HomeMy WebLinkAbout09/03/2013 VB MinutesMINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT September 3, 2013 CALL TO ORDER Mayor Juracek called the meeting to order at 7:04 p.m, ROLL CALL Present: Mayor Arlene Juracek Trustee John Korn Trustee Paul Hoefert Trustee John Matuszak Trustee Steven Polit Trustee Richard Rogers Trustee Michael Zadel PLEDGE PLEDGE OF ALLEGIANCE Trustee Hoefert led the Pledge of Allegiance. INVOCATION INVOCATION Trustee Rogers gave the Invocation. MINUTES MINUTES Trustee Korn, seconded by Trustee Polit, moved to approve the minutes of the regular Village Board meeting held August 20, 2013. Trustee Rogers, requested the minutes be amended to include: 4) no parking spaces to be used for outdoor sales. Page 4; under Village Board Comments. The minutes were approved as amended with the following vote. Upon roll call: Ayes: Hoefert, Korn, Matuszak Polit, Rogers Nays: None Abstain: Zadel APPROVE BILLS APPROVE BILLS Mayor Juracek stated the next item on the agenda, "MONTHLY FINANCIAL REPORT AND APPROVE BILLS" was noted by an asterisk and unless there was a request to remove an item(s), all items further listed in that manner would be considered with one (1) vote as business item "IX. CONSENT AGENDA." MAYOR'S REPORT MAYOR'S REPORT A. Proclamation: "Mount Prospect Fire Department, 100 Year Anniversary" 1913 - 2013 MOUNT PROSPECT FIRE DEPARTMENT Mayor Juracek presented the Mount Prospect Fire Department, 100 Year Anniversary, to Fire 100 YEAR Chief John Malcolm and Deputy Fire Chief Henry Dawson. ANNIVERSARY Chief Malcolm thanked Mayor Juracek and the Village Board for the proclamation highlighting the history of the department since its inception in 1913. Chief Malcolm stated the Fire Department will celebrate its 100 Anniversary at the September 28 Open House and host a pancake breakfast on September 29 the actual anniversary date. The funds raised at the pancake breakfast will be used for public education programs and services. Chief Malcolm stated the uniform badges were redesigned in commemoration of the 100 year anniversary. Members of the Department will wear the special badges throughout 2013; thereafter the badges will be part of the official dress uniform. On behalf of the Mount Prospecty Fire Department, Chief Malcolm presented Mayor Juracek and the Trustees an offical fire department badge encased in acrylic. He stated he as well as the entire department greatly appreciate the support of the Village Board. 1 of 3 Minutes of the Regular Meeting of the September 3, 2013 Mayor and Board of Trustees of the Village of Mount Prospect Mayor Juracek stated the Historical Society will share in the 100 year celebration on the 28 She noted the Mount Prospect volunteer fire department was originally founded in the Central School House. Mayor Juracek, Trustee Hoefert, Trustee Korn, Trustee Matuszak, Trustee Polit, Trustee Rogers, and Trustee Zadel each recognized and thanked the men and women of the Fire Department for their service and dedication. The Trustees shared significant events /activities related to the excellence of the Mount Prospect Fire Department. Village Board Comments -Proclamation does not begin to touch the recognition the department has earned. ■Incredible the level of support the Fire Department provides the community every day, -Fire fighters /paramedics — work is stressful, challenging, difficult and high risk. -At any moment Fire Department is ready to deal with life /death situation. -Mount Prospect Fire Department is best in northwest suburbs. -Demonstrated leadership and commitment. -Highly professional and dedicated to safety. ■Department demonstrates tradition of excellence. In thanking Mayor Juracek and the Village Board, Chief Malcolm also expressed his thanks to the men and women of the Mount Prospect Fire Department. He stated the true credit goes to these individuals for their commitment to excellence and service to the residents of Mount Prospect. Trustee Zadel, seconded by Trustee Polit, moved to approve the request for deferral of item A. 1 St reading of An Ordinance Amending the Official Zoning Map of the Village of Mount Prospect for Property Located at 211 East Rand Road Upon roll call: Ayes: Nays: Motion carried. Hoefert, Korn, Matuszak, Polit, Rogers, Zadel None 2of3 Minutes of the Regular Meeting of the September 3, 2013 Mayor and Board of Trustees of the Village of Mount Prospect AMENDMENT B. 1 St reading of An Ordinance Authorizing Amendment Number One to an Agreement between NUMBER ONE TO the State of Illinois /Department of Natural Resources and the State of Illinois /Department of IGA, LEVEE 37 Transportation and the City of Prospect Heights and the Village of Mount Prospect for the Upper Des Plaines River Flood Damage Reduction Project Element, Levee 37. Mayor Juracek presented for a 1 St reading An Ordinance Authorizing Amendment Number One to an Agreement between the State of Illinois /Department of Natural Resources and the State of Illinois /Department of Transportation and the City of Prospect Heights and the Village of Mount Prospect for the Upper Des Plaines River Flood Damage Reduction Project Element, Levee 37. Village Manager Michael Janonis stated this was a housekeeping ordinance to amend the Intergovernmental Agreement (IGA) by granting additional IDOT easement areas to the Village of Mount Prospect, the City of Prospect Heights and the Illinois Department of Natural Resources. Village Manager Janonis stated both easement areas are in Prospect Heights and there are no costs associated with the granting of the easements. An amendment to the original IGA is required for granting of these easements, and must be adopted by all original signers of the IGA Trustee Zadel, seconded by Trustee Hoefert, moved to waive the rule requiring two (2) readings of an ordinance. Trustee Hoefert, seconded by Trustee Rogers, moved for approval of Ordinance No. 6091: AN ORDINANCE AUTHORIZING AMENDMENT NUMBER ONE TO AN AGREEMENT BETWEEN THE STATE OF ILLINOIS /DEPARTMENT OF NATURAL RESOURCES AND THE ORD 6091 STATE OF ILLINOIS /DEPARTMENT OF TRANSPORTATION AND THE CITY OF PROSPECT HEIGHTS AND THE VILLAGE OF MOUNT PROSPECT FOR THE UPPER DES PLAINES RIVER FLOOD DAMAGE REDUCTION PROJECT ELEMENT, LEVEE 37. Upon roll call: Ayes: Hoefert, Korn, Matuszak, Polit, Rogers, Zadel Nays: None Mayor Juracek stated Public Works staff would provide a status report on the Village's flood fighting efforts and the construction of Heritage Park as part of the Levee 37 flood reduction project at the September 10, 2013 Committee of the Whole meeting. MANAGER'S VILLAGE MANAGER'S REPORT REPORT None OTHER BUSINESS OTHER BUSINESS Trustee Korn stated this would be the last meeting he would attend while still in his sixties! ADJOURN ADJOURN There being no further business to discuss Mayor Juracek asked for a motion to adjourn.
