JURACEK AND BOARD OF TRUSTEES FROM: VILLAGE MANAGER DATE: FEBRUARY 26, 2014 SUBJECT: WALGREENS #05107 1701 E. KENSINGTON ROAD CLASSIFICATION CHANGE FROM "PT' TO "P -2" LICENSE WALGREENS #00209 1028 S. ELMHURST ROAD CLASSIFICATION CHANGE FROM "P3" TO "P -2" LICENSE On Wednesday, February 19, 2014, the Village Manager Michael Janonis, Village Attorney Everette Hill and Administrative Assistant to the Village Manager Doreen Jarosz met with District Manager Ryan Williams and the two store managers at the Mount Prospect locations listed above. The purpose of the meeting was to discuss Walgreens' request for a change in license classification. The Class "P -2" designation provides for the sale of package beer, wine and spirits in a secondary package setting. Elimination of the current "P -3" licenses is part of this process. (Exhibit A &B) Recently the decision was made by corporate to standardized locations to offer full service alcoholic packaged goods. The two applications show different corporate entities. According to Mr. Williams the Bond Drug Company of Illinois, LLC is a wholely owned subsidiary of Walgreen Co. This should have no legal bearing on a decision to issue the licenses. The Village Manager discussed at length the Village's particular sensitivity to the sale of alcohol to minors or clearly intoxicated persons. The requirements of the Village's Fight Ordinance were also discussed. The Village Attorney reviewed with those present past problems at the Elmhurst Road location with regard to sale of alcohol to minors. The Village Attorney made it very clear to all present that the store managers were responsible for the actions of all store employees with regard to the sale of alcohol. There was detailed discussions about security systems in place that would prevent the possibility of such sales taking place. Also discussed was the need for all store managers and anyone else involved in the sale of alcohol to complete a certified liquor servers training course. The required applications are complete and on file along with the payment of appropriate fees and other documentation. If the Village Board favorably considers this request, adoption of two Ordinances creating (2) new Class "P -2" liquor licenses would tie in order. t�H NIS MEJ /dj Z age nage ORDINANCE NO. _____ AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE OF MOUNT PROSPECT BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS: SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses available in each Classification and shall establish a list specifying the number of Liquor decreasing the number of Class -3Liquor Licenses authorized. Said list is hereby amended Licenses by One (1) WALGREEN CO. d/b/a WALGREENS #00209AT 1028 S. ELMHURST ROAD AND increasing the number of Class - WALGREENS #00209 AT 1028 S.
