HomeMy WebLinkAboutRes 01-88 01/05/1988 RESOLUTION NO. 1-88" A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT BETWEEN THE VILLAGE OF MOUNT PROSPECT AND ILLINOIS DEPARTMENT OF TRANSPORTATION RELATIVE TO THE IMPROVEMENT OF CENTRAL ROAD WHEREAS, the corporate authorities of the Village of Mount Prospect have determined that it would in the best interests of the Village to participate with the State of Illinois and the City of Des Plaines to improve that portion of Central Road between Rand Road and Wolf Road; and WHEREAS, in order to proceed with the improvement of Central Road it has been determined that an Agreement should be executed between the parties involved, specifically, Phase 1 (Preliminary Engineering) and Phase 2 (Design Engineering). NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: , SECTION ONE: That the Mayor is hereby authorized to sign and the Clerk authorized to attest her signature on the Agreement between the Village of Mount Prospect and the Illinois Department of Transportation relative to the first phases of improving Central Road, as set forth hereinabove. SECTION TWO: That this Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law. Fields Village Clerk SCOPE OF ENGINEERING SERVICES Phase I - Project Developement 1. Project Coordination and Data Collection Preliminary conference with Village and City Staff to discuss goals and objectives of the project. Preparation and submittal of State and Sub-State Clearinghouse notifications. Obtain utility atlases and aerial mapping. Obtain average daily traffic volume counts and accident data from the Village/City. Soils consultant selection and initiate soils investigations. Obtain traffic growth data and improvement plans for adjacent improvements from the Village, City, and IDOT 2. Field Survey Obtain local field survey data. Perform field survey of existing conditions including topography, cross sections, right-of-way and drainage. Plot and ink design survey at a In = 20' scale. 3. Traffic and Accident Analysis Summarize accident data by location, type and severity. Prepare collision diagrams at high accident locations and evaluate accident patterns. Analyze wet/dry accident rate. Reduce and adjust traffic volume data for seasonal variances and develop existing average daily traffic volumes. Develop design year traffic volume forecasts for Central Road through a study of adjacent arterial highway and coordination with the Chicago Area Transportation Study traffic forecasts. Evaluate traffic and accident statistics to determine improvement need (i.e. design classification, roadway channelization, signalization). Perform a pedestrian gap study to determine school crossing signal warrants at Horner Avenue. 4. Preliminary Design Studies Develop improvement cross-section alternatives including but not limited to the no-build, four lane, and five lane improvement, including median treatment study. Evaluate traffic and accident impacts for each alternative Rev. 12/10/87 Aate environmental impacts for tree loss and replacement Match intersection improvements at Rand Road and Wolf Road. Prepare intersection design study at Horner Avenue based on school crossing signal warrants. Evaluate need for continuous sidewalks and street lighting system to provide continuity with adjacent roadway sections. Meet with Village to review design alternatives and recommend preferred improvement plan. Conduct public informational meeting, to obtain local input regarding preferred improvement plan. Develop right-of-way requirements. 5. Soils Report and Pavement Analysis alternat~ including Obtain soils investigation and report from sub-consultant. Review soils report and pavement analysis Prepare proposed pavement structure design 6. Drainage Studies Perform drainage analysis of existing drainage patterns Identify and study storm sewer outfall locations. Develop drainage plan and preliminary design of main drainage system. Drainage system design shall be in accordance with the City of Des Plaines Storm Water Management Plan - 1985. Water quality and flood plain encroachment evaluation 7. Draft Project Report Prepare draft of project report in accordance with IDOT, Bureau of Local Roads, Federal-Aid Procedures for Local Highway Improvements. The report will include a discussion of the project location and existing conditions¡ discussion of improvement plans, alternative designs, traffic and accident analysis including exhibits, environmental studies¡ estimate of cost and maintenance of traffic¡ and summary of and public involvement. 8. Report Review and processing Submit report for Village, City and State review and approval. Perform revisions to draft report based on agency review. Rev. l2/l0/87 nì 9. Public and Local Meetings Meeting with Village and City staff as necessary during project to discuss project Presentation of preferred improvement plan to the Village and City Board. Prepare and conduct public informational meeting. Prepare draft letter for public meetings and draft legal notice for publication in local newspaper 10. Final Project Report Update report based on agency and public comments Incorporate disposition of comments from public meeting into the Project Report Submit final report Impact and obtain Design approval Prepare Design Approval notifications for publication by the Village/City in a local newspaper .
