Northwest Highway Mount Prospect, Illinois 60056 Phone 847/870 -5656 BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES February 3, 2014 Public Safety Building Fire Department Conference Room Commissioner Skowron called the meeting to order at 5:32 p.m. and served as Acting Chair until the Chairman arrived. Roll Call: George Busse, Chairman (Arrived 5:51 PM) Charles Bennett, Commissioner Mark Busse, Commissioner James Powers, Commissioner Michaele Skowron, Commissioner Also Present: John Malcolm, Fire Chief Michael Semkiu, Chief of Police Timothy Janowick, Deputy Chief of Police Michael Eterno, Operations Commander (Arrived 5:39 PM) APPROVAL OF MINUTES Acting Chairperson Skowron asked for a motion to approve the Open Session Minutes of December 9, 2014. A motion was made by Commissioner Bennett and seconded by Commissioner M. Busse to approve the minutes. Roll Call: Ayes: Bennett, M. Busse, Powers, Skowron Nays: None Motion Carried The Motion to approve the disposal of Open Meeting Audiotapes /CDs was tabled. CITIZENS TO BE HEARD No one in attendance. POLICE DEPARTMENT UPDATE Chief Semkiu reported the police department is currently at full strength and that one of the Police Sergeants indicated he will retire this month. With the approval of the Village Manager, an officer on the Sergeant Eligibility List will be promoted. Chief Semkiu invited the Board to the "Officer of the Year" Awards ceremony on February 18 at the Village Board Meeting and to the reception immediately following. There was also a discussion regarding the process for selecting the "Officer of the Year." Chairman Busse will be giving the Board of Fire & Police annual report the same night. Commissioner Skowron noted the memorandum included in their packets regarding Officer Carlson's completion of probation. Commander Eterno joined the meeting at 5:39 p.m. FIRE DEPARTMENT UPDATE Chief Malcolm reported the Fire Department is at full staff and all lists are current. The secretary in Fire Prevention has retired from the department. The Celestial Celebration is Friday night and the Fire Department's 100 year anniversary will be recognized. At 5:44 p.m. Acting Chairperson Skowron asked for a motion to take a short recess until Chairman Busse arrives. A motion was made by Commissioner Bennett and seconded by Commissioner M. Busse. Roll Call: Ayes: Bennett, M. Busse, Powers, Skowron Nays: None Motion Carried BOFPC Minutes 2/3/14 Page 1 Acting Chairperson Skowron called the meeting back to order at 5:51 p.m. and noted Chairman Busse arrived and Chief Malcolm was excused. The Chair called for a motion to go into Closed Session. CLOSED SESSION A motion was made by Commissioner M. Busse and seconded by Commissioner Bennett to go into Closed Session at 5:52 p.m. to approve closed session minutes under Personnel 5 ILCS 120/2 (c) (1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity and to review the oral interview process. Roll Call: Ayes: G. Busse, Bennett, M. Busse, Powers, Skowron Nays: None Motion Carried The Board returned to open session at 7:54 p.m. with everyone present from the previous session OTHER BUSSINES The next meeting will be held on March 3, 2014 at 5:30 p.m. and the Board of Fire & Police Annual Report to the Village Board will take place on February 18th. With no further business, a motion was made by Commissioner Bennett and seconded by Commissioner Powers to adjourn the meeting at 7:55 p.m. Voice Vote: Ayes: G. Busse, Bennett, M.
