OLDBUSINESS TSCMeetingPage1of5March10,2014 None NEWBUSINESS A.WALNUTSTREETPARKINGSTUDY 1)BackgroundInformation Theresidentat402WalnutStreethasrequestedparkingregulationsalongWalnutStreet betweenProspectManorAvenueandRidgeAvenue. WithvehiclesparkedonbothsidesofWalnutStreetthroughouttheday,itcanbedifficultto maintaintwowaytraffic.Often,vehiclesmustwaitforoncomingvehiclestopassbetween parkedvehiclesbeforeproceeding.Residentsandbusinessesareconcernedemergency vehicleswouldhaveadifficulttimeaccessingtheirproperty.Snowplowtrucksoccasionally cannotnegotiatethestreetandmustreturnatalatertimewhenthestreetisfreeofparked vehicles.Residentshavesaiditcanbedifficulttoturninandbackoutoftheirdrivewayswith vehiclesparkedonthestreet.Otherservicessuchasmaildelivery,leafremoval(inthefall),and garbagepickupcanbeaffectedbytheparkingsituation. CurrentTrafficRegulations 1.AccordingtoVillageCode,thereisa2hourmaximumparkinglimitMondayΑSaturdayalong bothsidesofRidgeAvenuebetweenCentralRoadandWalnutStreet. 2.Thereisa2hourmaximumparkinglimitMondayΑFridayalongbothsidesofRidgeAvenue betweenWalnutStreetandHenryStreet. 3.Thereisa2hourmaximumparkinglimitMondayΑSaturdayalongthenorthsideof NorthwestHighway. 4.Parkingisprohibitedbetween2:00AMand6:00AMonallVillagestreets. 5.Besidestheovernightparkingban,therearenootherparkingregulationsalongWalnut Street. 6.Thespeedlimitontheneighborhoodstreetsis25mph. 7.TheintersectionsintheareaarecontrolledwithSTOPsigns. CurrentLayout 1.WalnutStreetisapproximatelyЋЎ͸wide(backofcurbtobackofcurb). 2.ProspectManorAvenueisapproximatelyЋЎ͸wide(backofcurbtobackofcurb)butwidens nearitsintersectionwithNorthwestHighway. 3.RidgeAvenueisapproximatelyЋЎ͸wide(backofcurbtobackofcurb)butwidensnearits intersectionwithCentralRoad. 4.ThepublicalleyconnectedtoWalnutStreetisapproximately15'wide.Theadjacentparking isonprivateproperty. 5.Eachofthenearbybusinesseshavesomeoffstreetparking. 6.Thereisapproximately290'ofonstreetparkingalongthenorthsideofWalnutStreet.This accommodatesapproximately14vehicles. 7.Thereisapproximately270'ofonstreetparkingalongthesouthsideofWalnutStreet.This accommodatesapproximately13vehicles. CurrentTrafficConditions TSCMeetingPage2of5March10,2014 1.Somenearbybusinessesdonothavesufficientoffstreetparkingtoaccommodateboth staffandpatrons.Asaresult,WalnutStreetexperiencesonstreetparkingthroughoutthe day. 2.ProspectManorAvenueandRidgeAvenuetypicallyexperienceslessonstreetparking comparedtoWalnutStreet. 3.Overtheyears,patronsat10RidgeAvenueand411WalnutStreettypicallyparkonthe southsideofWalnutStreet.Withtherecentopeningofahairsalonat416W.Northwest Highway,therehasbeenariseinonstreetparkingonWalnutStreetaccordingtoresidents andbusinesses. 4.AlargefuneralatFriedrich'sFuneralHomewillincreaseonstreetparkingalongbothRidge AvenueandWalnutStreet. 2)Observations 1.ThePublicWorksandPoliceDepartmentsobservedbothonstreetandoffstreetparkingon multipleoccasionsinthearea. 2.Atanygiventimeoftheday(MondayΑSaturday),therewereanaverageof6Α8vehicles parkedonWalnutStreet.TherewerefewervehiclesparkedonthestreetonSunday. 3.ProspectManorAvenueexperiencedonaverage2Α4vehiclesparkedonthestreetatany giventimeoftheday.RidgeAvenueexperiencedonaverage1Α2vehiclesparkedonthe street. 4.Duringtheobservationperiod,wedidnotseealargefuneralatFriedrich'sFuneralHome thatresultedinsignificantonstreetparkinginthearea. 5.Atanygiventimeoftheday,thereweretypically5Α10availableoffstreetparkingspaces behindthebusinessesalongNorthwestHighway. 6.Atanygiventimeoftheday,thereweretypically4Α5availableparkingspacesonthenorth sideofthe400blockofNorthwestHighway. 7.Atanygiventimeoftheday,thereweretypically8Α10availableoffstreetparkingspaces at411WalnutStreetand10RidgeAvenue. 3)Resident/BusinessSurvey Aspartofthestudy,surveysweresenttotheresidentialandbusinesspropertiesintheareato solicittheirinputonthisissue.Atotalof6surveyswerereturned.Allacknowledgedaparking problemonthestreet.Mostsupportedrestrictingparkingtoonesideofthestreet.Some businessessaidtheydependononstreetparkingbecauseofaninsufficientamountofparking ontheirproperty. 4)Recommendation WalnutStreetexperiencesagreaterthanaverageamountofonstreetparkingthroughoutthe day,primarilyrelatedtonearbybusinesses.Whiletherearesomeopenspacesonprivate property,somebusinesseshaveaninsufficientamountresultinginonstreetparking.Further, thewidthofthestreetmakesitdifficultforvehiclestotravelthestreetwhenthereareparked vehiclesonbothsidesofthestreet.Servicesvehiclessuchasemergencyvehicles,snowplow trucks,garbagetrucksandmaildeliverytruckscanalsobehinderedwithvehiclesparkedon bothsidesofthestreet.Residentshavealsoexpressedfrustrationwithbackingoutandturning intodrivewaysonWalnutStreetbecauseoftheonstreetparking. Toreducecongestion,enhancesafetyandmakeitmoreconvenientforresidents,itis recommendedthatonstreetparkingonlybeallowedononesideofthestreet.Doingsowill stillprovidesomeonstreetparkingforbusinessesandresidents.Anotheroptionforonstreet TSCMeetingPage3of5March10,2014 parkingthatisunderutilizedisthenorthsideofNorthwestHighway.Businessesshould encouragepatronstoparkonNorthwestHighwaytoreduceparkingonWalnutStreet. Businessesworkingtogethertoshareoffstreetparkingisanotheroptiontomaximizeparking spaces.RestrictingparkingonWalnutStreetissupportedbymostbusinessesandresidents basedonthesurveyresults. ThereisasimilaramountofonstreetparkingalongthenorthandsouthsidesofWalnutStreet. Today,mostoftheonstreetparkingisalongthesouthsideofthestreetadjacenttothe businesses.Tomaintainconsistency,itisrecommendedparkingbeprohibitedalongthenorth sideofthestreetratherthanthesouthside.Residentshavenotobjectedtoprohibitingparking infrontoftheirhomesbasedonthesurveyresults. 5)Discussion ChairmanKeaneintroducedtheitemandaskedTrafficEngineerLawrietopresentthe Engineering5źǝźƭźƚƓ͸ƭreportandrecommendation. TrafficEngineerLawrieprovidedtheCommissionwithbackground,fieldobservationsanda recommendation. ChairmanKeaneaskedTrafficEngineerLawrietosummarizethecommentsreceivedfrom residentsandbusinesses.Oftheeightorninepropertiesthatresponded,mostwereinfavorof parkingregulationsalongWalnutStreet.Oneresidentwasopposedtoanyparkingregulations andonebusinessexpressedconcernthatlimitingonstreetparkingwouldmakeitmoredifficult forhisemployeestofindparking.TheCommissiondiscussedtheoffstreetparkingsituationat eachofthesurroundingbusinesses. ChairmanKeaneopenedtheitemfordiscussiontothepublic. BobSchroeder,402WalnutStreet,sharedsomeofthedifficultieswiththeonstreetparking throughouttheday.Heissupportiveoftherecommendationtolimitparkingtoonlythesouth sideofthestreet. Jack&K.Maliszewski,416W.NorthwestHighway,ownJackAlexanderHairSalon&Spa.They haveonlyafewparkingspacesontheirpropertyanddependonthepublicstreetsforstaffand clientstopark.TheyareconcernedtherewillnotbeenoughparkingifitislimitedonWalnut Street. TheCommissiondiscussedatlengththeparkinglayoutat416W.NorthwestHighway.Itwas agreedStaffwouldevaluatetheparkinglottodetermineifadditionalspacescouldbeprovided. TheownerswereagreeabletoStaff'sassistance. TheCommissiondiscussedtheparkingsituationonadjacentstreetsincludingNorthwest Highway.TheownersofthehairsalonwereencouragedtohavetheirclientsparkonNorthwest Highway.Mr.Maliszewkiaskedifthebrickpaversandplanterinfrontofhisbusinesscouldbe removedtoaccommodateadditionalonstreetparking.TrafficEngineerLawriesaidareviewof theareawouldneedtotakeplacebeforeadecisioncouldbemade. TheCommissiondiscussedtheprosandconsoflimitingparkingtothenorthversussouthside ofthestreet.TrafficEngineerLawriesaidbothsidesofthestreethaveapproximatelythesame numberofspaces.TrafficEngineerLawriepointedoutthatbasedonStaff'sobservations, limitingparkingtoonesideofthestreetshouldnotcauseparkingissuesonadjacentstreets. Residentswouldprefertoallowparkingonthesouthsideofthestreetbasedonconcernparked vehiclescouldencroachintotheirdriveways. ChairmanKeaneaskedforinputfromtheVillagedepartments.VillageEngineerWulbecker respondedthatitcanbedifficultforsnowplowvehiclestotraveldownthestreet.Battalion ChiefUidlsaidthenarrowstreetwithvehiclesparkedonbothsidescouldmakeitdifficultto accesshomes/businessesbuttherehaven'tbeenanyincidencesthathe'sawareof. CommanderSmithdidn'trelayanyissuesfromthePoliceDepartmentbutdidnotethatheoften seesavailableparkingonNorthwestHighway. CommissionerFisheraskediftheparkingspacesadjacenttothealleycouldbeusedbyany business.CommanderSmithrespondedthespacesareprivatelyownedbyasingleowner. Commissionmembersencouragedbusinessestoworktogethertoshareoffstreetparking spacesinordertolimitparkingonpublicstreets. CommissionerCamposmadeamotiontoprohibitparkingatalltimesalongthenorthsideof WalnutStreetbetweenProspectManorAvenueandRidgeAvenue.Themotionwasseconded byCommissionerFisher. Themotionwasapprovedbyavoteof80. COMMISSIONISSUES CommanderSmithaskediftherehasbeenanydevelopmentsincelastmeeting'sdiscussionontheRand ΑCentralΑMountProspectintersection.TrafficEngineerLawriesaidtheVillageisplanningtoresurface MountProspectRoadin2015andisbeginningtolookatdesignoptions.StaffhopestomeetwithIDOT laterthisyeartodiscusstheintersection. ChairmanKeanenotedthestreetlightatWestgateRoadandArdyceLaneisnotworkingproperly. TrafficEngineerLawriewillreportittotheproperagency. CommissionerCampossaidthereiswirefromautilitycompanyblockingthesidewalkonLincolnStreet nearBonitaAvenue.HealsomentionedanasphaltpatchatLincolnStreetandMeierRoadhassettled andisinneedofattention.TrafficEngineerLawriewillreportbothissuestotheVillage'sStreets Division.
