B. 1st reading of AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance amends Chapter 13 of the Village Code by increasing the number of Class lOW" (Beer and wine only) liquor licenses by one, for Rufini's Italian Restaurant, 2 W. CONSENT AGENDA * All items listed with an asterisk are considered routine by the Village Board and will be enacted by one motion. There will be no separate discussion of those items unless a Board member, or resident from the audience, so requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. OLD BUSINESS A. 2nd reading of AN ORDINANCE AMENDING CHAPTER 23 (OFFENSES AND MISCELLANEOUS REGULATIONS), ARTICLE XXI, OF THE MOUNT PROSPECT VILLAGE CODE This ordinance outlines policy, procedures, and penalties for the collection of abandoned shopping carts. (Staff has recommended deferral of this ordinance to a future Village Board meeting). B. We-Go Trail Improvements: 1. 1 st reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE MOUNT PROSPECT VILLAGE CODE This ordinance prohibits parking at all times on the west side of We-Go Trail between Lincoln Street and Shabonee Trail. (Exhibit B) 2. 2nd reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE MOUNT PROSPECT VILLAGE CODE This ordinance reduces the speed limit from 30 mph to 25 mph on We-Go Trail between Lincoln Street and Shabonee Trail. The Safety Commission has recommended the reduced speed restriction by a vote of 6-3. (Exhibit C) NEW BUSINESS A. *PZ-39-02, Mt. Prospect Park District (Meadows Park) 1. * A RESOLUTION APPROVING PLATS OF VACATION FOR RIGHTS-OF-WAY WITHIN A PARK LOCATED AT 1401 GREGORY STREET This resolution allows for the vacation of Rammer, Davidson, and Evanston Streets, all unimproved rights-of-way in Meadows Park. Once vacated, the property will be consolidated into a single lot of record. The Planning and Zoning Commission recommends approval by a vote of 7-0. (Exhibit D) E. XII. 2. * A RESOLUTION APPROVING A PLAT OF CONSOLIDATION FOR PROPERTY LOCATED AT 1401 GREGORY STREET This resolution allows the consolidation of multiple parcels into one lot of record, at Meadows Park. The Planning and Zoning Commission has recommended approval by a vote of 7-0. (Exhibit E) B. PZ-47-03, 504 & 510 E. Rand Road, and 525 E. Hill Street Mt. Prospect Park District (Hill Street Park), 1. 1st reading of AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF THE VILLAGE OF MOUNT PROSPECT FOR PROPERTY LOCATED AT 504 & 510 EAST RAND ROAD This ordinance rezones the subject property from R-1 (Single Family Residence) to CR (Conservation Recreation), to allow for expansion of the existing Hill Street Park. The Planning and Zoning Commission has recommended approval by a vote of7-0. (Exhibit F) 2. A RESOLUTION APPROVING A PLAT OF CONSOLIDATION FOR PROPERTY LOCATED AT 504 & 510 EAST RAND ROAD AND 525 EAST HILL STREET This ordinance allows the consolidation of three existing parcels Into a single lot of record. The Planning and Zoning Commission has recommended approval by a vote of 7-0. (Exhibit G) C. PZ-01-04, 507 S. Wille Street, Residence 1 st reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT FOR PROPERTY LOCATED AT 507 SOUTH WILLE STREET This ordinance grants a Conditional Use permit for the construction of an unenclosed porch encroaching into the front yard setback. Bya vote of 7-0, the Planning and Zoning Commission has recommended approval. (Exhibit H) D. Z-02-04, 1450 S. Elmhurst Road, Harris Bank 1 st reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT AND VARIATION FOR PROPERTY LOCATED AT 1450 SOUTH ELMHURST ROAD This ordinance grants a Conditional Use permit to allow the development of a drive-thru banking facility, and a variation for a landscape setback. The Planning and Zoning Commission has recommended approval, with conditions, by a vote of 7-0. (Exhibit I) PZ-03-04, 501 db Drive, Niagara Educational Services 1st reading of AN ORDINANCE AMENDING ORDINANCE NO. 5363 GRANTING A CONDITIONAL USE PERMIT FOR PROPERTY LOCATED AT 501 db DRIVE This ordinance amends Ordinance No. 5363 (8/19/03) by allowing for an increased number of guest rooms, and extended hours of operation, at the community center. The Planning and Zoning Commission has recommended approval, with conditions, by a vote of 4-3. (Exhibit J) VILLAGE MANAGER'S REPORT A. Request to waive bid process for the purchase of a Plymovent diesel exhaust removal system for Fire Station 13; not to exceed $66,762. B. Status Report XIII. XIV. XIV.
