P R O C L A M A T I O N
“BLACK HISTORY MONTH”
FEBRUARY, 2014
WHEREAS,
during National African American History Month, we honor the
achievements and celebrate the rich heritage of African Americans; and
WHEREAS,
in 1926 Carter G. Woodson initiated Negro History Week, which, in 1976,
was expanded to the entire month of February to recognize and celebrate
contributions of African-Americans to our nation’s culture and history; and
WHEREAS
, throughout our Nation’s History, African Americans from all walks of life
have offered their talents to the betterment of American Society. Through their
extraordinary accomplishments, these leaders helped bring our Nation closer to
fulfilling its founding ideas; and
WHEREAS,
from the beginning of our Republic, free people of African descent have
seen themselves as citizens, members of society, and therefore due equal rights. To
honor the efforts of those who have fought for social justice in our nation the 2014
“Civil Rights in America.”
Black History Month theme is Frederick Douglass,
W.E.B. Du Bois, Martin Luther King, Jr., and Fanny Lou Hamer are all associated with
the struggle for civil rights; and
WHEREAS,“Black History Month”
throughout ,we celebrate the many contributions
African Americans have made to our Nation, and we are reminded of their courage in
their struggle to change the hearts and minds of our citizens.
NOW, THEREFORE
, I, Arlene A. Juracek, Mayor of the Village of Mount Prospect, do
hereby proclaim February, 2014 as
“BLACK HISTORY MONTH”
and I encourage all individuals to take advantage of opportunities to educate
themselves and raise awareness and appreciation of the history and contributions of
African-Americans to our great nation, while striving to eliminate even the most
minute evidence of discrimination towards all individuals.

CLASS P-2LIQUOR LICENSE
On Wednesday, January 22, 2014, the Village Manager met with Mr.David Bernier(Director of
Store Operations) and store managers Messrs.Budds, Ramsey and VanOverlootregarding
their request for a Class P-2 Liquor License. The Class P-2License provides for the retail sale
of packaged liquors in conjunction with a full-service grocery storeover 10,000 square feet.
Fresh Thymewill be occupying the former Sports Authorityat Randhurst Commons. The space
is currently under renovation with occupancy expected in midApril.
Fresh Thyme is a subsidiary of Meijer Companies Ltd. and the Mount Prospect location will be
the first of eighteen new stores to open in Illinois. Fresh Thyme is a full-service grocery store
specializing in fresh organic produce. Hours of operation will be seven days a week from 7:00
a.m. to 10:00p.m.
The Village Manager reviewed at length with Mr. Bernier and the management team the
Village’s particular sensitivity to the sale of alcohol to minors as well as sales to intoxicated
persons. The Village Manager informed the principals they were responsible for the actions of
all employees and that it was imperative to establish an appropriate training program as well as
management oversight with regard to such sales.Additionally, the Village Manager counseled
the principals that the Village conducts regular sting operations involving underage adolescents
and that the penalty for such liquor code violations could be quite severe.
Given the fact that the principals havehadno prior experience with the sale of alcohol in Illinois
theVillage Manager is requiringthat Mr. Bernier andthe store managers complete a liquor
servers training course as a condition of issuing the license.The principals are amenable to
such a requirement. A completed application is on file along with all required fees. The
applicants have submitted to fingerprinting and background checks. If the request is considered
favorably, an Ordinance creating a new Class P-2Liquor License would need to be adopted.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE
POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village
Code of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor
Licenses available in each Classification and shall establish a list specifying the number of Liquor
increasing the number of Class -2Liquor
Licenses authorized. Said list is hereby amended
