COW Minutes 10/14/2014 COMMITTEE OF THE WHOLE MINUTES October 14, 2014 I.CALL TO ORDER–ROLL CALL The meeting was called to order at 7:03p.m. in the Village Board Room of the Village Hall, 50 South Emerson Street, by MayorArlene Juracek.Trustees present included Paul Hoefert, John Matuszak, Steven Polit,RichardRogersand Michael Zadel.Trustee John Korn was absent. Staff present included Village Manager Michael Janonis, Assistant Village Manager David Strahl, IT Director Joan Middleton and Network Administrator Robert Rundell. II.APPROVAL OF MINUTES OF THE COMMITTEEOF THE WHOLE AUGUST 12, 2014 Motion made by Trustee Hoefertseconded by Trustee Polit. Minutes were approved. APPROVAL OF MINUTES OF THE COMMITTEE OF THE WHOLESEPTEMBER9, 2014 Motion made by Trustee Polit seconded by Trustee Rogers. Minutes were approved. III.CITIZENS TO BE HEARD George Clowes of S. Elm Street spoke. He wanted to advise the Village Board regarding the Mount Prospect Public Library team zone changes that are taking place at the library and the use of the teen advisory board for input into the design of the space. He stated the manner that the library uses the teen group could assist the Village Board for similar input into Village teen issues. He also expressed concerns about undocumented youth at Maryville that may not have the proper immunizations and could place our schools at risk. He did note the Village does not receiveany information regarding the youths at that site. Mayor Juracek provided information regarding the electric aggregation supplier and the options to obtain lower pricing through the retail electricity market for residents since the current aggregation pricing is higher than the available ComEd rates. IV. SMART METERS INSTALLATION DISCUSSION ComEd External Affairs Manager Jim Dudek provided general information regarding the smart meter installation process. ComEd External Affairs Manager John Prueitt spoke. He provided information regarding how the information will be transmitted wirelessly using the smart meters. He stated the overall program to install meters by ComEd system wide will take place from 2014 through 2018. He stated there is an anticipated savings of $100 million which will bepassed on to the customers by eliminating the meter reading process. He stated customers canmanage their energy usage and high peak energy usage periods to reduce their costs. He stated the village residents in Mount Prospect will be receiving smart meters beginning in November 2014 through September 2015. Communication information will be sent at 90, 60, 30, and seven days prior to installation including a phone call advising the resident about the installation. He stated that upon completion of the installation a hang tag will be provided to the resident advising them of the change. The changeshould take approximately10 minutes per 10/14/14 Committee of the Whole Page 1of 2 household. Smart meters will also be able to advise ComEd when power is out; however, customers are still encourage tocall ComEd when the power is out even after installation. General comments from Village Board members included the following item: There is a suggestion that information be provided to the landlords so that the tenants could be communicated with regarding details ofthe smart meter installation. V.INFORMATION TECHNOLOGY STORAGE DISCUSSION IT Director Joan Middleton provided a summary of the memorandum she prepared in response to the questions that arose out of the September 16 Village Board meeting. She stated the Village has been buying virtual servers with shared storage disks in which these storage sites retain data and copy it between the EOC and the Village Hall. Several storage units are to be replaced in 2015 and the recent recommendation to upgrade to larger servers is in response to the increased datathat is being retained by the Village. She stated the Village regularly coordinates an annual records day which has helped manage the number and sizes of files, but does not resolve the growing storage needs. She stated the document storage server has increased indata storage by 70% since the village staff is using more electronic files and not paper. The files tend to also be larger in size due to graphics. She stated next year there will be two more replacement servers which will again add additional storage space. She also stated the IT Department is collectingdaily storageuse to monitor the growth of data that is stored. VI. MANAGER’S REPORT Manager Janonis stated that the Oktoberfest was a huge success over the past weekend. He stated the Economic Development breakfast is scheduled for October 16 from 7:30 AM until 9 AM at Bristol Palace. He also stated the Finance Commission is scheduled to meet at 6 PM on October 16 as theofficial kickoff for the 2015 Budget discussion. VII.ANY OTHER BUSINESS Trustee Polit wanted to advise everyone that the last Farmers Market of the season will be October 19.
