October 6, 2014

Chairperson Skowron called the meeting to order at 5:45 p.m.
Roll Call: Michaele Skowron, Chairperson
Charles Bennett, Commissioner
Mark Busse, Commissioner
Jackie Hinaber, Commissioner
James Powers, Commissioner
Also Present: Timothy Janowick, Chief of Police
John Malcolm, Fire Chief
APPROVAL OF MINUTES
Chairperson Skowron asked for a motion to approve the Open Session Minutes of September 8, 2014,
with a correction on page 2, the third motion in the line Roll Call remove Powers and add Busse.
A motion was made by Commissioner Bennett and seconded by Commissioner Hinaber.
Voice Vote: Ayes: Bennett, Busse, Hinaber, Powers, Skowron Nays: None Abstain: None Motion Carried
CITIZENS TO BE HEARD
No one in attendance.
FIRE DEPARTMENT UPDATE
Chief Malcolm shared the results from the firefighter written test with the Board. Of the 212 applications
received for the written test, 178 applicants took the written test and 143 passed the test. The Chief
reviewed the initial eligibility list and presented it for Board's approval.
Chairperson Skowron asked for a motion to approve the initial eligibility list of fire candidates as
presented by the Chief.
A motion was made by Commissioner Hinaber and seconded by Commissioner Bennett.

Chief Malcolm reminded the Board there is a swearing in ceremony for two new firefighters next Monday,
October 13, at 4:00 p.m.
POLICE DEPARTMENT UPDATE
Chief Janowick reported the department is currently at the authorized strength of 82 and has approval for
one anticipatory hire. The Chief provided the Board with a letter regarding information on videotaping and
there was a brief discussion.

Chairperson Skowron asked for a motion to go into closed session.
CLOSED SESSION
A motion was made by Commissioner Busse and seconded by Commissioner Hinaber to go into Closed
Session at 6:14 p.m. under Personnel 5 ILCS 120/2 (c) (1)-The appointment, employment, compensation,
discipline, performance, or dismissal of specific employees of the public body, including hearing testimony
on a complaint lodged against an employee to determine its validity, and to approve closed session
minutes.
Roll Call: Ayes: Bennett, Busse, Hinaber, Powers, Skowron Nays: None Motion Carried
The Board returned to open session at 6:26 p.m. with everyone present from the previous session.
OTHER BUSINESS
Chairperson Skowron reminded everyone about the upcoming Illinois Fire and Police Commissioners
Association Conference.
Commissioner Hinaber stated she was impressed with the graduation she attended for a firefighter
candidate.
Chairperson Skowron reminded the Board the next meeting will be on November 3, 2014, at 5:45 p.m.
With no further business, a motion was made by Commissioner Powers and seconded by Commissioner
Bennett to adjourn the meeting at 6:31 p.m.
