HomeMy WebLinkAbout01/15/2004 SWC minutes MOUNT PROSPECT SOLID WASTE COMMISSION January 15, 2004 MEETING MINUTES PRESENT George Luteri, Rod Mobus, Mary Rosen and Mary Winkler Lisa Angell Public Works ABSENT Pankaj Parikh and Ken Westlake CALL TO ORDER Chairman Luteri called the meeting to order at 7:40 p.m. APPROVAL OF MINUTES Minutes from the November 20,2003 meeting were approved as written. CITIZEN FORUM No individuals were in attendance to address the Commission. SOLID WASTE PROGRAMS AND DATA The Solid Waste Coordinator informed the Commission of ARC's recent change to the single stream recycling collection system. ARC received new recycling trucks designed for single sort collection in December of 2003. There are several benefits to this system and truck. 1) Residents do not have to separate any materials; paper and the commingled items can be set in the same bin. 2) The new recycling truck is able to compact the materials making the collection more efficient. Residents no longer have to prepare the cardboard in 3'x3' dimensions. As there is no size limitation residents just need to flatten the corrugated cardboard boxes. 3) Should the Village adopt a toter system, the trucks are designed for automated collection. NEW BUSINESS [In the January meeting packets the Commission members received a copy of the 2000-2004 solid waste contract bid specifications.] A general discussion of the current solid waste contract was conducted. Chairman Luteri asked if the members had any suggestions for modifying the 2000-2004 bid specifications. The Commission members did not have any suggestions. Although the Commission did not recommend any program changes, the members did want to make sure the program options as outlined in the 2000-2004 bid specifications would be included in the new bid specifications. The Coordinator stated the options would remain a part of the new specifications. The Coordinator asked the Commission to review the Village's current practice for the collection and disposal of residential construction/remodeling debris. The Coordinator stated that construction/ remodeling debris is especially problematic during clean up weeks. Although the Village has detailed guidelines for the collection/disposal of the debris often times the material is not prepared properly and/or is in excess of the acceptable amount. Several suggestions on managing residential construction/remodeling debris were offered including: 1) eliminating the collection of construction/remodeling debris from the basic service level; resident would arrange directly with hauler for a special collection. 2) as part of the permitting process for residential construction, applicants receive information about the disposal of construction/remodeling; applicants would also need t 0 indicate on the permit how the unwanted debris would be disposed of. There was also a brief discussion as to whether a limit should be set for the volume of material set out on clean up weeks. In general the Commission members did not think a limit could or should be set. However, it was recommended that additional community education be conducted to help residents fully understand what items could be set out with the garbage on their regular weekly set out. Many residents continue to hold bulk items unnecessarily until clean up week. The Coordinator updated the Commission on the commercial solid waste inventory currently being conducted in conjunction with 2004 business license renewals. The information will be used for developing bid specifications for the possible implementation of a commercial solid waste contract. OTHER ontract; the current contract expires December 31,2004. She asked the Commission to be prepared to begin the evaluation process of the current program/contract. Commission members also indicated they appreciated SW ANCC's comments regarding a commercial solid waste franchise. NEXT MEETING The next meeting was scheduled for Thursday, February 19, 2004 in the Public Works Facility, 1700 West Central Road at 7:30 p.m. ADJOURNMENT As there was no further business the meeting was adjourned at 9:20 p.m. Respectfully submitted, M.
