IV. PROPOSED TREE ORDINANCE REVISIONS/ARBORICULTURAL STANDARDS
MANUAL REVIEW
On January 14, 1997, the Village Board reviewed a preliminary report on a four-pad
Forestry Division project which focused on revisions to the Village's Tree
Ordinance; adoption of a Standards Manual and development of promotional
literature designed to inform residents about Mount Prespect's urban forest. The
discussion on January 14 focused on general direction. Based on Board feedback,
Forestry staff has completed the necessary revisions to Village Ordinances, drafted
the Standards Manual and developed the informational brochures.
Forestry Superintendent Sandy Clark will again review with Board members the
specifics of the above items. The project has been helped along by two Grants
which have greatly assisted in its development. Additionally, the Garden Club of
Mount Prospect has been actively involved in the drafting of the informational
brochures.
B~cause both Grant Programs have deadlines in June, Ms. Clark is requesting the
Committee of the Whole discussion on April 8, followed by a first reading of the
Ordinance on Apri115 and a second readingon May6 (if required). Because ofthe
anticipated one-month lead time for printing, Ms. Clark would also ask that the
Board grant approval of the informational brochure at the Committee of the Whole
meeting. While the brochure generally summarizes the Village's Tree Ordinance,
it is not so specific that later changes to the Ordinance would make the brochure
text inaccurate.
The attached information package provides great detail regarding all aspects of this
project including proposed changes to the Tree Ordinance. Ms. Clark, Mr. Laverne,
Vice President of ACRT, the Village's urban forestry consultant, and members of
the Mount Prospect Garden Club will be available to answer questions and facilitate
discussion.

V. PROPOSED FIRE SPRINKLER CODE AMENDMENTS
Over the past several months, the Fire Prevention Bureau and Community
Development Department have been in the process of reviewing and updating the
Village's Building and Fire Prevention Codes. This task is normally undertaken
every few years after updates of the National BOCA and Fire Prevention Codes are
issued by the respective national governing bodies.
As part of staff's review process, the proposed changes were presented to the
Economic Development Commission and the Governmental Affairs Committee of
the Mount Prospect Chamber of Commerce. Our purpose in making such
presentations was to inform the respective bodies of the proposed changes,
educate them as to the benefits of same and to solicit their comments and
suggestions. The attached cover memorandum from Fire Chief Edward Cavello
indicates that based on the comments of the Economic Development Commission,
revisions were, in fact, made to the originally proposed amendments. Both the
Economic Development Commission and the Chamber of Commerce have indicated
that they are generally comfortable with the proposed changes as currently revised.
The reason that staff would like to present the proposed Sprinkler changes to the
Board separate from other BOCA Code revisions is because the proposed Sprinkler
changes will drive the direction of drafting for BOCA Code changes. Certain credits
or allowances in construction materials or construction ratings could be realized
through the installation of sprinkler systems that could save a property owner
money.
Based on the direction of the Board at the April 8 Committee of the Whole meeting,
staff would then complete the larger revisions to the BOCA Code and present same
for final Village review and approval sometime in mid-1997.
Chief Cavello and appropriate staff will be present to answer questions and
facilitate discussion.
VI. INTRODUCTION OF CITIZENS' FIRE ACADEMY
Fire Chief Edward Cavello and his staff have developed the concept of a Citizens'
Fire Academy, This program will provide an opportunity for Mount Prospect
residents to participate in a 13-week series of classes that will educate people on
the mission of the fire service as well as provide important medical self-help and
safety knowledge to individuals. The program may well be the first of its kind in the
northwest suburban area.
Chief Cavello and appropriate staff will be present to explain the program and
answer any questions you may have.
