JANONIS FROM: WATER /SEWER SUPERINTENDENT DATE: OCTOBER 29, 2013 SUBJ: BID RESULTS FOR INSTALLATION OF EMERGENCY STAND -BY GENERATOR AT BOOSTER STATION 17 ($244,200) Background The Village Board has sanctioned a multi -year capital improvement plan to equip each of the deep well pumping stations with emergency generators to power deep wells and booster pumps in the event power from Commonwealth Edison is disrupted. Two (2) generators were acquired and installed at Stations 5 and 16 in 2008 -2009. Last year the Village Board authorized the purchase of the third generator which is to be installed at Booster Station 17 on North Elmhurst Road. The generator has been manufactured and is awaiting delivery to the Village. Prior to delivery, the site must be improved to accept and utilize the generator. This work includes the provision of the concrete pads for the generator and a 4,000 gallon diesel fuel tank, on -site electrical connections, utility relocation work, as well as wiring and conduit installation. The work will also include the startup of the generator and coordination with the generator vendor, Patten power Systems of Elmhurst, Illinois to ensure the successful operation of the generator system. With the completion of this work, the Village will have three (3) water wells and pumping stations (Station 5, Station 16 and this latest at Station 17) that have the capability of running independently of the Commonwealth Edison electrical power grid. Bid Results Burns & McDonnell Consulting Engineers of Downers Grove, Illinois prepared the bid specifications for the installation of the generator and diesel fuel tank. The bid was advertised in the local paper on October 2, 2013. Eight (8) local contractors were solicited and two (2) additional contractors requested bid packets. The bids were received, opened and read aloud on October 28, 2013. Argon Electric, Buffalo Grove $222,000 2. Delta Electrical, Lincolnshire $245,000 3. Newcastle Electric, Itasca $257,000 4. Windy City Electric, Chicago $312,000 5. Homestead Electric, Ingleside $399,050 Discussion All bids received were properly submitted and include necessary bid sureties. All bid forms were properly signed. The apparent lowest cost bid was submitted by Argon Electric, Inc of Buffalo Grove, Illinois. The Village has used Argon Electric previously for the 2010 Sewer Lift Station Emergency Backup Power project and the firm was responsive, on -time and under budget. Argon Electric has performed generator work for commercial and institutional clients and their references have been very favorable. Staff recommends including a 10% contingency ($22,200) be added to the contract award to facilitate resolution of unforeseen circumstances. The total recommended award for this contract is $244,200 ($ 220, 000.00 +$22,200.00 = $244,200.00). Recommendations I recommend accepting the lowest cost bid for the installation of an emergency, stand -by generator at Booster Station 17as submitted by Argon Electric, Inc. of Buffalo Grove, Illinois in an amount not to exceed $244,200.
