SUBJECT: KENSINGTON BUSINESS CENTER POND REHABILITATION PROJECTS
ENGINEERING DESIGN RECOMMENDATION PONDS 2, 6, 6A, AND 8
NOT To EXCEED $96,759
Background
As part of the Kensington Business Center development in the 1980s, the annexation
agreement requires the Village to maintain certain aspects of the 12 retention basins
within the park. While the park's management company provides routine maintenance
such as algae removal, the Village is responsible for dredging work so that the water
depth of the ponds conforms to the design requirements. In addition, the Village
maintains and repairs the inflow and outflow structures in each of the ponds and
provides bank stabilization.
In 1998 a comprehensive study of the condition of all 12 ponds was completed, in part
to identify needed repairs and establish a priority ranking for these repairs. To date 7
ponds have been rehabilitated, including in 2002, 2006, 2008, 2011, 2012 and 2013 the
Village dredged ponds 4A, 3, 7, 5 & 5A, 4, and 5B respectively. The Village Board
awarded contracts for design and construction engineering for each pond to Ciorba
Group Inc. (Ciorba). 5 ponds remain to be dredged.
The next ponds on the priority list are ponds 2, 6, 6A, and 8. Funds have been allocated
for design engineering of these four ponds in the current budget. Only Pond 1 will be
remaining.
Discussion
As permitted by the Qualification Based Selection process, the Village solicited a proposal
for engineering services for the design of ponds 2, 6, 6A and 8 from a qualified
engineering firm Ciorba, with which the Village has prior experience. Ciorba has
previously completed engineering services for pond rehabilitation projects for the Village.
In addition, Ciorba has also provided services for the Village on street light, traffic signal
and bridge rehabilitation projects. With each of these projects in the Village, their work
has been acceptable. Ciorba was asked to submit as part of their proposal the following
information:
1. A summary of the firms approach to the project.
2. A staff hour estimate for major phases of work.
3- A maximum_ not -to -exceed fee for dpdgn of the project_

4. A project schedule.
Tasks that were identified to be performed included,
1. ► opographic survey
2. Preliminary design
3. Final plan preparation
4. Bidding assistance
5. Attending meetings
6. Obtain necessary permits.
Ciorba's proposal depicts a clear understanding of the rehabilitation project's goals and
their methodology of the design process. Ciorba has submitted a proposal in the amount
not to exceed $96,759.00. Their fee proposal was closely scrutinized in terms of both
proposed staff hours and prices compared to previous pond projects. Their prices
continue to be decline yearly indicating that we benefit from their familiarity with our
process and this year by benefit of designing multiple ponds in one year. In 2011 the
design cost per acre of pond was $39,000 at $123/staff hour, in 2012 it was $27,000 per
acre at $113/staff hour. In each of those years only one pond was designed. By bundling
these 4 ponds together the Village will receive significant benefit with costs reduced to
$16,700 per acre at $93/staff hour.
Once each of the pond projects is ready to go to construction, we plan to negotiate a
construction engineering contract with the same company, should the consultant meet
the Village's expectations during the design phase. It is difficult, however, at this point to
determine the amount of a construction engineering contract until the project's scope is
refined and the design is complete. This will allow for a smooth transition into the
construction phase and enable the field personnel to work closely with their own design
team.
Recommendation
It is my recommendation that the Village Board accept the proposal from Ciorba Group,
Inc. for Design Engineering of Ponds #2, 6, 6A and 8 for a not to exceed amount of
$96,759.00.
There are funds appropriated in the 2014 Budget for this proposed expenditure
