WAIVER OF BID - DIESEL EXHAUST REMOVAL
SYSTEM FOR FIRE STATION 13
Recommendation
The Fire Department is requesting to waive the bidding process to purchase a
Plymovent diesel exhaust removal system for Fire Station 13 (112 E. Northwest
Highway) from Hasting Air-Energy Control Incorporated for an amount not to
exceed $66,762.
Background
The proposed vehicle exhaust removal system is capable of capturing 100% of the
vehicle exhaust emissions at the point of generation (tailpipe) by making an airtight
seal to the tailpipe of the apparatus as illustrated below. The system will include
an Environmental Protection Agency (EPA) particulate emission filter that will
reduce up to 99% of the diesel exhaust being emitted to the atmosphere while the
vehicles are entering and exiting the station or while running in the station for
maintenance purposes. The system was designed to specifically meet the needs
of emergency response vehicles and is fully automatic so as not to interfere with
emergency response times.

Fire Station 12 (1601 W. Golf Road) had this same system installed last year as
part of the renovation and has performed satisfactorily. The reason we are
proposing to waive the bidding process and award the contract to Hastings is to
standardize the equipment for operation and maintenance purposes. Hastings is
the only distributor of the Plymovent system in Illinois.
Federal Grant Funding
Funding is available for this project in an amount of $70,000 in account number
5107701-640036 which is identified on page 295 in the 2004 budget book.
Fortunately, the Fire Department submitted and received a grant from the Federal
Emergency Management Agency (FEMA) for $66,762. The grant is a 70/30
matching grant with our obligation totaling $20,028.60. The FEMA grant will cover
the balance ($46,733.40).
