ZBA 71-Z-93 and ZB^ 72-SU-93, Creekside at Old Orchard, Northeast corner of Rand Road and Euclid Avenue 1. 2nd reading of AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF THE VILLAGE OF MOUNT PROSPECT This Ordinance rezones the subject property from C-R (Conservation Recreation) Distdct to R-4 (Multi-Family) District. (Exhibit A) 2, 2nd reading of AN ORDINANCE GRANTING A SPECIAL USE IN THE NATURE OF A PLANNED UNIT DEVELOPMENT FOR PROPERTY LOCATED AT THE NORTHEAST CORNER OF RAND ROAD AND EUCLID AVENUE (CREEKSIDE AT OLD ORCHARD) This Ordinance grants a Special Use in the nature of a Planned Unit Development in order to allow four 5-story buildings with a total of 200 residential condominium units. (Exhibit B) 3. 2nd reading of AN ORDINANCE AUTHORIZING THE EXECUTION OF AN AMENDMENT TO AMENDED CONSENT DECREE IN CHICAGO TITLE AND TRUST, ETC ET AL V. MOUNT PROSPECT, 65 CH 5300 This item should be deferred until the final draft of the Consent Decree has been reviewed and approved by staff. B. ZBA 2-CU-94, 1814 Bonita Avenue 1st reading of AN ORDINANCE GRANTING A CONDITIONAL USE FOR PROPERTY LOCATED AT 1814 BONITA AVENUE This Ordinance grants a Conditional Use to allow a detached garage designed to house more than 2 motor vehicles, allowing a 528 square foot addition to the existing garage. The Zoning Board of Appeals recommended granting this request by a vote of 7-0. (Exhibit C) C. ZBA 9-A-94, Amend Chapter 14 (Zoning Ordinance) 1st reading of AN ORDINANCE AMENDING ARTICLE XIV ENTITLED R-5 (SENIOR CITIZEN RESIDENCE DISTRICT) This Ordinance amends the Chapter 14 (Zoning Ordinance) to allow a convalescent home-nursing home as a Conditional Use as well as establish a definition of Convalescent/Nursing Home. The Zoning Board of Appeals recommended granting this 'request by a vote of 6-1. (Exhibit D) D. ZBA 10-Z-94 and ZBA 11-CU-94, 350 North Wolf Road 1. 1st reading of AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF THE VILLAGE This Ordinance rezones the subject property from O-R (Office Research) to R-5 (Senior Citizens Residence). The Zoning Board of Appeals recommended granting this request by a vote of 7-0. (Exhibit E) 2. 1st reading of AN ORDINANCE GRANTING A CONDITIONAL USE FOR PROPERTY LOCATED AT 350 NORTH WOLF ROAD This Ordinance grants a Conditional Use to allow a convalescent-nursing home, The Zoning Board of Appeals recommended granting the request by a vote of 7-0. (Exhibit F) IX. NEW BUSINESS A. A RESOLUTION DETERMINING WHETHER THE MINUTES OF EXECUTIVE SESSIONS MAY BE RELEASED (Exhibit G) B. A RESOLUTION AUTHORIZING EXECUTION OF AN AUTOMATIC AID AGREEMENT WITH PROSPECT HEIGHTS FlEE PROTECTION DISTRICT This Agreement authorizes the Fire Department to participate in mutual aid between these two entities. (Exhibit H) C. 1st reading of AN ORDINANCE AUTHORIZING THE DISPOSAL OF MISCELLANEOUS PROPERTY OVVNED BY THE VILLAGE OF MOUNT PROSPECT The Fire Department would like to participate with the Police Bicycle auction on May 14th and auction off some used kitchen cabinets no longer necessary nor useful to the Village. (Exhibit J) D. 1st reading of AN ORDINANCE AMENDING ARTICLE XVI ENTITLED "UTILITY TAX" OF CHAPTER 8 OF THE VILLAGE CODE This Ordinance amends the Utility Tax so that the local tax and any collection charges will not exceed 2%. Additionally, the local tax will not be applied to taxes of any other governmental entity. (Exhibit K) E, 1st reading of AN ORDINANCE AMENDING ARTICLE XIII ENTITLED "PROPERTY MAINTENANCE CODE" OF CHAPTER 21 OF THE VILLAGE CODE This Ordinance adopts the 1990 BOCA National Property Maintenance Code, in place of the existing Village Property Maintenance Code. The BOCA National Property Maintenance Code is a comprehensive nationally recognized Code which includes many requirements such as occupancy limits which are not included in our current Code. (Exhibit L) F. Accept improvements installed in conjunction with the construction of the Euclid Video Store, River Road and Euclid Avenue X. VILLAGE MANAGERS REPORT A. Bid Results: 1. Fire Department clothing 2. Two 35,000 lb. GVWR cabs and chassis 3. Stevenson/Thayer flood control project 4. Street Resurfacing 5. Cable T. V. equipment 6. Maintenance Agreement for Cable T. V. equipment B. Accept proposal for field inspection services for the Stevenson/ Thayer flood control project. C. Concur with the recommendation of the Northwest Municipal Conference to accept the Iow bid submitted by Behm Pavement as a multi-jurisdictional purchase for crack sealing services, D.
