: improvements installed in conjunction with the Nipper
NIPPER Resubdivision located at 1216 and 121B Cardinal Lane.

the improvements, public and private, installed in conjunction

VILLAGE MANAGER'S REPORT
Village Manager Michael E. Janonis presented bids results for BIDS:
various items.
The following bids were received for tree removal, based on the TREE
removal of 33 specific trees: REMOVAL

It was noted that the budget provides for a total of $15,000 which
will allow more trees to be removed as needed.
Trustee Hoefert, seconded by Trustee Clowes, moved to concur with HENDRICKSEN
the recommendation of the administration and accept the Iow bid
submitted by R. W. Hendricksen Company for parkway tree
removal in an amount not to exceed $15,000.00.

The following bids were received for tree trimming: TREE

It was noted that the budget provides for tree trimming costs
of $100,000 and the Iow bidder agreed that the cost would
not exceed the budgeted amount, it was also noted that
the bid specifications contained a prevision where the bid
amount could be extended for a 2nd year.
Trustee Wilks, seconded by Trustee Clowes, moved to concur HENDRICKSEN
with the recommendation of the administration to accept the

bid submitted by R. W. Hendricksen Company for tree trimming at
a cost not to exceed $100,000 and with the provision that this bid
amount could be extended for a 2nd year.

LIFE INSURANCE Village Manage Janonis presented the following proposals for life
insurance for Village employees:

STANDARD INS. Trustee Hoefert, seconded by Trustee Clowes, moved to accept
the proposal submitted by Standard Insurance for Life Insurance
at a cost of $.25 per $1,000 coverage, which proposal would be
accepted for a three year period.

CLOSED SESSION CLOSED SESSION
Trustee Clowes, seconded by Trustee Skowron, moved to go into
a joint Closed Session with the Mt. Prospect Park District for the
purpose of discussing eminent litigation of the use of property
owned by the Mount Prospect Park District located at 1326 West
Central Road.

The Village Board went into Closed Session at 8:35 P.M.
