Representing staff was Assistant Village Manager David Strahl and Director of Public Works Sean Dorsey. Rich Muhlbacher, Lynn Court – requested assistance obtaining a variance from the village to install a parking pad in front of 3015 Lynn Court. Mr. Muhlbacher also distributed a hand-out providing additional details about his request (attached). Mayor Juracek commented that such a variance is likely the initial purview of the Planning & Zoning Commission. She advised the Muhlbachers to contact the Community Development Department for additional guidance on this matter. Ken Koeppen, Linneman Road – described a recurring parking problem on Linneman Road. He explained that a soccer club utilizes fields along Linneman Road for practice and tournaments. Motorists associated with the club park along both sides of the road. Mr. Koeppen stated that he has frequently observed motorists and children dart between parked cars creating a traffic hazard. Mr. Dorsey stated that he would ask the traffic engineer to investigate the problem. Mr. Koeppen also inquired about data security of the Commonwealth Edison “smart meter” program. Mayor Juracek commented that the program is highly regulated and should develop information that will help reduce electrical energy consumption costs. Finally, Mr. Koeppen commented that he was disappointed in the village’s commemoration of the 9/11 anniversary. John Elenberger, Redwood Drive – discussed a recent letter from Commonwealth Edison that compares his electrical consumption with his neighbors. Mayor Juracek commented that the letter is part of a state-wide, mandatory program to increase awareness of electrical energy consumption. Jim Chylik, Locust Lane – stated that he had no issues to discuss. Louis Goodman, School Street – discussed the village’s public image and suggested that it had been diminished by recent press coverage. Considerable dialogue on this topic ensued. Frequently referenced during the conversation was the concept that negative information is popular and often unfairly pervasive. Jerry Boldt, School Street – expressed concern about the frequency of water main breaks at the intersection of Elm Street and Isabella Street. Mr. Dorsey explained that the water main in that area is some of the oldest in town. Mr. Dorsey concurred that three breaks occurred at the intersection during the winter of 2013/2014. The age of the pipe and the severity of winter weather appeared to be contributing factors. Mr. Dorsey also reported that the problematic section of pipe is scheduled for replacement next year in conjunction with the Isabella Area Relief Sewer project. Carol Tortorello, Elmhurst Avenue – concurred with Mr. Koeppen’s comments regarding commemoration of the 9/11 anniversary. Teri Markovitz, Briarwood Drive – stated a desire to clarify that she harbors no disdain for her neighbor’s lot coverage variance request. She also reported that there appears to be too many cars parked at 2816 Briarwood Drive. Mr. Strahl responded that he would ask staff to investigate further. Jan Kent, Briarwood Drive – inquired about the current feasibility of utilizing the tollway as a legal boundary to facilitate the annexation of a portion of Lynn Court. Mayor Juracek responded that there has been no change in status but reported that the village continues to pursue the matter. Ed O’Malley, Circle Drive, Des Plaines, IL – identified himself and Mr. Hadfield as representatives of the Knights of Columbus. He inquired about the process of obtaining permission to install a nativity scene on public property during the upcoming Christmas season. Mayor Juracek responded that staff will consider the request and contact Mr. O’Malley with additional information. Max Romanowicz, Ardyce Lane – asked about the current construction underway at the Mount Prospect Plaza. Mr. Strahl responded that the activity is most likely build-out of the “Dollar Tree” store. Mr. Romanowicz also inquired about the current status reported disputes between the village and the City of Des Plaines concerning Levee 37. Mayor Juracek responded that the issues were resolved last year and that the Illinois Department of Natural Resources had ruled the village did not contribute to flooding in Des Plaines. She noted that both communities were presently concerned with efforts to reduce future flooding threats. Thomas Tezky, School Street – suggested that residents could participate in the village’s upcoming centennial celebration by contributing personal stories describing each family’s first members to settle in Mount Prospect. Skip Farley, Emerson Street – stated that he had no issues to discuss. Tom Mannion, Edward Street – commented that he was excited by the pace of new business development in the community. General discussion on this topic ensued. Mr. Mannion also complimented Mr. Schein on his butterfly presentation at a recent Coffee with Council meeting. David Schein, NaWaTa Avenue – related concerns about the village’s refuse hauler. Specifically, he noted that loose refuse and/or recyclables had spilled from containers on his street. Mr. Schein opined that spills occur as containers are emptied into the trucks. Mr. Dorsey responded that Public Works staff will follow-up on this matter. 23 Page of Mal Holec, Quince Lane – complimented Public Works crews on clean-up efforts following a recent severe thunderstorm. He also inquired about the status of Levee 37. Mr. Dorsey responded that the U.S. Army Corps of Engineers’ (USACE) contractor was in the process of completing construction of the levee wall in the 600-foot gap. Mr. Dorsey noted that the work is slated for completion in November. Mr. Dorsey also noted that staff continues to work with USACE to improve the capacity of the pump stations. Dan Swiatek, Pine Street – inquired about the status of the Isabella Area Relief Sewer project. Mr. Dorsey responded that the project is slated for bidding this fall. Construction is expected to start in spring 2015. Mr. Dorsey further explained that the scope of work includes construction of large diameter relief sewer and connecting sewers from a Metropolitan Water Reclamation District of Greater Chicago Deep Tunnel drop shaft near the Menard’s store on a westerly course to a point near the intersection of Elmhurst Avenue and Isabella Street. Mr. Dorsey also noted that additional information will be made available as soon as construction details are confirmed.
