COMMITTEE OF THE WHOLE MINUTES
November 26, 2013
CALL TO ORDER — ROLL CALL
The meeting was called to order at 7:02 p.m. in the Village Board Room of the Village
Hall, 50 South Emerson Street, by Mayor Arlene Juracek. Trustees present included
Paul Hoefert, John Korn, John Matuszak, Steven Polit and Richard Rogers. Staff present
included Village Manager Michael Janonis, Assistant Village Manager David Strahl and
Administrative Assistant to the Village Manager Doreen Jarosz.
II. DEFERRAL OF COMMITTEE OF THE WHOLE MINUTES FOR NOVEMBER 12, 2013
Motion made by Trustee Korn second by Trustee Hoefert. Deferral was
approved.
III. CITIZENS TO BE HEARD
None
IV. CHAPTER 13 LIQUOR CODE REVISIONS
Mayor Juracek stated that she has been heavily involved in liquor license
management since taking office and has found there is a need for some updates
to the liquor code to address a number of requests that have come through
regularly regarding liquor service which is not addressed in the current code.
Restaurant Corkage License and Restaurant Corkage Endorsement: One
item that she is recommending is the option for a patron to bring their own wine
bottle into a restaurant establishment for the sole purpose of consumption. She
stated that this is already occurring in many other communities and this allows
Mount Prospect establishments to be competitive.
The corkage license outlines the requirements for utilizing this option which
requires the manager of the facility to have Basset training and follow all the rules
and regulations in Chapter 13 with the only liquor service limited to patrons
bringing in their own wine for consumption.
The corkage endorsement allows for patrons to bring their own wine bottle into
a fully license establishment for corkage service at the table. The restaurant itself
would limit the number of bottles that would be allowed under this endorsement
presuming that if the restaurant has a liquor license they would want to sell liquor
to the patrons at some point in the evening.

Neither the corkage license nor endorsement includes hard liquor or beer. If the
bottle is not completely consumed under both circumstances it would be resealed
in an approved container for transport home.
General consensus of the Village Board was supportive of this addition to the
liquor code.
Bottle service at a Banquet Hall:
This addition would allow for the delivery of spirits to each table for a toast and
general consumption at the table by patrons.
General consensus of the Village Board was supportive of this addition to the
liquor code.
Service at beauty salons, barbershop, or spa license:
This would allow for service to patrons that are waiting for or receiving such
personal service and is limited by the number of drinks that are available to
patrons. Managers of these facilities must have Basset training.
General consensus of the Village Board was supportive of this liquor license
addition.
Ad hoc permit:
This allows for flexible options on rules to regulate liquor under different
circumstances as they arise or are requested for consideration.
General consensus of the Village Board was supportive this liquor license
addition.
Due process:
This section better describes the process and lists maximum fines in addition to
offering suggested potential fines as part of the process for requesting a hearing
to address the penalty phase when there are alleged violations.
General consensus the Village Board was supportive of this liquor code
clarification.
Gourmet license:
This addition would also allow for specialty beer to be sold and sampled at the
licensed premise.
General consensus of the Village Board was supportive of this liquor license
addition.

Catering license:
This would allow service of alcoholic beverages by a caterer at an offsite location
for consumption as an incidental part of food service.
General consensus of the Village Board was supportive of this liquor license
addition.
There was also clarification regarding the closing hours on the evening before
Thanksgiving allowing additional time without request.
General consensus of the Village Board was supportive of this additional
operating time.
Mayor Juracek suggested these changes be brought before the Village Board
for final approval by early January 2014 so that it is effective with the renewals
for the upcoming year.
Mayor Juracek also stated that the Village Board will be setting up Strategic
Planning Session Workshops in January 2014.
V. MANAGER'S REPORT
Manager Janonis stated that the tree lighting ceremony is set for 5:00 p.m. on
November 27. He also stated the Village Hall will be closing at 3:00 p.m. on
November 27.
VI, ANY OTHER BUSINESS
Trustee Korn stated that he will be involved in the Turkey Trot race at the Mount
Prospect golf course on Thanksgiving Day and invited everyone to participate.

The meeting adjourned at 8:25 p.m.
