INVOCATION INVOCATION Trustee Korn gave the Invocation. AGENDA MINUTES Trustee Hoefert, seconded by Trustee Rogers, moved to approve the minutes of the regular Village Board meeting held May 6, 2014. FINANCIAL MONTHLY FINANCIAL REPORT AND APPROVE BILLS REPORT & Mayor Juracek stated the next item on the agenda, "MONTHLY FINANCIAL REPORT AND APPROVE BILLS APPROVE BILLS" was noted by an asterisk and unless there was a request to remove an item(s), all items further listed in that manner would be considered with one (1) vote as business item "IX. CONSENT AGENDA." MAYOR'S REPORT MAYOR'S REPORT PROCLAMATIONS: A. ACCOLADES Recognition of Public Service: George K. Busse GEORGE K. BUSSE Mayor Juracek presented George K. Busse with a plaque in recognition of his sixteen (16) years of dedicated - voluntary service to the Village of Mount Prospect. During the sixteen year (16) period Mr. Busse served on the Downtown Redevelopment Committee (1997- 1998); Finance Commission (1997 -2003) and Board of Fire and Police Commission (2004 -2 -014). Mayor Juracek and the Village Board thanked Mr. Busse for his many years of service and the significant contributions he made to the Commissions he served and /or chaired. Mr. Busse thanked Mayor Juracek and the Village Board for the opportunity to serve the community and the support Village Board provides to the Boards and Commissions. He also thanked and recognized the members of the Board of Fire and Police as well as Fire Chief John Malcolm and Police Chief Michael Semkiu. MEDICAL RESERVE Medical Reserve Corps Ambassador Award: Mount Prospect Medical Reserve Corps CORPS — AMBASSADOR Mayor Juracek stated in April of this year, the Mount Prospect Medical Reserve Corps was AWARD awarded "the Ambassador Award" from the Office of the Surgeon General, Division of Medical Reserve Corps. 1 of 6 Mayor Juracek congratulated Village Nurse Ms. Jill Heinking- Mount Prospect Medical Reserve Corps Director, Human Services Administrative Coordinator Carol Baldini — Mount Prospect Medical Reserve Coordinator as well as the many Medical Reserve Corps volunteers on this prestigious award. The award recognized the organization's public health program for the underserved populations of Mount Prospect - specifically walking programs for the elderly and the indigent. In thanking Mayor Juracek and the Village Board, Ms. Heinking provided an overview of the public health program and other services /activities of the Mount Prospect Medical Reserve Corps. Ms. Heinking also thanked and recognized the Medical Reserve Corps volunteers for their tremendous contribution to the success of the organization. EMERGENCY MEDICAL Proclamation: Emergency Medical Services Week (May 18-24,2014) and SERVICES WEEK Emergency Medical Services for Children (May 21, 2014) AND EMERGENCY MEDICAL Fire Chief John Malcolm accepted the proclamation for Emergency Medical Services Week SERVICES FOR (May 18 -24, 2014 and Emergency Medical Services for Children (May 21, 2014). Fire Chief CHILDREN Malcolm thanked the Mayor and Village Board for their support and recognition of emergency medical personnel. EMS has grown significantly since its inception in 1972 and is an essential function of the Mount Prospect Fire Department; the Department has a full -time EMS coordinator. Noting the importance of public awareness of emergency services, Village Manager Janonis stated the current Village newsletter includes an Emergency Preparedness insert. On behalf of the Village Board Mayor Juracek thanked the members of the Mount Prospect Fire Department for their service. NATIONAL SAFE Proclamation: National Safe Boating Week (May 17 -23, 2014) BOATING WEEK Mayor Juracek presented the National Safe Boating Week, May 17 -23, 2014 proclamation to members of the United States Coast Guard Auxiliary Flotilla 39 -02 (9WR): Mr. Barry Jacobson, Commander Ms. Virginia Haase, Public Education Officer Mr. Jacobson and Ms. Haase thanked Mayor Juracek and the Village Board for the proclamation and supporting the United States Coast Guard Auxiliary's efforts in promoting safe boating practices. The opportunity to promote safe boating practices through public education is of tremendous benefit. Mayor Juracek thanked the United States Coast Guard Auxiliary representatives and their organization for sharing this important public safety message. APPOINTMENTS APPOINTMENTS None. CITIZENS TO BE COMMUNICATIONS AND PETITIONS — CITIZENS TO BE HEARD HEARD Mr. Mike Giblin, 1 Vice President, Mount Prospect Lions Club Mr. Giblin requested the waiving of Village fees for the 76 Annual Lions Club Festival, July 2nd — 6 at Melas Park. The festival features carnival rides, food court and beer garden, daily raffles and musical entertainment. Mr. Giblin stated there will be two (2) nights of fireworks, July 2nd and 4th Trustee Korn stated he would abstain from the vote as he serves on the Lions Club Festival Committee. Trustee Hoefert, seconded by Trustee Matuszak, moved to approve request to waive Village fees associated with the Lions Club Festival to be held at Melas Park, July 2 nd — 6 th 2 of 6 Upon roll call: Ayes: Hoefert, Matuszak, Polit, Rogers, Zadel Nays: None Abstain: Korn Motion carried. CONSENT AGENDA CONSENT AGENDA Trustee Hoefert, seconded by Trustee Zadel, moved to approve the following business items: FINANCIAL 1. Monthly Financial Report — April 2014 REPORT & 2. NEW BUSINESS NEW BUSINESS A. 1st reading of An Ordinance Pertaining to a Determination of the Prevailing Wage Rates PREVAILING WAGE Mayor Juracek present for a first (1 st) reading An Ordinance Pertaining to a Determination of the Prevailing Wage Rates. This ordinance, required by the State of Illinois, adopts the prevailing wages established by the State of Illinois for public works projects provided by contractors. Village Manager Janonis stated the Village did not approve the ordinance last year and it is his recommendation that the Village Board again vote down the ordinance — send a message to state legislators. He noted the Village does comply with the state regulated wages but has particular concerns with the inclusion of certain landscape work under prevailing wages. Village Board Comments -Doesn't support IDOL's staff interpretation of prevailing wage. -No vote does not mean denial of fair wage.; not anti - prevailing wage. -Volunteer work impacted by prevailing wage regulations. ■ Difficult to determine what real rate is — varies by project/rate list. -Protest vote — Village will continue to comply with state regulations. Trustee Hoefert, seconded by Trustee Polit, moved to waive the rule requiring two (2) readings of an ordinance. Trustee Zadel, seconded by Trustee Rogers, moved for approval of: AN ORDINANCE PERTAINING TO A DETERMINATION OF THE PREVAILING WAGE RATES Upon roll call: Ayes: None Nays: Hoefert, Korn, Matuszak, Polit, Rogers, Zadel Motion failed. 3 of 6 B. 1" reading of A Housekeeping Ordinance Amending Chapter 9 (PUBLIC UTILITIES, PAVEMENT AND TREE REGULATIONS), Chapter 14 (ZONING), ORDINANCE NO. 6110 (AN ORDINANCE AMENDING CHAPTER 13, "ALCOHOLIC LIQUORS ") AND ORDINANCE NO. 6122 (An Ordinance Amending Chapter 11, "MERCHANTS, BUSINESSES, OCCUPATIONS AND AMUSEMENTS ") of the Village Code of Mount Prospect Approved under the Consent Agenda C. A Resolution Requesting Closure of a Portion of Central Road in Order to Conduct a Parade. Approved under the Consent Agenda MANAGER'S MANAGER'S REPORT REPORT A. Motion to waive bid process and purchase fire engine in an amount not to exceed $538,275. FIRE ENGINE Fire Chief John Malcolm presented background information including, vehicle service life and replacement, Northwest Municipal Conference (NWMC) bid process, and staff recommendation. The Fire Department is scheduled to replace a 1999 Pierce Quantum fire engine; this apparatus has over 78,000 miles; condition and service history indicate replacement is warranted. As numerous fire departments were also considering the purchase of an apparatus, a Fire Department Apparatus Committee was formed through the Northwest Municipal Conference for a joint purchase. The lowest bidder was Global Emergency was Global Emergency Products, Inc. (Pierce). However, the low bid included a stipulation which prevented municipalities from choosing a different chassis from the manufacturer; in previous years municipalities were allowed to change chassis from the manufacturer. As this option was not available, Global Emergency Products offered an option of purchasing a stock unit. The stock unit offered by Global Emergency Products meets or exceeds all of the Fire Department's needs and is the same chassis as the other three engines in the department's fleet. The Village currently owns three (3) Pierce engines; extremely satisfied with their performance and reliability. Funding for the purchase is available in the 2014 budget. Staff recommend waiving of the Village bid process and award a contract to Global Emergency Vehicles, Wonder Lake in an amount not to exceed $538,275; the price reflects a $16,747 prepayment discount off the original price of $555,022. Chief Malcolm provided the following in response to questions from the Village Board: -Joint bid process conducted by NWMC; due to stipulation regarding chassis — Village went with alternative pricing offered by Global Emergency for stock unit. -Approximately nine (9) months for delivery -Warranty work performed by a local representative of Pierce. -Favorable pricing — stock unit and prepayment discount. -Old vehicle will be sold by Village — better pricing than with trade -in. Quality of vehicle care by Fire and Public Works garners top dollar for retired vehicles. -Two (2) engines in reserve- Reserve engines are used when a front -line engine goes down. -Evaluate reserve engines — extend use if warranted. Village Board Comments -Not a cold purchase — budgeted expenditure. -Reserve vehicles — ensure equipment ready when needed. -Vehicles replaced when needed — not when reaches a certain mark. -Life safety vehicles — need reserve. Trustee Hoefert, seconded by Trustee Zadel, moved to approve request to waive bid process and purchase fire engine in an amount not to exceed $538,275. Upon roll call: Ayes: Hoefert, Korn, Matuszak, Polit, Rogers, Zadel Nays: None Motion carried. 4 of 6 WATER METERS & B. Motion to accept bid for water meters and water meter accessories in an amount not to WATER METER exceed $214,653.05. ACCESSORIES Water /Sewer Superintendent Matt Overeem presented background information including the Village's new automated meter reading (AMR) system, bid specifications /process /results and staff recommendation. The new AMR system will allow the Village to remotely read all Village owned water meters (commercial and residential) on a daily basis. 165 larger meters (1.5" and greater) need to be exchanged in order to properly work with the new AMR system. The 1.5" and 2" meters will be replaced utilizing Public Works personnel; the larger meters (3" -8 ") will be replaced by a water meter services contractor. The bid specifications required all vendors to meet or exceed AWWA cold water meter standards. A requirement that the proposed meters be of a design and construction that emphasizes low -flow accuracy was also included. Five (5) bids were received; all bidders complied with bid specifications. The bids included three (3) styles of meters in varying sizes, a single -jet meter, ultrasonic meter and a mag- meter. The Metron - Farnier single -jet meters do not use a battery as part of their measuring process; expected life is 20 -30 years. The cost savings from not purchasing additional whole meters to replace the installed units when their internal batteries fail make the Metron - Farnier the more economical and efficient meter. Staff recommends award of the bid to Muniply of Chicago for the purchase of Metron - Farnier single -jet meters in sizes from 1 -1 % " to 8" and required components. Staff also recommend the additional flanges, nuts & bolts be purchased from Mid American Water; $10,930.05bid price. The total award for water meters and water meter accessories to Muniply of Chicago and Mid American Water in an amount not to exceed $214,635.05 In response to questions from the Village Board, Mr. Overeem and Public Works Director Sean Dorsey provided the following: -Bids were responsive but other bids were not responsive to what the Village wanted. -Single-jet meters — extremely accurate. More reliable than old meters. -Public Works monitor new technology. Village Board Comments -More precise meter — addresses need to increase accuracy of readings. -Increase in water costs and regulatory requirements — accuracy essential. -Purchasing less expensive and less accurate meters will ultimately cost the Village more money. Trustee Zadel, seconded by Trustee Polit, moved to approve request to accept bid for water meters and water meter accessories from Muniply of Chicago and Mid American Water in an amount not to exceed $214,653.05. Upon roll call: Ayes: Hoefert, Korn, Matuszak, Polit, Rogers, Zadel Nays: None Motion carried. WATER METER SERVICES C. Motion to accept bid for water meter services in an amount not to exceed $123,860. Public Works Director Sean Dorsey provided background information including scope of work, bid specifications /results and staff recommendations. To limit water loss or unaccounted -for water consumption in the Village -owned potable water distribution system, Public Works routinely performs water meter testing, replacements and repairs on a scheduled basis. Annually, 500 -800 properties are targeted for water meter replacements and sump pump inspections under this contract. Additionally, approximately 120 commercial water meters, ranging in size from 2" diameter to 8" diameter, are tested each year. Mr. Dorsey reviewed the changes to the bid document from previous years including the State requirement that the successful bidder be a State of Illinois Licensed Plumbing Contractor. 5of6 The qualification was added pursuant to direction received from the Illinois Department of Public Health State Plumbing Inspector in December of 2013. OTHER BUSINESS ADJOURN A total of seven (7) bids were distributed; only one (1) bid from HBK Water Meter Services, Inc. was received. Of the six (6) other bid holders four (4) indicated why they did not submit a bid; two (2) could not meet the licensing requirement; one (1) — could not be cost competitive and one (1) could not accommodate work load. HBK Water Meter Services, Inc. has been the Village's water meter replacement contractor and meter testing service provider for previous contracts and has an outstanding record of service with the Village. Staff recommends the Village Board accept the lowest responsive bid for specified water meter services as submitted by HBK Water Meter Services in an amount not to exceed $123,860; in contract year 2014. Three (3) year contract - contract stipulates no rated increases during term of contract. Mr. Dorsey provided the following in response to questions from the Village Board: -Licensing requirement — owner must be licensed plumber. ■20% re- inspection fee; cost is base on time and material only. -Letter and brochure will be mailed to homeowners. -Sufficient funds available; no rate increase stipulated in three (3) year contract. Mr. Dorsey stated all residential literature will be made available to the Village Board for review and comment prior to mailing. Trustee Zadel, seconded by Trustee Rogers, moved to approve request to accept bid for water meter services in an amount not to exceed $123,860. Upon roll call: Ayes: Hoefert, Korn, Matuszak, Polit, Rogers, Zadel Nays: None Motion carried. D.
