JANONIS FROM: FIRE CHIEF DATE: MARCH 26, 2012 SUBJECT: AMBULANCE PURCHASE — NORTHWEST MUNICIPAL CONFERENCE BID The Fire Department is requesting Village Board approval for the purchase of a new 2012 Ford F450 Medtec ambulance from Foster Coach Sales, Inc. in an amount not to exceed $176,311. Foster Coach Sales was awarded the ambulance contract through the Northwest Municipal Conference competitive bid process. Background The vehicle being replaced is vehicle 521, which is a 2006 Ford ambulance with 62,490 miles. The modular box on this vehicle is 12 years old and was remounted once in 2006 as part of our remount program. Based on the vehicle's current condition, however Public Works is recommending we not try to remount this box on a new chassis a second time. Therefore, a new ambulance is recommended. The new ambulance will have a lifetime warranty, including parts and labor, on the electrical system and body, The chassis will have the standard three year, 36,000 mile warranty from Ford. In addition to the style being recommended, our ambulance committee also evaluated the other ambulance type available through the Northwest Municipal Conference Purchasing Program. This vehicle is a larger medium duty style ambulance priced at $217,000. It was the committee's consensus that the lower priced F450 is better suited to our needs. The F450 included in the conference bid was $200,708, but after modifying the specifications to meet our needs, the quote for our vehicle was considerably less. Currently, there is $160,000 budgeted for this replacement. In addition, we have negotiated a sale price of $22,500 for vehicle 521 to a private ambulance company in Arkansas, which previously purchased one of our ambulances. Northwest Municipal Conference Ambulance Purchase March 26, 2012 Page 2 Vehicle 521 will not be released until the new ambulance is delivered, which will be approximately 180 days after receipt of the chassis. A trade -in quote from the new ambulance manufacturer would have netted the Village only $3,500. The budgeted amount of $160,000 plus the sale price of $22,500 for vehicle 521 totals $182,500, which provides sufficient funds for this purchase. Vendor Information Foster Coach Sales, Inc. is located in Sterling, Illinois and has been in business since 1957. They offer a complete service facility with certified mechanics, loaner vehicles, remount capabilities, body shop, and an extensive parts inventory. We have purchased ambulances from them in the past with exceptional quality and service. Funding and Pre-Payment Discount The sale of vehicle 521 for $22,500 along with the funds in account number 061.80.86.00.1.000.660.005 Fire Department Vehicles, which is located on page 279 of the 2012 budget book, are available for this purchase. The actual cost of the new ambulance is $181,946. Foster Coach Sales, however, is offering the Village a discount of $5,635 if we prepay the full amount at the time of sale. We consulted the Finance Director, Dave Erb, regarding this option and he supports this pre- payment option, bringing the final total to $176,311. Recommendation Based on the information Medtec ambulance from $176,311. provided, I recommend the purchase of a 2012 F450 Foster Coach Sales, in an amount not to exceed John J.
