Northwest Highway Mount Prospect, Illinois 60056 Phone BOARD OF FIRE AND POLICE COMMISSIONERS 847/870 -5656 MINUTES March 3, 2014 Public Safety Building Fire Department Conference Room Commissioner Skowron called the meeting to order at 5:33 p.m. and served as Acting Chair until the Chairman arrived. Roll Call: Michaele Skowron, Commissioner Charles Bennett, Commissioner Mark Busse, Commissioner Absent: James Powers, Commissioner Also Present: John Malcolm, Fire Chief Michael Semkiu, Chief of Police APPROVAL OF MINUTES Acting Chairperson Skowron asked for a motion to approve the Open Session Minutes of February 3, 2014. A motion was made by Commissioner Bennett and seconded by Commissioner M. Busse to approve the minutes. Roll Call: Ayes: Bennett, M. Busse, Skowron Nays: None Motion Carried CITIZENS TO BE HEARD No one in attendance. POLICE DEPARTMENT UPDATE Chief Semkiu reported one officer will be retiring this month, one officer was promoted to sergeant and one officer tendered his resignation with the department so he is looking to hire an officer from the current eligibility list. Chief also mentioned the commissioner training being offered by the Illinois Fire & Police Commissioners Association (IFPCA) in Decatur. If any member would like to attend this training, they should contact the Chief's office to make arrangements. POLICE DEPARTMENT ORAL INTERVIEW SCHEDULE — MARCH 17, 19, AND 20, 2014 Chief Semkiu reminded Board members the oral interviews for thirty (30) candidates are scheduled for March 17 19 and 20 starting at 2:30 p.m. each day. SERGEANTS PROMOTIONAL PROCESS DISCUSSION AND APPROVAL OF THE READING LIST Chief Semkiu presented the sergeants examination notice with the attached documents for the Board to review. Commissioner Skowron suggested the Board review and submits any suggestions to the Chiefs Office by Friday. Chief Semkiu also distributed information from Laser and Associates regarding the assessment center and psychological evaluations. The Chief reviewed the documents with the Board and discussed the testing process. After reviewing the Promotional Reading List with the Board, he requested their approval. Acting Chairperson Skowron asked for a motion to approve the recommended Promotional Reading List. A motion was made by Commissioner M. Busse and seconded by Commissioner Bennett. Roll Call: Ayes: Bennett, M. Busse, Skowron Nays: None Motion Carried BOFPC Minutes 3/3/2014 Pagel Acting Chairperson Skowron asked for a motion to approve Stephen A. Laser Associates as the organization to conduct the assessment center for the Sergeants Promotional Exam. A motion was made by Commissioner Bennett and seconded by Commissioner M. Busse. Roll Call: Ayes: Bennett, M. Busse, Skowron Nays: None Motion Carried Acting Chairperson Skowron asked for a motion to approve 1/0 Solutions as the vendor for the written exam for the Sergeants Promotional Exam. A motion was made by Commissioner M. Busse and seconded by Commissioner Bennett. Roll Call: Ayes: Bennett, M. Busse, Skowron Nays: None Motion Carried FIRE DEPARTMENT UPDATE Chief Malcolm reported on staffing for the Fire Department. With the resignation of one firefighter, the next candidate on the list is in the next phase of the testing process. Chief Malcolm asked the Board to look at conducting interviews in May for firefighters and he also reported a new test will need to be conducted in the fall because the list will be expiring. The Board tentatively scheduled interviews for May 5tn after the regular meeting and May 6 CLOSED SESSION A motion was made by Commissioner Bennett and seconded by Commissioner M. Busse to go into Closed Session at 6:03 p.m. under Personnel 5 ILCS 120/2 (c) (1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity, to approve closed session minutes and review the oral interview process. Roll Call: Ayes: Bennett, M. Busse, Skowron Nays: None Motion Carried The Board returned to open session at 6:18 p.m. with everyone from the previous session and Chairman Busse who arrived during Closed Session. OTHER BUSINESS Police interviews will be held on March 17, 19 and 20, 2014. The next regular meeting will be held on April 7, 2014. There was also a discussion regarding recruiting a new member for the Board. With no further business, a motion was made by Commissioner M. Busse and seconded by Commissioner Bennett to adjourn the meeting at 6:27 p.m. Voice Vote: Ayes: G. Busse, Bennett, M.
