Northwest Highway Mount Prospect, Illinois 00058 Phone BOARD OF FIRE AND POLICE COMMISSIONERS 847/870-5050 MINUTES August 4, 2014 Public Safety Building Fire Department Conference Room Chairperson Skowron called the meeting to order at 5:45 p.m. Roll Call: Michaele Skowron, Chairperson Charles Bennett, Commissioner Mark Busse, Commissioner James Powers, Commissioner Jackie Hinaber, Commissioner Also Present: Timothy Janowick, Chief of Police John Malcolm, Fire Chief APPROVAL OF MINUTES Chairperson Skowron asked for a motion to approve the Open Session Minutes of July 7, 2014. A motion was made by Commissioner Busse and seconded by Commissioner Bennett. Roll Call: Ayes: Bennett, M. Busse, Hinaber, Powers, Skowron Nays: None Abstain: Motion Carried CITIZENS TO BE HEARD No one in attendance. FIRE DEPARTMENT UPDATE Chief Malcolm reported on staffing, new hires, promotions and possible retirements. REVIEW OF CURRENT CUTOFF SCORE FOR FIRE DEPARTMENT WRITTEN EXAM The new law takes effect immediately which allows the appointing authority to set the written score as long as it is supported by the appropriate validation. We currently use the median score for our cutoff score. After a lengthy discussion, the Chair asked for a motion to establish a figure of 70 as the cutoff score for the Fire Department's written exam going forward in September 2014. A motion was made by Commissioner Busse and seconded by Commissioner Powers. Roll Call: Ayes: Bennett, M. Busse, Hinaber, Powers, Skowron Nays: None Motion Carried POLICE DEPARTMENT UPDATE Chief Janowick reported oral interviews are scheduled for the 11th, 12th and 13th of August starting at 3:00 p.m. for 30 candidates. After these interviews, there are 29 remaining in the pool of the candidates. The interview panel will include Chairperson Skowron, Commissioner Hinaber and Commissioner Powers. Chief Janowick also mentioned the Illinois Fire & Police Association Conference has been changed to November 7—9, 2014. SERGEANTS PROMOTIONAL PROCESS DISCUSSION Chief Janowick reported six candidates will move on to the Assessment Center phase of the process. BOFPC Minutes 8/4/14 Pagel Chairperson Skowron asked for a motion to go into closed session. CLOSED SESSION A motion was made by Commissioner Bennett and seconded by Commissioner M. Busse to go into Closed Session at 6:19 p.m. under Personnel 5 ILCS 120/2 (c) (1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity, and to approve closed session minutes and discuss the Fire Department background interview questions. Roll Call: Ayes: Bennett, M. Busse, Hinaber, Powers, Skowron Nays: None Motion Carried The Board returned to open session at 7:14 p.m. with everyone present from the previous session. Chairperson Skowron asked for a motion to adopt the Fire Department Background Interview Questions. A motion was made by Commissioner Bennett and seconded by Commissioner Busse. Roll Call: Ayes: Bennett, M. Busse, Hinaber, Powers, Skowron Nays: None Motion Carried Chairperson Skowron asked for a motion to approve an extension of two weeks beyond our published fire testing date only for active military. A motion was made by Commissioner Bennett and seconded by Commissioner Hinaber. Roll Call: Ayes: Bennett, M. Busse, Hinaber, Powers, Skowron Nays: None Motion Carried Chairperson Skowron asked for a motion to send letters to prospective police interview candidates based on the Police Chiefs recommendations. A motion was made by Commissioner Bennett and seconded by Commissioner Powers. Roll Call: Ayes: Bennett, M. Busse, Hinaber, Powers, Skowron Nays: None Motion Carried OTHER BUSINESS Chairperson Skowron reminded everyone the police interviews are scheduled for August 11tH 12tH and 13th starting at 2:45 p.m. With September 4th falling on Labor Day, the next regular meeting will be held on September 8th Commissioner Bennett left the meeting at 7:18 p.m. There was a brief discussion regarding the current testing companies. With no further business, a motion was made by Commissioner Hinaber and seconded by Commissioner Busse to adjourn the meeting at 7:21 p.m. Voice Vote: Ayes: M.
