Juracek Trustee Paul HoefertTrustee Steven Polit Trustee John KornTrustee Richard Rogers Trustee John MatuszakTrustee Michael Zadel II.APPROVAL OF MINUTES OF THE COMMITTEE OF THE WHOLE FOR APRIL 8, 2014 III.CITIZENS TO BE HEARD IV.COMMUNITY DEVELOPMENT / FIRE DEPARTMENT FEE REVIEW During the recent budgetdiscussion for fiscal year 2015, staff communicated that the Village continues to experience a structural financial deficiency whereby the revenue growth does not match the expenditure growth on a an annual basis. This differential typically is about 1% to 2%. Therefore, staff undertook a preliminary review of existing feesthat are charged for services comparing the current levels to other communities and comparing the cost charged to the actual cost to provide the service in terms of personnel and material costs. General information from Community Development, Fire, Police, Human Services and Public Works was provided to the Village Board members and Finance Commission members at the Financial Planning workshop on April 22. As part of that information staff proposed a more detailed discussion regarding fees and permits in Community Development and Fire Departments initially with a future discussion to cover Public Works, Finance and Police.Appropriate staff will be on hand to answer questions and facilitate discussion. V.CHAPTER 5CODE REVISIONS Chapter 5 of the VillageCode governs the creation (and deletion)of all Village Boards and Commissions; not including the Mayor and Board of Trustees. The Library Board is referenced only due to statutory requirements. Approximately five (5) Boards and/or Commissions are mandated by State Statute (Board of Fire and Police, Planning and Zoning, Police/Fire Pension, and Foreign Fire Tax Board). All others are creations of the Mayor and Board. Chapter 5 has evolved over several decades to some eighteen Boards and Commissions. With the exceptionof the statutory Boardsand Commissions,others Internal controls are special purpose groups that are aimed at:1.) (Finance, Audit, Cultural or community based endeavors Transportation and Safety) or 2.) (Youth, Community Relations, Special Events, Sister Cities, Centennial Planning and Citizen Corps). A review and rewrite of Chapter 5 has been ongoingfor some time. The most important addition to Chapter 5 is the creation of Article II (previously reserved) which serves as an “overlay article”that provides general governance direction regarding the Mayor’sauthorityto act under certain circumstances as well as how the various Boards and Commissionsconduct business. Most of the specific articles pertaining to the Boards and Commissions remain relatively unchanged with theexceptionof Article XV covering the Sister Cities Commission which undertook a substantial rewrite of its chapter. This initial review is designed to generate discussion and comment. Further revisions can be expected.Appropriate staff will be on hand to answer questions and facilitate discussion.
