Chairman Busse called the meeting to order at 2:32 p.m.

APPROVAL OF MINUTES
Chairman Busse asked for a motion to approve the minutes of the October 7, 2013, Open Meeting.
A motion was made by Commissioner Bennett and seconded by Commissioner M. Busse to approve the
minutes.
Voice Vote: Ayes: G. Busse, Bennett, M. Busse, Powers, Skowron Nays: None Motion Carried
CITIZENS TO BE HEARD
No one in attendance.
FIRE DEPARTMENT UPDATE
Chief Malcolm provided an update on the status of the Lieutenants test. Those successfully completing
the written test will move on to the assessment center. Chief Malcolm expects to have an eligibility list for
the Board's approval at the December 9 th meeting. There was a brief discussion on the fire department
budget.
POLICE DEPARTMENT UPDATE
Chief Semkiu reported the police department gave their budget presentation before the Village Board last
Tuesday.
CLOSED SESSION
A motion was made by Commissioner Bennett and seconded by Commissioner M. Busse to go into
Closed Session to approve minutes and conduct oral interviews under Personnel 5 ILCS 120/2 (c) (1) -
The appointment, employment, compensation, discipline, performance, or dismissal of specific employees
of the public body, including hearing testimony on a complaint lodged against an employee to determine
its validity at 2:38 p.m.
Roll Call: Ayes: G. Busse, Bennett, M. Busse, Powers, Skowron Nays: None Motion Carried
The Board returned to open session at 2:49 p.m. with everyone present from the previous session.
OTHER BUSSINES
Commissioner Skowron mentioned attending the Celestial Celebration as a group. If interested, please
contact Diane Rhode.

The next meeting will be on December 9 at 5:30 p.m. Chief Malcolm and Chief Semkiu left the meeting
at 2:49 p.m.
A motion was made by Commissioner Powers and seconded by Commissioner M. Busse to return to
Closed Session to conduct oral interviews under Personnel 5 ILCS 120/2 (c) (1) - The appointment,
employment, compensation, discipline, performance, or dismissal of specific employees of the public
body, including hearing testimony on a complaint lodged against an employee to determine its validity at
2:58 p.m.
The Board returned to Open Session at 10:13 p.m.
With no further business, •a motion was made by Commissioner Powers and seconded by Commissioner
M. Busse to adjourn the meeting at 10:13 p.m.
