The most recent repair used the last drive motor the manufacturer had in inventory. The manufacturer stopped selling this model in 2010. A photograph of the existing camera and tractor system is attached. Staff evaluated available sewer televising cameras that would work with the Village's existing camera control equipment. This control equipment allows an operator to remotely manipulate both the camera and the camera transporter system (self-propelled tractor). It is hard -wired inside a cube box mounted to an extended van chassis. This equipment, along with cab and chassis its mounted on, was procured in 2006. It has an expected service life of 20 years. It is the opinion of staff that the most cost effective pipeline inspection purchase would leverage this considerable hardware investment. After evaluating the cameras, and interviewing firms and communities that operate them, staff has determined that the ARIES system best meets the Village's needs. The featureg that favor the new ARIES system are its enhanced LED lighting platform and the innovative tractor lift system which would allow staff to televise sewers ranging in size from 8" to 60" using the large line tire kit (which is included in the package). The UEMSI-HTV camera tractor only accommodates pipe sizes up to 48". The Village has a large inventory of combined and storm sewers with 54" and 60" diameters. The proposed replacement is the new ARIES Pathfinder PE3510 camera system with two (2) model TR3310 lift transporters, large line kit, cable reel, and other accessories necessary for proper operation. The HGAC is a Texas-based council of governments that avails it's publicly bid joint purchasing agreements to municipalities throughout the country. The Village Attorney has reviewed the HGAC program and found that a purchase using the cooperative satisfies the public bidding requirements of the Village of Mount Prospect Purchasing Policy. The Village has successfully procured vehicles and equipment through HGAC in the past. Alternatives 1.
