Home My WebLink About05/19/2015 Request to Purchase Six (6) 2015 Dodge Charger Pursuit AWD Police Package VehiclesMOUNT PROSPECT POLICE DEPARTMENT FORMAL MEMORANDUM TO: DAVID STRAHL, ACTING VILLAGE MANAGER FROM: CHIEF OF POLICE SUBJECT: 2015 VEHICLE PURCHASE DATE: MAY 7, 2015 CHF 15-38 CONTROL NUMBER REQUEST TO PURCHASE SIX (6) 2015 DODGE CHARGER PURSUIT AWD POLICE PACKAGE VEHICLES TOTAL AMOUNT: $158,958.00 Background Information of the Dodge Charger Pursuit Vehicle In 2014, the police department purchased an AWD Dodge Charger to test and evaluate the suitability of the Dodge Charger Pursuit vehicle for future purchases. Over the past several months, the Mount Prospect Police Department completed an extensive review of the Dodge Charger. This review solicited feedback from officers on the vehicle's quality, durability, acceleration, braking, turning, maneuvering, comfort, ability to store key patrol equipment and maintenance records and related costs. Overwhelmingly, the officers' evaluations provided extremely positive feedback. Officers find the vehicle's acceleration, handling in inclement weather, overall comfort, and rear trunk space appropriate for duty use. Officers were appreciative that they were afforded the opportunity to provide input regarding this purchase. Additionally, the Dodge Charger accommodates the in -car computer, mobile video recorder, and police radios installed in the front seat area while also providing ample room to safely, and effectively transport prisoners in the back seat area. The purchase of these vehicles will enable the Police Department to diversify our current vehicle fleet and will be ideal for traffic enforcement and other essential police functions. Staff has conferred with the Public Works Vehicle Maintenance Superintendent, Mr. Jim Breitzman, regarding the acquisition of this vehicle. Mr. Breitzman foresees no issues with having additional Dodge products mixed into our vehicle fleet, and determined the maintenance costs and fuel usage is consistent with our other vehicles. Mr. Breitzman is satisfied with the reliability and durability of the Charger Pursuit Vehicle, as well as the standard 5 -year, 100,000 mile power -train warranty that will stay with the vehicle during the course of our current 5 -year vehicle replacement period. Additionally, warranty repairs for this vehicle will be completed locally at Napleton Dodge in Arlington Heights. Recommendation The department is recommending the purchase of six (6) Dodge Charger Pursuit patrol vehicles. The Dodge Charger Pursuit vehicle is available from Napleton Fleet Group under a suburban purchasing cooperative agreement with the Northwest Municipal Conference at a cost of Page 1 of 3 MOUNT PROSPECT POLICE DEPARTMENT I CHF 15-38 FORMAL MEMORANDUM CONTROLNUMBER $26,468.00 per vehicle. This price includes all vehicle options and freight (see the attached specifications sheet). The state bid for this vehicle is $28,560.00, which is $2,092.00 more than the Northwest Municipal Conference suburban purchasing cooperative agreement. We are requesting the Village Board authorize the purchase of six (6) Dodge Charger Pursuit Vehicles from Napleton Fleet Group at a total cost not to exceed $158,958.00 which includes the purchase of (1) one shop manual. Funds for this vehicle are available for this expenditure in vehicle replacement account 061.80.00.1.000.660.003, which is listed on page 322 of the 2015 Annual Budget. Delivery of these vehicles will be in the summer or fall of 2015. REQUEST TO PURCHASE THREE (3) 2016 FORD UTILITY POLICE INTERCEPTOR AWD VEHICLES TOTAL COST: $84,349.00 Background on 2016 Ford Utility Police Interceptor Squad Car In 2012, the Police Department engaged in an in-depth assessment of all vehicle manufacturers' that offer a police package. At that time, staff's assessment concluded that the Ford Utility Police Interceptor AWD would meet the needs of the department based upon interior room, drive -train style, and history with this manufacturer's products. Over the past three years, the Ford Utility Police Interceptor has proven to be an effective patrol vehicle. The utility style allows patrol personnel sufficient room to maintain equipment as well as provide ample interior space for the officer to comfortably operate the vehicle, complete reports, and use the mobile terminal. Additionally, the Ford Utility Police Interceptor's all -wheel drive capability has proven to be a significant benefit especially in winter driving conditions when compared to rear wheel drive vehicles. Recommendation The department is recommending the purchase of three (3) 2016 Ford Utility Police Interceptor AWD patrol vehicles. The Ford Utility Police Interceptor is available from Currie Motors under the suburban purchasing cooperative agreement with the Northwest Municipal Conference at a cost of $28,018.00 per vehicle. This price includes all vehicle options and freight (see the attached specifications sheet). At this time there is no state bid for this vehicle and it is not anticipated this bid will be available in the near future. We are requesting the Village Board authorize the purchase of three (3) 2016 Ford Utility Police Interceptor vehicles under the aforementioned suburban purchasing cooperative for police vehicles for a total price of $84,349.00 which includes the purchase of (1) one shop manual. Funds for this vehicle are available for this expenditure in vehicle replacement account 061.80.00.1.000.660.003, which is listed on page 322 of the 2015 Annual Budget. Delivery of these vehicles will be in the summer or fall of 2015. Vehicle Conversion Total Cost: $86,400.00. Since 2013, the Police Department has employed the services of Lund Industries of Northbrook for squad conversions. A squad car conversion consists of removing and re -installing police vehicle equipment from a replaced vehicle into a new vehicle. Additionally, the conversion involves the installation of new emergency lighting, mobile data computers with mountings, Page 2 of 3 MOUNT PROSPECT POLICE DEPARTMENT I C[IF 15-38 FORMAL MEMORANDUM CONTROL NUMBER radios, mobile video recording systems and numerous other squad equipment items. In 2013, the department conducted a process of selecting a new vendor to provide this service. Based on the cost and ability to meet department needs, Lund Industries of Northbrook was selected. In conclusion, it is requested that the bid process be waived to employ the service of Lund Industries for the conversion and purchase of related installation equipment for six (6) Dodge Charger Pursuit AWD and three (3) Ford Utility Police Interceptor AWD vehicles at a cost not to exceed $9,600.00, per vehicle, with a total cost of $86,400.00. Funds are available for this expenditure in account 061.80.86.00.1.000.660.003, which is listed on page 322 of the 2015 Annual Budget. Finally, at the direction of the Public Works Director, all vehicles replaced in 2015 will be placed into service by other Village departments or placed into auction. Squad P-20, a 2010 Ford Crown Victoria with 39,000 miles will be repurposed and used by Public Works. Squad P-36, a 2007 Ford Crown Victoria Interceptor with approximately 48,000 miles of service will replace Squad S-31, a 2004 Chevrolet Impala pool car which has over 100,000 miles. Squad S-31 will be turned over to Public Works for disposition. Squad N-51 currently used by Officer Meister for NIPAS will be disposed of by Public Works and replaced with the new Squad P-36 reducing the vehicle fleet by one (1) vehicle.
