A. ZBA 23-A-94, Text Amendment
2nd reading of AN ORDINANCE AMENDING CHAPTER 14
(ZONING) OF THE VILLAGE CODEOF MOUNT PROSPECT
This Ordinance amends Chapter 14 (Zoning) to provide for the
gradual elimination of specific second housekeeping units in single
family residential districts. The Zoning Board of Appeals
recommended granting this request by a vote of 4-3. (Exhibit D)
B~ ZBA 45-CU-94, 1738 East Kensington Road
1st reading of AN ORDINANCE GRANTING A CONDITIONAL USE
FOR PROPERTY LOCATED AT 1738 EAST KENSINGTON ROAD
This Ordinance grants a Conditional Use to allow a day care
center to operate within the Brentwood Shopping Center. The
Zoning Board of Appeals recommended granting this request by
a vote of 6-0. (Exhibit E)
C. 2nd reading of AN ORDINANCE AUTHORIZING THE EXECUTION OF
AN AMENDMENT TO AMENDED CONSENT DECREE IN CHICAGO
TITLE AND TRUST, ETC ET AL V. MOUNT PROSPECT, 65 CH 5300
This Ordinance authorizes an amendment to the Consent Decree
governing the Old Orchard Colony Country in order to allow for the
condominiums to be constructed at the corner of Rand and
Schoenbeck Roads. (Exhibit F
IX. NEW BUSINESS
A. Recommendations of Safety Commission:
1. By a vote of 8-0, the Safety Commission recommended
granting the request of residents to create a 2 hour parking
zone on the east side of Emerson Street between Berkshire
and Council Trail on any day except Saturdays, Sundays
and legal holidays.
2. By a vote of 4-4, the Safety Commission recommended
denying the request of the residents to install a STOP sign
at Lavergne at Pheasant Trail.
3. By a vote of 8-0, the Safety Commission recommended
denying the request of the Village Commons Condominiums
to install a STOP sign for southbound traffic on Elm Street
at Evergreen.
4. By a vote of 8-0, the Safety Commission recommended
denying a request to restrict parking on the west side of
Prospect Manor from Walnut to Northwest Highway.
B. ZBA 46-V-94, 300 North Fairview
The Petitioner, School District 57, is requesting a variation to permit
parking within the required front yard for the new Fairview Elementary
School. The Zoning Board of Appeals recommended granting this
request by a vote of 5-0 with one abstention.
C. ZBA 47-Z-94 and ZBA 48-V-94, 300 East Council Trail
The Petitioner, School District 57, is requesting a portion of property
zoned C-R (Conservation/Recreation) to be rezoned to R-1 to permit
the construction of a new Lions Park Elementary School and a
variation to permit parking within the front yard setback. The Zoning
Board of Appeals recommended granting this request by a vote
of 6-0.
D. PUBLIC HEARING
This Public Hearing, called pursuant to public notice having been
published in the Mount Prospect Herald on November 28, 1994, is
called for the purpose of considering vacating a portion of roadway
located at 207 Moehling Drive, which vacated parcel will be
included in the Lions Park School Plat of COnsolidation.

J. 1st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC
CODE) OF THE VILLAGE CODE OF MOUNT PROSPECT
in accordance with the requirements of the State of Illinois
Department of Transportation, this Ordinance reduces the speed
limit on Kensington Road between Wheeling Road and the westerly
limits of the Village from 35 MPH to 30 MPH. (Exhibit M)
K. 1st reading of AN ORDINANCE AUTHORIZING THE SALE OF
PERSONAL PROPERTY OWNED BY THE VILLAGE OF
MOUNT PROSPECT
This Ordinance authorizes the sale of a 1972 air compressor used
by the Fire Department, which compressor is no longer useful to
the Village. (Exhibit N)
L. Recommendation to accept improvements installed in
conjunction with the Millers Station Subdivision
M. A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT
BETWEEN THE FOREST RIVER FIRE PROTECTION DISTRICT
AND THE VILLAGE OF MOUNT PROSPECT (Exhibit O)
N. A RESOLUTION IN CONJUNCTION WITH THE BEAUTIFICATION
OF THE RAILROAD RIGHT-OF-WAY PROGRAM PROJECT
This Resolution authorizes an expenditure of funds in
conjunction with the recant program of planting 10,000
daffodil bulbs along the railroad right-of-way. (Exhibit P)
X. VILLAGE MANAGER'S REPORT
A. Request to waive bidding procadure and authorize the purchase
an Automated Vehicle Location (AVL) system for installation
in selected Village vehicles.
B, Request to waive bidding procedure and authorize the purchase
of Polica squad cars as part of the State of Illinois bid process.
C. Request to waive bidding procadure and authorize the purchase
of vehicles for the Fire Department as part of the State of Illinois
bid procass.
